The Hanoi People's Committee has just issued Plan No. 189/KH-UBND on implementing Action Program No. 18-Ctr/TU dated January 19, 2023 of the City Party Committee to implement Resolution No. 27-NQ/TU dated November 9, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.
The plan includes 5 groups of contents to thoroughly grasp and fully and effectively implement the viewpoints, goals, guidelines and policies set forth in Resolution No. 27-NQ/TU, Resolution No. 77/NQ-CP of the Government, Action Program No. 18-CTr/TU of the Hanoi Party Committee...
Notably, the city will continue to innovate the organization and operation of the People's Committees at all levels of the city in the direction of streamlining, effective and efficient operations; streamlining and reorganizing specialized agencies of the city and district levels in the direction of multi-sectoral and multi-field based on the direction of the central government.
Research and propose the arrangement of district and commune-level administrative units of the city in accordance with the overall planning of central administrative units and the practical situation of the capital.
Implement the principle that one task is assigned to only one agency to preside over and take primary responsibility, and relevant agencies coordinate implementation; gradually reduce the inter-sectoral coordination mechanism, associated with clearly defining the responsibilities of the head.
Fully promote the position and role of the City People's Committee as the executive body of the City People's Council, the state administrative agency of the Capital; promote proactiveness, creativity, focus on management and operation of the Capital through the development of policies, laws, strategies, planning, plans, inspection, supervision, ensuring unity, continuity, discipline, order, effectiveness and efficiency of the administrative system. Innovate the governance of the Capital towards modernity, effectiveness and efficiency, focusing on development management; ensure respect for the Constitution and the law, enhance transparency, accountability and participation of the people.
Building an administrative system that serves the people, is democratic, rule of law, professional, modern, scientific, clean, open, transparent, creating a favorable environment for people and businesses. Continuing to promote administrative reform, focusing on improving the quality of cadres, civil servants and public employees with three main pillars: Organizational apparatus; civil service, electronic administrative civil servants and digital transformation.
Along with that, it is proposed to simplify administrative procedures, cut unnecessary procedures that cause inconvenience to people and businesses, hinder fair competition; effectively apply online public services; build a digital economy, digital government, and digital society. Continue to reform and improve the efficiency of public financial management and the quality of public services; rearrange public service units in the city towards streamlining, ensuring quality and effective operation.
Research and submit to competent authorities to complete the organization of the Capital government in accordance with urban and rural areas; build a governance model of local government suitable for each area.
Continue to promote scientific and reasonable decentralization and authorization, along with enhancing responsibility, ensuring resources and law enforcement capacity for district and commune levels in the city; strengthen guidance, inspection and supervision; promote the proactive, creative and self-responsible role of each level and sector. Clearly define the responsibilities between the City People's Committee and specialized agencies; between specialized agencies; between the City People's Committee and specialized agencies and the People's Committees at district and commune levels; thoroughly overcome the overlapping of functions, tasks and powers between levels of government, agencies and units; clearly define the responsibilities between individuals and collectives, promote the role and responsibility of individuals, especially the heads of the city's state administrative agencies.
Focus on comprehensive development and improving the quality of human resources to meet the development requirements of the Capital.
