One of the limitations that has been frankly pointed out in the 2020 - 2025 term of implementing the Resolution of the 17th Provincial Party Congress is that some targets were low, leadership and direction in implementing the three breakthroughs were slow, and efficiency was not high.
How to make breakthroughs truly create breakthroughs, contributing to the successful implementation of the set targets and tasks is an issue that the province is thoroughly seeking to resolve.

Some important indicators achieved low
According to the assessment of the Standing Committee and the Standing Committee of the Provincial Party Committee, in the first half of the term (2020 - 2025) implementing the Resolution of the 17th Provincial Party Congress, the province has basically successfully implemented the goals and tasks of both focusing on preventing and controlling the COVID-19 pandemic and promoting economic and social recovery and development. However, in the period of 2021 - 2023, out of 16 socio-economic targets, there are still 4 basic targets achieved but some of them are low, including: infrastructure development; enterprise and cooperative development; labor, employment; environment and climate change response. Of which, there are 2 targets that are likely to not meet the plan, including: total budget revenue is 1,557 billion VND lower than the plan, the number of communes meeting new rural standards is 4 communes lower than the plan, and the number of district-level units completing the new rural construction program is one district lower than the plan.
“To achieve the target of average economic growth of over 7%/year, budget revenue of over 12,500 billion VND by 2025 (an average increase of 8%/year), and to achieve and exceed 21 targets set by the Provincial Party Congress Resolution, the remaining tasks in the term are extremely heavy. In particular, the leadership, direction and implementation of the three breakthroughs are sometimes slow and ineffective. Specifically, for breakthrough 1 on promoting administrative reform, although many outstanding results have been achieved, according to Director of the Department of Home Affairs Bach Van Manh, there is still a situation of late administrative procedure settlement, especially in the land sector. In 2022, the number of overdue land records in the province was 46,861 records (9 times higher than in 2021), greatly affecting the results of administrative reform in the province.
Breakthrough 2 in focusing on developing human resources, especially high-quality human resources, still has many limitations. The rate of trained workers by the end of 2022 will reach 62%, lower than the national average (65%); the rate of new enrollment at college and intermediate levels is still low, accounting for only 7.5% of the total enrollment target for the period 2020 - 2023; human resources for research, development, and application of 4.0 technologies account for a small proportion and are of low quality; socialization of vocational education is still slow...
The third breakthrough in investment and development of synchronous and modern transport infrastructure has initially achieved many important results, gradually synchronized with many key projects, contributing to creating development momentum. However, according to the assessment of the Director of the Department of Transport Do Quang Tra, the ratio of national highways, provincial roads, district roads and commune roads has not been ensured according to the appropriate pyramid model (1: 2: 4: 8), provincial and district roads have not been completely asphalted or concreted, not up to par with practical development needs...
Focus on solving difficulties
In order to achieve the target of the provincial administrative reform index by 2025 to be among the top 20 provinces in the country, Director of the Department of Home Affairs Bach Van Manh said that in the coming time, it is necessary to further promote the role and responsibility of leaders in leading, directing, and organizing the implementation of administrative reforms with the goal of "taking people and businesses as the center of service". In addition, it is necessary to strengthen the settlement of administrative procedures through online public services to ensure maximum use of digital government utilities, increase the rate of electronic payments; strengthen guidance for people to carry out digital transformation, settle administrative procedures online...
To solve the "problem" of high-quality human resources, Director of the Department of Labor, War Invalids and Social Affairs Nguyen Hoang Giang emphasized that it is necessary to further strengthen propaganda work, raise awareness of training, retraining and use of human resources, and develop human resources comprehensively, synchronously, with focus, key points, and long-term vision, ensuring harmony in structure and balance of human resources by industry, field, and region on the basis of economic structure and socio-economic development goals set forth in the Resolution of the 17th Provincial Party Congress.
