Chairing the regular Government meeting in January 2025 on the morning of February 5, Prime Minister Pham Minh Chinh requested to resolutely and synchronously and effectively implement the proposed tasks and solutions; promote emulation movements to serve socio-economic development, with the spirit of "talking, doing, acting, and propagating."
At the meeting, the Government discussed and assessed the socio-economic situation in January 2025; the implementation of Resolution No. 01/NQ-CP; the development of growth scenarios for localities; the allocation and disbursement of public investment capital; the implementation of three national target programs; the direction and administration of the Government, key tasks in the coming time; and a number of other important issues.
Better socio-economic situation during long Tet holiday
The Government assessed that in January 2025, the Government and the Prime Minister resolutely, promptly and effectively implemented the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat and key leaders, especially on the arrangement and streamlining of the apparatus, development of science and technology, innovation and national digital transformation; urgently led and directed the development and submission of projects according to the Working Program of the Politburo, the Secretariat, the Working Program of the Government and the Prime Minister in 2025; effectively implemented Resolutions 01 and 02 of the Government.
During the Tet holidays, the Prime Minister and Deputy Prime Ministers inspected and urged the progress of many key projects, starting the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Duong province; visiting and encouraging workers at construction sites in localities.
Thanks to that, in the first month of 2025, our country's socio-economic situation continued to achieve many positive results, better than the same period in 2024; the macro-economy was basically stable, growth was promoted, inflation was controlled, major balances and social security were ensured. Deficit, public debt, government debt, and national foreign debt were well controlled, lower than the allowable limit.
Economic, social and consumer activities were more vibrant than the same period last year; during the Tet holiday, some important indicators of production and business, industrial production, FDI attraction, State budget... continued to grow positively, better than the same period last year, creating momentum for growth throughout the year.
The consumer price index (CPI) in January increased by 3.63% over the same period. The industrial production index (IIP) increased by 0.6% over the same period; of which the processing and manufacturing industry increased by 1.6%.
Supply and demand, prices of goods are stable, there are no sudden price increases, taking advantage of artificial scarcity of goods to make illegal profits. The banking system operates safely, stably, smoothly, serving well the needs during Tet. State budget revenue in January reached nearly 276,000 billion VND, equal to 14% of the estimate, up 3.5% over the same period.
Import and export goods were smooth, import and export turnover in January was estimated at 63.15 billion USD, trade surplus was 3.03 billion USD. Total registered FDI capital reached 3.55 billion USD, up 21.8%; realized FDI capital reached 1.51 billion USD, up 2% over the same period.
The Government is determined to focus on perfecting institutions, improving the investment and business environment; handling backlogs and obstacles; promoting key infrastructure projects; promoting new growth drivers; streamlining the organizational apparatus; practicing thrift and combating waste.
The whole country has well implemented the Secretariat's Directive on caring for and preparing for Tet for the people, ensuring that every household and every person has the conditions to enjoy Spring and celebrate Tet. The fields of culture, society, social security, tourism, sports, and information and communication continue to receive attention and promotion.
The whole country has supported and given Tet gifts to over 13.5 million beneficiaries with a total budget of over 7.9 trillion VND. There are 3.8 million social protection beneficiaries, the elderly, poor children, those in especially difficult circumstances, and people from poor and near-poor households who have received support and gifts.
The government has supported people with over 6,600 tons of rice. Many localities have actively implemented the elimination of temporary and dilapidated houses.
Political stability, independence, and national sovereignty are maintained; the situation is firmly grasped, combat readiness is strictly maintained, and there is no passivity or surprise. Security, order, and social safety are stable. Foreign affairs and international integration, especially high-level foreign affairs, are proactively, comprehensively, and effectively implemented. Tet festivals for overseas Vietnamese in other countries are carefully organized, creating excitement and attachment among our overseas Vietnamese to the country.
International organizations continue to positively assess Vietnam's economic growth prospects, with UOB, Standard Chartered, and the Asian Development Bank respectively forecasting Vietnam's GDP growth in 2025 to be around 7%, much higher than the world average of about 3.3%.
Government members assessed that the current and future global trade situation is complicated, affecting supply chains, export markets, and our country's economic development. Therefore, it is necessary to operate macro, monetary, and fiscal policies flexibly and effectively to continue stabilizing the macro economy, controlling inflation, and promoting growth; at the same time, it is necessary to diversify markets, diversify products, and diversify supply chains; renew traditional growth drivers and promote new growth drivers.
Concluding the meeting, highlighting the outstanding results in socio-economic development, Prime Minister Pham Minh Chinh affirmed that the above results were thanks to the close leadership and direction of the Central Executive Committee, directly and regularly by the Politburo, the Secretariat, key leaders, headed by the General Secretary; the close and active coordination and support of the National Assembly and agencies in the political system; the participation and support of the people and businesses; the cooperation and assistance of international friends; especially the drastic, close, flexible, creative, focused and key direction of the Government, the Prime Minister and of all levels, sectors and localities.
