Support people to export labor

Staff of the Transaction Office of the Bank for Social Policies of Dien Bien Dong district support and advise people of Chieng So commune on preferential loan procedures for overseas labor export.

Currently, the Bank for Social Policies, Dien Bien Province Branch, is providing loans for working abroad in accordance with Decree No. 61/2015/ND-CP dated May 7, 2015 of the Government. This is a credit channel to help poor households, policy households, households living in poor districts, especially those who are ethnic minorities, to improve their lives, escape poverty, and improve their qualifications. The capital is positively received by the people, contributing significantly to the local poverty reduction program in particular and the National Target Program on Poverty Reduction in general.

By the end of September 2023, the Bank for Social Policies, Dien Bien Province Branch, had disbursed loans to 99 poor households to work abroad with a total outstanding loan of nearly 7.6 billion VND.

Ms. Nguyen Thi Thuy, Head of Planning - Social Policy Credit Department, Dien Bien Provincial Branch of the Bank for Social Policies, said: In recent times, the Dien Bien Provincial Bank for Social Policies has promoted its role as a bridge to help poor households and other policy beneficiaries have the opportunity to access preferential credit capital to increase production, develop the economy, and sustainably reduce poverty. In particular, the preferential credit program for labor export has been effective. The Provincial Bank for Social Policies has directed the district Bank for Social Policies transaction offices to closely coordinate with local Party committees, authorities, and agencies and organizations to promote propaganda and widely disseminate the Party's policies and the State's laws on labor export, helping people to be aware of and understand information about the foreign labor market. At the same time, it provides advice and guidance to households and individuals who need to borrow capital to work abroad. Through monitoring, preferential capital for labor export is used for the right purpose, debt is paid on time, there are no overdue debts or frozen debts.

Previously, Quang Van Tung's family was a poor household in Bo village, Na Son commune (Dien Bien Dong district). Due to difficult family circumstances, after finishing high school, Quang Van Tung decided to stay at home and work for hire to earn income to support his family. Although he worked hard and did many jobs, his family's life still could not escape the vicious circle of poverty. In 2020, Tung decided to register to work abroad in Japan. During the process of completing documents and procedures, Tung was supported by the District Department of Labor - Invalids and Social Affairs, connected with reputable businesses and received a loan of 100 million VND from the Dien Bien Dong District Social Policy Bank Transaction Office to implement the labor export plan.

Mr. Quàng Văn Tùng said: The preferential capital from the Bank for Social Policies has helped me pay the initial expenses. During my time working in Japan, I received a salary of 30 - 35 million VND/month. After 3 years of working abroad, I have paid off all the bank debt, supported my family to repair the house, bought many necessary items and had accumulated capital when returning to my hometown. Currently, I am implementing a large livestock farming model, developing a household economic model.

Dien Bien Dong is the district that has carried out the most effective labor export work in the province. From 2022 to now, the district has had 170 workers successfully go abroad. Of which, in the first 9 months of 2023, 100 people went to work abroad. The main labor markets are Japan, Taiwan and South Korea. The average income of workers in the Taiwanese market is from 18 - 25 million VND/month; Japan 25 - 35 million VND/month; South Korea 30 - 40 million VND/month.

Mr. Nguyen Van Tien, Head of the Department of Labor - Invalids and Social Affairs of Dien Bien Dong district, said: The district has promoted propaganda and widely disseminated the Party's guidelines, policies and laws of the State on labor export activities; helping workers to be aware of and understand information about the foreign labor market. In particular, the District People's Committee has closely coordinated with the Bank for Social Policies, Dien Bien province branch to support and create conditions for workers to access and borrow preferential loans to work abroad. Statistics by the end of September 2023 show that the whole district has 87 workers borrowing capital for labor export with a total outstanding debt of over 6.6 billion VND. It is expected that in the last months of the year, Dien Bien Dong district will have about 30 more workers going abroad, bringing the total number of workers going abroad in 2023 to 130 workers. Thanks to overseas labor, many households have escaped poverty sustainably, workers returning to their hometowns have jobs, stable incomes, and actively contribute to the implementation of local socio-economic development tasks.
