After 25 years of building, fighting and growing, the Vietnam Coast Guard has always upheld its sense of responsibility before the Party, the Fatherland and the people; always united, unified, striving, overcoming all difficulties and challenges, successfully completing all assigned tasks, achieving many proud feats and achievements.

That was the affirmation of Lieutenant General Bui Quoc Oai, Political Commissar of the Vietnam Coast Guard, in his opening speech at the Ceremony to receive the Second Class Order of Military Exploit for outstanding and extraordinary achievements in the fight against drug crimes and the 25th anniversary of the Traditional Day of the Vietnam Coast Guard (August 28, 1998 - August 28, 2023), held on August 26 in Hanoi.

Lieutenant General Bui Quoc Oai, Political Commissar of Vietnam Coast Guard, delivered the opening speech at the ceremony.

Lieutenant General Bui Quoc Oai said that 25 years ago, in order to strengthen the effectiveness of state management in protecting sovereignty, sovereign rights, national jurisdiction and maintaining security, order and safety at sea, on March 28, 1998, the Standing Committee of the National Assembly (10th Term) issued Ordinance No. 04 "Ordinance on the Vietnam Coast Guard".

On that basis, on August 28, 1998, the Minister of National Defense issued Decision No. 1069/QD-BQP on the establishment of the Coast Guard Department and assigned the Commander of the Navy to assist the Central Military Commission and the Ministry of National Defense in directly organizing, managing and operating the activities of the Coast Guard. August 28, 1998 became the Traditional Day of the Vietnam Coast Guard.

Through stages of development, the Coast Guard Department has developed into the Vietnam Coast Guard Command with more than 20 affiliated agencies and units; equipped with many modern ships, boats and maritime patrol aircraft.

"The Coast Guard officers and soldiers have a strong political stance; are loyal, dedicated, and responsible; have pure moral qualities; are fundamentally trained and tested in a practical environment; have proficient professional expertise; are committed to the force, and are ready to receive and successfully complete all assigned tasks" - the Political Commissar of the Vietnam Coast Guard emphasized.

In addition to being capable of fulfilling the task of protecting national sovereignty, sovereign rights, and jurisdiction, maintaining security, order, and safety in sea and island areas, the Coast Guard is also capable of patrolling and controlling the exclusive economic zone and continental shelf of 200 nautical miles and cooperating in search and rescue in distant sea areas over 200 nautical miles in a timely and effective manner.

According to Lieutenant General Bui Quoc Oai, the Vietnam Coast Guard has propagated and prevented thousands of foreign vessels from violating Vietnam's waters, properly implementing the policies and measures of the Party and the State. Along with that, it has investigated, verified, arrested, and handled hundreds of smuggling and trade fraud cases; coordinated to destroy many large drug trafficking and transportation rings, together with functional forces to strictly maintain discipline and law, maintain security, order, and safety at sea, contributing to maintaining a peaceful life for the people.

To date, the Vietnam Coast Guard has established bilateral and multilateral relations and hotlines with law enforcement forces in the region and around the world, actively contributing to defense foreign relations and international integration.

Speaking at the ceremony, Senior Lieutenant General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense, acknowledged and highly appreciated the efforts, achievements and feats of the Vietnam Coast Guard over the past 25 years.

Senior Lieutenant General Nguyen Tan Cuong emphasized that the Vietnam Coast Guard has done a good job of patrolling, inspecting, controlling, and enforcing the law at sea; fighting, preventing, and combating crimes and law violations; maintaining security, order, and safety at sea; searching and rescuing; participating in overcoming marine environmental incidents; performing well in military and defense diplomacy; propagating, disseminating, and educating about the law at sea...

In particular, the Coast Guard has well implemented its leading role in protecting sovereignty by legal measures, actively coordinated with other forces, promoted the combined strength in building a people's security posture, handled defense and security situations at sea, contributing to strengthening the country's defense and security.

In order for the Vietnam Coast Guard to better perform its tasks of protecting national sovereignty, sovereign rights, and jurisdiction, and maintaining security, order, and safety at sea and on Vietnam's continental shelf in the coming time, Senior Lieutenant General Nguyen Tan Cuong requested that the entire force continue to thoroughly grasp and strictly comply with the Party's guidelines and policies on military and national defense tasks.

The leaders of the Ministry of National Defense also assigned the Vietnam Coast Guard to proactively do a good job of advising the Party, State, Central Military Commission, and Ministry of National Defense on policies and measures at sea, contributing to firmly protecting the sovereignty of the sea and islands of the Fatherland.

In addition, the Coast Guard needs to continue to innovate and improve the comprehensive leadership capacity and fighting strength of Party committees and organizations at all levels; combine building a clean and strong Party organization with building a comprehensively strong unit, equal to the requirements of tasks in the new situation.

According to Senior Lieutenant General Nguyen Tan Cuong, it is necessary to build a revolutionary, disciplined, elite, and modern Coast Guard force that can meet mission requirements. In particular, it is necessary to focus on building a force that is lean, compact, and strong.

In addition to the tasks of building and consolidating forces, Senior Lieutenant General Nguyen Tan Cuong requested that the Vietnam Coast Guard must be a solid support for fishermen to go out to sea, with the spirit of selflessness for the people, not afraid of sacrifice and hardship.

The Chief of the General Staff emphasized that the Coast Guard needs to continue to comprehensively innovate, improve the quality of training, education, and combat training; strengthen training and education for officers and employees to improve their level of mastery of equipment and weapons, especially new equipment and weapons, ensure good technical expertise, proficiency in tactics, plans to protect sovereignty over seas and islands, fight against piracy, armed robbery, smuggling, trade fraud, search and rescue, and have a firm grasp of Vietnamese law and relevant international treaties...

Senior Lieutenant General Nguyen Tan Cuong awarded the Second Class Order of Military Exploit for outstanding and outstanding achievements in the fight against drug crimes to the Vietnam Coast Guard.

Along with that, the entire force needs to do a good job of disseminating and educating the law to the people and fishermen; carry out international cooperation well, regularly exchange information, and coordinate with law enforcement forces at sea and competent authorities of other countries to resolve and propose appropriate handling measures, ensuring the maintenance of sovereignty, order, security and safety at sea for national development.

At the ceremony, authorized by the Party and State leaders, Senior Lieutenant General Nguyen Tan Cuong awarded the Second Class Military Exploit Order for outstanding and extraordinary achievements in the fight against drug crimes to the Vietnam Coast Guard.

This is a noble award, demonstrating the recognition and appreciation of the Party and State for the worthy contributions of officers, soldiers, and specialized forces of the Vietnam Coast Guard to the work of preventing and combating drug crimes, contributing to maintaining political security and social order and safety.