Point out the existing problems, limitations, difficulties and challenges such as: fierce strategic competition; prolonged war; impact and influence of the policies of the new US Government; pressure on macroeconomic management, inflation, exchange rates, high interest rates; production and business activities in some areas still have many difficulties; public investment disbursement is still slow, without clear changes... The Prime Minister pointed out the lessons, specifically: it is necessary to closely follow the Party's policies and guidelines, grasp the practical situation, respond to policies proactively, promptly, flexibly, at the right time and effectively; attach importance to time, promote intelligence and decisiveness; strengthen solidarity and consensus within each agency and unit, solidarity within the entire political system, and solidarity of the entire people; be determined and resolute in synchronously and effectively implementing the proposed tasks and solutions; do not push or avoid; promote the spirit of self-reliance, self-improvement, create motivation and inspiration; Promote emulation movements to serve socio-economic development; must "talk, do, act, and propagate."
“Each ministry, branch, agency, unit, and locality completes its tasks; each month and each quarter completes its tasks, then the whole country completes its tasks, and the whole year completes its tasks,” the Prime Minister emphasized.
Every month, ministers must report to the Prime Minister on removing institutional obstacles.
Presenting the main tasks and solutions to be implemented in the coming time, the Prime Minister requested the synchronous, drastic and effective implementation of the conclusions and resolutions of the Central Committee, the Politburo, the National Assembly and the Government, especially Conclusion No. 123 of the Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more; Resolutions No. 01 and 02 of the Government; promptly promulgate and implement Programs and Action Plans according to the assigned tasks according to the management theme of 2025, which is "Discipline and responsibility; proactive and timely; streamlined and effective; accelerated breakthrough."
Along with that, focus on preparing projects according to the working programs of the Politburo, the Secretariat, the National Assembly, projects in the working programs of the Government and the Prime Minister; carefully prepare the contents to serve the 9th Extraordinary Session of the 15th National Assembly; as well as proactively prepare early for the organization of major holidays in 2025.
Requiring continued institutional improvement in the spirit of “breakthrough of breakthroughs”; streamlining the apparatus, improving operational effectiveness and efficiency; promoting administrative reform and digital transformation, the Prime Minister directed to urgently review, supplement and complete legal regulations, “every month, ministers must report to the Prime Minister the results of removing institutional difficulties and obstacles and propose institutional difficulties and obstacles that need to be removed.”
Ministries, branches and localities seriously and effectively implement the arrangement and streamlining of the apparatus according to Resolution No. 18-NQ/TW; implement the Government's Action Program to implement Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation; continue to prioritize promoting growth, focusing on renewing traditional driving forces including investment, export and consumption; at the same time promote new driving forces, especially emerging industries and fields such as: big data, cloud computing, optoelectronics, internet industry, internet of things, biomedical industry, cultural industry, entertainment industry.
Noting the need to maintain macroeconomic stability, control inflation, and ensure major balances of the economy, the Prime Minister assigned ministries and branches to closely monitor the world situation, especially newly arising issues, policy adjustments of countries, major economies, and important partners, especially the US, China, and the EU, etc.; urgently research and develop a project on solutions to respond to changes in US policy, and report to the Government Standing Committee in February 2025.
At the same time, proactively, flexibly, promptly and effectively manage monetary policy; coordinate synchronously and harmoniously with a reasonable, focused and key expansionary fiscal policy and other policies to achieve the set goals; take advantage of public debt space to propose solutions to mobilize resources for development investment; effectively implement credit growth measures, direct credit to production and business sectors, priority sectors and growth drivers; strictly control credit in high-risk sectors; strive to reduce lending interest rates.
Ministries, branches and localities urgently guide and strive to save about 10% more regular expenditure in 2025 to supplement investment in infrastructure development such as the standard gauge railway project connecting with China; effectively implement the work of collecting state budget, ensuring correct, full and timely collection, especially from e-commerce, food services, etc.; research and propose policies to reduce taxes, fees and charges for people and businesses; continue to review and submit effective solutions to handle outstanding and long-standing issues such as weak banks, Viet Duc Hospital and Bach Mai Hospital 2; difficulties and problems related to projects and land in inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang City and Khanh Hoa Province.
The Prime Minister requested ministries, branches and localities to focus on the fields of culture, society, environmental protection, natural disaster prevention and control, and climate change response; vigorously implement the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025", develop social housing; do not let anyone go hungry or lack clothing, especially during the harvest season; strengthen inspection, supervision and management of festival activities, promptly detect, prevent and strictly handle the exploitation of relics, festivals and beliefs for profit, superstitious activities and gambling; consolidate and strengthen national defense and security; maintain social order and safety; step up the prevention and fight against corruption, negativity and waste; improve the effectiveness of foreign affairs and international integration; Strengthen information and communication work, especially policy communication, use the good to eliminate the bad, use the positive to push back the negative, create social consensus to implement the goals and tasks of socio-economic development in 2025.
