Standing Provincial Party Committee works with Customs Branch of Region VI

On the afternoon of March 25, the Standing Committee of the Provincial Party Committee had a working session with the Customs Branch of Region VI on the implementation of tasks when the unit operates under the new model.

Attending were leaders of the Internal Affairs Committee, the Organization Committee, the Provincial Party Committee Office; the Provincial Police, the Provincial Border Guard Command, and the Market Management Department.

From March 15, 2025, the Customs Branch of Region VI officially came into operation on the basis of basically merging the entire Cao Bang Provincial Customs Department and Lang Son Provincial Customs Department, in which, Bac Kan Customs Branch under Cao Bang Provincial Customs Department was transferred to the Customs Branch of Region V.

Implementing the direction of the Customs Department, the Customs Branch of Region VI has demonstrated determination and decisiveness in deploying and operating the new organizational structure. Currently, the Customs Branch of Region VI has 17 affiliated units, with 616 civil servants and labor contracts. The management area includes: 11 border gates in Lang Son province, 6 border gates and 3 specialized openings and customs clearance routes in Cao Bang province, stretching 565 km adjacent to Guangxi province (China). Up to now, the organization of the Branch has been stably arranged based on the principle of "looking at the job, choosing people", based on the capacity, strengths, qualifications, experience, and job requirements of each unit.

In parallel with the process of arranging and streamlining the organizational structure, the Department focuses on performing professional tasks, activating the activities of electronic customs clearance system incident handling teams, customs - business consulting teams, etc., ensuring smooth customs clearance of goods.

From the beginning of 2025 to now, the total import-export turnover of all types of goods through the area has reached over 15,400 million USD; the turnover of goods with open declarations has reached over 1,000 million USD. As of March 20, the State budget has paid nearly 2,300 billion VND; 233 violations have been detected and arrested, with an estimated value of goods of over 1.6 billion VND...

The Customs Branch of Region VI recommends: The Provincial Party Committee considers terminating the operation and transferring the Party organization of the Cao Bang Provincial Customs Department Party Committee to the Customs Department Party Committee under the Ministry of Finance Party Committee or the Lang Son Provincial People's Committee Party Committee, under the Lang Son Provincial Party Committee to carry out the merger and establishment of the Customs Branch of Region VI Party Committee.

The Provincial People's Committee shall promptly complete infrastructure and traffic at the border gate area, facilitating import-export activities, goods delivery and receipt, improving customs clearance capacity, facilitating customs inspection, supervision and management activities; regularly exchange and hold talks with the Chinese side to promote border trade, expand import-export types to attract businesses through the area; promptly restore import-export activities at Ha Lang border gate; put Ban Khoong - Nham Ung customs clearance into operation; consider allowing import-export procedures for goods through Po Peo border gate (Trung Khanh). Direct relevant departments, branches and sectors to promptly complete procedures and work to officially open the Ta Lung II Road Bridge Goods Clearance (Quang Hoa)

Concluding the working session, Secretary of the Provincial Party Committee Quan Minh Cuong acknowledged and highly appreciated the efforts and urgent spirit of the collective leadership and civil servants of the Customs Branch of Region VI who closely followed the direction of the Customs Department, local Party committees and authorities, promptly consolidated and stabilized the organizational apparatus, promptly assigned tasks; proposed specific action guidelines so that after being established according to the new model and put into operation with a spirit of determination and drasticness, it would ensure that there would be no interruption in operations.

It is recommended that the Regional Customs Branch VI continue to effectively carry out the rotation of officials between the two provinces to share and learn experiences; pay attention to training and fostering to improve professional qualifications, skills, information technology application capacity, practice civilized and professional behavior skills; understand the law and international law, etc. to ensure the ability to work in an international environment. Maintain internal inspection, examination, and public service inspection to promptly prevent and combat corruption and negativity within the organization.

Promote management experience at major border gates in Lang Son to innovate management mechanisms, improve the effectiveness of professional and technical work at border gates in the province. Share good practices and effective measures that have been successfully applied in Lang Son, especially the application of smart border gate models; policies to promote foreign economic development, especially border gate economy, to recommend and propose to provincial leaders for research and implementation.

Promote the application of information technology in the management, supervision and operation of affiliated units, apply digital technology in administrative reform of customs procedures, inspection and supervision of exported and imported goods, etc. to facilitate customs clearance, minimize time and related costs, create competitiveness, attract businesses to import and export goods through border gates in the province. Closely coordinate with functional forces in border and border gate management, strengthen supervision and prevention of criminal activities and violations across the border; especially the prevention of smuggling and drugs.

Synchronously and drastically deploy solutions to collect State budget revenue through customs activities, focusing on promoting administrative procedure reform to facilitate and speed up customs clearance of import and export goods. Strive to exceed the budget revenue target from import and export activities in the area.
