Prime Minister proposes 6 breakthroughs to bring Vietnam-Poland relations to new heights

Prime Minister Pham Minh Chinh said Vietnam wishes to promote and further deepen comprehensive cooperation with Central Eastern European countries, especially with traditional friends like Poland.

According to the special correspondent of the Vietnam News Agency, within the framework of his official visit to Poland, on the morning of January 17, in the capital Warsaw, Prime Minister Pham Minh Chinh visited and delivered a policy speech at Warsaw University, emphasizing the need to elevate the Vietnam-Poland relationship to a strategic level, for the peace and development of the two regions of Southeast Asia and Central Eastern Europe.

Also attending were ministers, leaders of ministries and sectors of Vietnam and Poland; especially the presence of the Secretary of State of the Polish Ministry of Foreign Affairs Wladyslaw Teofil Bartoszewski, Vice Rector of the University of Warsaw Sambor Grucza; professors, lecturers, and students of the University of Warsaw.

Warsaw University is one of the oldest and most prestigious universities in Europe. With a tradition of more than 200 years, the school has trained many outstanding leaders and celebrities, including 2 presidents and 6 prime ministers of Poland, and 6 alumni who have been awarded the Nobel Prize for their outstanding contributions in the fields of literature, economics and peace.

The school is also a symbol of the close cooperation between Vietnam and Poland in the field of education. Hundreds of Vietnamese students and staff have studied at the school. Many of them are now leading professors and scientists in many fields.

Speaking here, Prime Minister Pham Minh Chinh said that this working trip of the Prime Minister carries the message of Vietnam aiming to upgrade the Vietnam-Poland relationship to a strategic level, to deepen, make more practical, and more effective the relationship between the two countries that has been built and nurtured over the past 75 years.

Recalling the verses in the poem “Vietnam” by Polish poet Wislawa Szymborska and the poem “My dear, Poland in the melting snow season” by poet To Huu, the Prime Minister said that Vietnam will never forget Polish soldier Stefan Kubiak who participated in the Dien Bien Phu campaign, fought for the cause of national liberation of Vietnam, was adopted by President Ho Chi Minh and named Ho Chi Toan, becoming a symbol of love for peace, a desire to contribute and fight for justice, for the independence of a peace-loving nation.

Prime Minister Pham Minh Chinh said Vietnam always remembers and appreciates the valuable support and assistance that Poland has given Vietnam in the struggle for national independence and reunification. Memories of the Kilinski ship that brought tens of thousands of people from South Vietnam to the North will forever be a vivid testament to the steadfast friendship between the people of the two countries.

Delighted to visit Poland - the homeland of musical genius Frederick Chopin, chemist Maria Curie, astronomer Nicolaus Copernicus; the cradle of many literary and artistic masterpieces and great scientific inventions of mankind; a peace-loving country with many world heritages; a leading economy in the region, ranked 6th in the European Union (EU) and 20th in the world, Prime Minister Pham Minh Chinh emphasized that the Vietnam-Poland relationship is a bond, not only in politics, diplomacy, economics, science, education, security, defense but also in culture, literature, art..., especially the affection between the two nations and peoples.

Sharing about the current world and regional situation, the Prime Minister said that the world and the two regions are undergoing profound, faster and more unpredictable changes. Overall, there is peace, but locally there is war; overall, there is reconciliation, but locally there is tension; overall, there is stability, but locally there is conflict.

In the smart era, the world is being strongly impacted by three key factors and shaped and led by three pioneering fields.

The three main influencing factors are: the explosive development of science and technology, innovation, especially digitalization and artificial intelligence (AI); the negative impact of non-traditional security challenges such as climate change, natural disasters, food security, water security, cyber security, population aging, transnational crime, etc.; the increasing trend of separation, zoning, and polarization in a number of areas under the impact of global geo-strategic and geo-economic competition.

Along with that, there are 3 areas that shape, lead and pioneer: developing digital economy, green economy, circular economy, creative economy, sharing economy...; innovation, startups and digital transformation, the Fourth Industrial Revolution; developing high-quality human resources associated with developing AI, cloud computing, Internet of Things...

Prime Minister Pham Minh Chinh said that the above issues are of special importance, having a profound and comprehensive impact and influence on every country and every person in the world. Therefore, it is necessary to have a national, comprehensive and global mindset, methodology and approach in solving these issues. Along with that, it is important to respect time; promote intelligence and decisiveness, resoluteness, at the right time, with the right person, for the right job.

The Prime Minister believes that by promoting similar historical values, the appreciation of independence, autonomy, freedom and love of peace after centuries of struggle for national independence; of charity, love for humanity; the spirit of "great national unity," peace and humanity, Vietnam and Poland will continue to jointly promote multilateral cooperation and international solidarity, uphold international law, and make responsible contributions to common regional and global concerns, including peace-security issues, and response to climate change, in a spirit of goodwill, equality and mutual respect.

