Need specific policies for preschool teachers

In 2025, a new preschool education program will be piloted in 20 provinces and cities. The problem of ensuring a team of preschool teachers in both quantity and quality is a challenge for the education sector nationwide.


Many concerns

Teacher Le Van Thang is currently a preschool teacher at Lech Mong B village preschool, a satellite school of Thanh Kim preschool (Thanh Binh commune, Sa Pa town, Lao Cai province). Having worked at this mountainous school for nearly 14 years, teacher Thang and 4 other family members are currently living together in the school's 40m2 office room. This is the 5th time that he and his family have had to move to serve his work. Teacher Thang's wish is to build a small house at his workplace so that he can work with peace of mind and be able to welcome his mother to live with him, conveniently taking care of her.

Many other teachers in remote areas also share the same concerns about food and accommodation as Mr. Thang because in mountainous areas, if there is no public housing, renting a house is not easy, especially for households with many members. Regarding this issue, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that there are opinions suggesting implementing regulations on the policy of renting public housing for teachers according to the provisions of the Housing Law to ensure the consistency of the legal system. There are opinions suggesting adding a policy of supporting rent for teachers when they work in difficult areas according to regulations.

In response to the opinions of National Assembly deputies, the draft Law on Teachers has been revised. Accordingly, teachers are entitled to the policy of renting public housing according to the provisions of the Housing Law or are guaranteed collective accommodation when working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions.

At the same time, the draft also adds a provision that in cases where collective housing or public housing cannot be arranged, teachers will be supported with housing rent at the level of support for renting public housing; the criterion of "meeting all essential conditions" in the regulations on collective housing for teachers is removed.

Due to the nature of the job, which takes up all of their time every day, even though the salary is low, preschool teachers find it difficult to arrange to do other jobs to increase their income. Difficult lives make many teachers feel uneasy about their work. Statistics from the Ministry of Education and Training show that from August 2023 to April 2024, 7,215 teachers quit or changed jobs. Of which, teachers who quit or changed jobs at the preschool level account for a high percentage, about 1,600 teachers. In order to attract and retain teachers, preschool teachers are being proposed to receive additional incentives and support in the Draft Decree on universalizing preschool education for children aged 3-5. It is expected that if officially promulgated, the Draft Decree on universalizing preschool education for children aged 3-5 will take effect in 2026.

New policy, new beginning

In 2025, the new preschool education program will be piloted in 20 provinces and cities. The journey of educational innovation for this foundation level is still facing many difficulties, including a serious shortage of preschool teachers in many localities. There are many reasons for the shortage of preschool teachers, including the remuneration policy not being suitable for the nature of the job, working continuously from 7am to 5pm from Monday to Friday, high work pressure when having to take care of and educate children in every detail, ensuring their safety...

When implementing the new program, preschool teachers are required to not only focus on teaching children letters and numbers, but also pay attention to developing soft skills, creative thinking and human values ​​to be ready to enter the next level of education with a solid foundation. Therefore, in addition to supplementing the teaching staff, experts recommend focusing on training and improving the capacity of preschool teachers nationwide through in-depth training courses on new educational methods, suitable for children's development such as learning through play and multi-sensory approaches.

Regarding the proposal to allow early retirement for preschool teachers, which has been mentioned many times before, the Standing Committee of the Culture and Education Committee said that this is a policy built on the characteristics of the professional activities of this group and is suitable for the characteristics of preschool learners. The draft Law on Teachers has been revised and supplemented with regulations that teachers in preschool education institutions, if they wish, can retire at an age lower than the retirement age of employees, under normal conditions but not more than 5 years and the percentage of pension benefits due to early retirement is not reduced if they have paid social insurance for 20 years or more.
