Of which, the Provincial Party Executive Committee has 18 comrades, the Party Standing Committee has 6 comrades. The Party Committee officially came into operation from March 1, 2025. Accordingly, the Provincial Party Executive Committee consists of 23 comrades, the Party Standing Committee consists of 9 comrades. Also at the conference, Decision No. 983-QD/TU dated February 12, 2025 of the Provincial Party Executive Committee was announced to merge the Provincial Party Committee's Propaganda and Education Board and the Provincial Party Committee's Mass Mobilization Board under the name of the Provincial Party Committee's Propaganda and Education Board, which will come into operation from March 1, 2025. Decision on assignment and appointment of Comrade Secretary of Viet Yen Town Party Committee Nguyen Van Dung as Head of the Provincial Party Committee's Propaganda and Education Board. Accordingly, the Department of Finance will be established on the basis of merging the Department of Planning and Investment and the Department of Finance; the Department of Construction will be established on the basis of merging the Department of Transport and the Department of Construction; the Department of Agriculture and Environment will be established on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Science and Technology will be established on the basis of merging the Department of Information and Communications and the Department of Science and Technology; the Department of Home Affairs will be established on the basis of merging the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs; the Office of the Provincial People's Committee will be established on the basis of merging the Department of Foreign Affairs and the Office of the Provincial People's Committee; Establish the Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee receiving additional functions, tasks, and organization of the state management apparatus on beliefs and religions from the Department of Home Affairs.

In order for the new apparatus to quickly and effectively operate, he requested that Party committees, Party organizations, agencies, units, and localities receiving new tasks must immediately get to work, especially Party committees directly under the Provincial Party Committee and Party committees that have been merged and have had their functions and tasks increased, must ensure good inheritance of the tasks of Party organizations that have ended their operations, without interruption, stagnation, or omission of work; without gaps, without interrupting the operations of the political system and social life.
Along with that, Party committees and organizations at all levels need to continue to promote and do well political and ideological work, promptly encourage cadres and Party members to promote the traditions of the agency and unit, and a high sense of responsibility in performing assigned tasks; pay attention to directing the full and timely implementation of regimes and policies, ensuring the legitimate and legal rights and interests of cadres, civil servants, public employees and workers affected by the process of organizational restructuring.
He requested the Party Committees of the provincial Party agencies and the Provincial People's Committee to urgently deploy tasks according to the new organizational model; coordinate to advise on the development and completion of regulations on the functions, tasks, and organizational structure of the Party Committee, the Working Regulations of the Party Executive Committee, and assign specific tasks to each member of the Standing Committee and the Executive Committee; at the same time, establish advisory and support agencies to ensure the apparatus operates effectively and smoothly; promptly carry out the handover and receipt of records, party organizations, party members, payroll, documents, finance, and assets according to regulations; carefully and thoroughly prepare all aspects to successfully organize the congresses of grassroots party organizations under the Party and the Congresses of the provincial Party agencies and the Congresses of the Provincial People's Committee for the 2025-2030 term in accordance with the instructions of the Central Committee and the Standing Committee of the Provincial Party Committee.
The Provincial Party Committee's Propaganda and Mass Mobilization Department immediately got to work, promptly reported to the Provincial Party Committee Standing Committee to issue regulations on functions, tasks, and organizational structure in accordance with the Central's instructions; issue working regulations, arrange and stabilize the organization, ensuring no delays or interruptions in directing the implementation of the 2025 work plan and program.

Therefore, it is necessary to promote the spirit of innovation, flexibility and creativity on the basis of ensuring the principles of Party organization and activities, closely coordinating with relevant agencies to promptly advise and harmoniously handle arising issues before the Central Committee has specific instructions. At the same time, it is necessary to promptly complete legal procedures so that newly established Party committees, Party organizations, agencies and units have full legal status to operate and transact. Ensure that operations are not interrupted and that new agencies and units must operate more effectively, efficiently and effectively. Accordingly, the collective leadership, especially the head, must promptly assign tasks and tasks to ensure the full implementation of the functions and tasks of the agency and unit; In each function and task, there must be a clear focal point, a clear leader and a person responsible for the effectiveness of the activities.