Sharing about the fundamental factors, development perspectives and development situation of Vietnam, Prime Minister Pham Minh Chinh said that Vietnam consistently focuses on building three fundamental factors: building a socialist democracy; a socialist rule-of-law state and a socialist-oriented market economy. Vietnam is moving towards a new era, an era of development, prosperity, civilization, and prosperity, with people increasingly well-off and happy under the leadership and rule of the Communist Party of Vietnam; striving by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income.

Providing information on major, consistent, and central viewpoints and policies in national development, the Prime Minister said that after nearly 40 years of Doi Moi, from a country under siege and embargo, Vietnam now has diplomatic relations with 194 countries, including Comprehensive Strategic Partnerships with 8 countries, Strategic Partnerships with 10 countries, and Comprehensive Partnerships with 14 countries; and is an active member of more than 70 regional and international organizations.

From a poor, backward country devastated by war, Vietnam has become a middle-income developing country; per capita income reached about 4,700 USD; ranked in the top 33 largest economies in the world and 20 countries with the world's leading trade scale; signed 17 free trade agreements; ranked 44/132 in the global innovation index.

Sharing lessons learned, Prime Minister Pham Minh Chinh said that in 2025 and the coming time, Vietnam will focus on effectively implementing 6 key groups of tasks and solutions: prioritizing promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; renewing traditional growth drivers, strongly promoting new growth drivers; accelerating industrialization and modernization; mobilizing and effectively using all resources; focusing on ensuring social security, protecting the environment, and responding to climate change; consolidating and strengthening national defense and security, promoting foreign affairs and international integration, creating a peaceful and stable environment and favorable conditions for national development.

Regarding Vietnam-Poland relations, Prime Minister Pham Minh Chinh said that Vietnam highly values ​​and wishes to promote and further deepen comprehensive cooperation with Central Eastern European countries, especially with traditional friends like Poland.

On the basis of the good friendship and cooperation relationship nurtured by generations of leaders and people of the two countries over the past 75 years, with the position and strength of each country enhanced in the new development stage, the Prime Minister proposed 6 breakthroughs to bring Vietnam-Poland relations to new heights.

Firstly, create a breakthrough in enhancing the cooperative, friendly and solidarity relations between the two countries, towards a Strategic Partnership; promote political and diplomatic relations and exchanges of high-level delegations.

Second, create a breakthrough in economic, trade and investment cooperation; strive to achieve a bilateral trade turnover of 5 billion USD/year.

As a member of the Association of Southeast Asian Nations (ASEAN) Community of more than 660 million people, Vietnam is ready to act as a bridge for Polish businesses and investors to access the ASEAN market.

For the benefit of businesses of both countries, the two sides need to actively coordinate to remove market barriers, effectively implement the Vietnam - EU Free Trade Agreement (EVFTA) and urge EU members to soon ratify the Investment Protection Agreement (EVIPA) between Vietnam and the EU. The Prime Minister asked Poland to support the European Commission (EC) to soon remove the IUU yellow card on Vietnamese seafood.

Vietnam also hopes to welcome many Polish investors in the fields of agriculture, agricultural and food processing, livestock, healthcare, pharmaceuticals, renewable energy, infrastructure, supporting industries, logistics and support Vietnam to participate more deeply in global production and value chains.

Third, create breakthroughs in cooperation to promote new, advanced and modern productive forces such as "digital production methods."

The Prime Minister suggested that Polish research institutes, universities and businesses devote more resources to cooperation with Vietnam in the fields of technology and innovation, especially green technology, clean energy, new technology, big data, AI... and fundamental technologies such as metallurgy, machine manufacturing...

Prime Minister Pham Minh Chinh believes that the Labor Consultation Mechanism that the two countries have just signed, along with the Education Cooperation Agreement to be signed in the coming time, will open up new opportunities for Vietnamese workers and young generations to access knowledge and high-level scientific and technological skills, especially in digital transformation.

Fourth, create a breakthrough in people-to-people exchange. Vietnam decided to unilaterally exempt visas for Polish citizens holding ordinary passports in 2025 (from March 1, 2025).

Fifth, create breakthroughs in coordination and mutual support in multilateral cooperation mechanisms, especially within the framework of the United Nations; actively and proactively contribute to peace, stability, cooperation and development. Vietnam is a bridge, promoting and connecting cooperation between Poland, the EU and ASEAN. Vietnam supports Poland in having a Treaty of Amity and Cooperation (TAC) with ASEAN.

Sixth, innovate and deepen defense and security cooperation with flexible, appropriate and effective solutions.

Looking to the future, the Prime Minister believes that Vietnam and Poland are facing great opportunities to bring the relationship between the two countries to new heights, becoming a model of friendly cooperation between Southeast Asia and Central Eastern Europe, for the benefit of the people of the two countries, for peace, cooperation and development in the region and the world./.
