According to the report of the Department of Natural Resources and Environment of Da Nang City, in 2023, in addition to actively implementing regular professional work to solve a large volume of work in the industry, the department focused on reviewing, promoting and completing 2,130 tasks assigned by the City People's Committee.
In 2023, the Department of Natural Resources and Environment of Da Nang City focused on consolidating and merging units according to Resolution 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" for the Land Registration Office to improve the quality and public service. At the same time, the Department of Sea and Islands was merged into the Department of Environmental Protection and renamed the Department of Sea, Islands and Environment, which officially operated from January 1, 2024.
In the field of land, in 2023, the Department of Natural Resources and Environment of Da Nang City completed and advised the City People's Committee to report to the People's Council on the review of projects and land plots that are slow to be implemented and slow to put into use by organizations and individuals in the city, as a basis for continuing to complete the inspection of 669 land plots and projects of organizations and 172 land plots and projects of the remaining individuals subject to land use progress inspection in the coming time.
According to statistics, in 2023, the Department of Natural Resources and Environment resolved to grant certificates to 101,125 applications, of which 97,648 were newly received, and 3,477 applications were transferred from the previous period. At the same time, it successfully auctioned 3/31 large land plots with an area of 39,480m2/1,020,227.7m2 and 2 subdivided residential land lots, earning more than 34 billion VND for the city budget.
Implementing the Plan to classify domestic solid waste at source in the city by 2025, by the end of September 2023, up to now, the whole city has up to 93.45% of households classifying domestic solid waste at source/total number of households; districts, organizations, and individuals have classified more than 180,265 kg of recyclable waste of all kinds with a total revenue of more than 1.9 billion VND.
Regarding infrastructure for collection and treatment of domestic solid waste, in 2023, the Department is implementing acceptance and completing procedures for trial operation of 2 Waste Transfer Stations in Le Thanh Nghi Street area and Waste Transfer Station in Son Tra area.
In addition, the attention, coordination and support of central agencies, international organizations... have also created a strong change in the management of natural resources and environment, increasingly affirming the position and role of an industry that makes important contributions to the process of building and developing the city.
These results have contributed to Da Nang being announced by the Ministry of Natural Resources and Environment as the leading locality in the country in terms of the results of implementing the 2022 Environmental Protection Performance Assessment Index of provinces and centrally-run cities (PEPI 2022) and also winning the award "Smart, bright, green environmental management city"...
In 2024, the Department will continue to carry out 4 groups of tasks: removing difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions; auctioning land use rights; managing and effectively using public land funds; appraising environmental impact assessment reports, solid waste treatment planning and handling of dredged materials.
At the same time, actively and seriously implement Directive No. 34-CT/TU dated October 27, 2023 of the Standing Committee of the Da Nang City Party Committee on continuing to promote administrative reform, strengthen discipline and order, overcome the situation of evasion, shirking, and failure to properly and fully perform the responsibilities, tasks, and powers of a number of cadres, party members, civil servants, and public employees in the current situation.
Vice Chairman of the People's Committee of Da Nang City Le Quang Nam highly appreciated the efforts to effectively and qualitatively advise the City People's Committee on State management of natural resources and environment; proposed solutions to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions... At the same time, he requested to focus on advising and proposing the city to continue to remove difficulties and obstacles related to projects and land, especially proactively preparing conditions as well as proposing directions to implement the contents of the Project "Plan to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in some provinces and cities" after being approved by the Politburo.
The Department of Natural Resources and Environment also focused on inspecting nearly 700 land plots and projects of organizations subject to land use progress inspection. The Department also needs to proactively coordinate with departments and agencies of Quang Nam province to ensure water resources for the city and complete the draft to adjust the operating procedures of inter-reservoirs in the Vu Gia - Thu Bon river basin.
Vice Chairman of Da Nang City People's Committee Le Quang Nam also requested the Department of Natural Resources and Environment to focus on completing the task of adjusting the Da Nang City Solid Waste Treatment Plan to 2030, with a vision to 2045, to submit to the City People's Committee for approval, as a basis for establishing new investment projects or renovating and upgrading existing solid waste (garbage) treatment facilities; completing the task of investigating, evaluating and selecting locations for onshore dumping and sea dumping of dredged materials, as a basis for the City People's Committee to announce areas that can be used for onshore dumping or sea dumping of dredged materials.
Mr. Le Quang Nam also noted that department leaders, unit leaders and each employee must be determined, study, practice, improve their expertise, skills, be confident and professional to handle records and administrative procedures for citizens and organizations; build a team to increasingly meet the increasing management requirements in the digital transformation period.
In 2023, the Department of Natural Resources and Environment Inspectorate issued 14 decisions on administrative sanctions for environmental violations with a total fine of VND 1,123,772,000. To date, 10/14 units have paid the state budget, with an amount of VND 651,872,000.
