Promote project effectiveness
One of the important resources helping Lang Chanh promote socio-economic development is the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, phase I: from 2021-2025 (National Target Program 1719).
The projects and sub-projects of the National Target Program 1719 implemented in Lang Chanh are very practical and suitable to the actual conditions of each commune and village. The projects not only improve infrastructure, but also create conditions for localities to exploit the potential and strengths of each region, create more jobs and increase income for people. The program has received attention and consensus from all walks of life, so the Program Steering Committee at the district and commune levels has proactively monitored and evaluated the implementation results of each project, thereby providing timely instructions.
The most obvious effect is the implementation of Project 4: Investing in essential infrastructure, serving the production and life of ethnic minorities in Lang Chanh. In 2022, from Project 4, the district was allocated 10,848 million VND, including investment capital and career capital. From this capital source, many inter-commune traffic routes were solidified, including: The traffic route from Chieng Khat village (Dong Luong commune) to Tan Tien village (Tan Phuc commune) with a total investment of 4,800 million VND, has been fully disbursed with 100% of the plan; repairing Yen Thang 2 Primary School in Con village, Yen Thang commune ; building a new commune health station and supporting medical equipment...
In 2023, the district continued to be allocated 1,042 million VND of Project 4's public capital to maintain and repair important traffic works. These projects have been implemented and disbursed 100% of the plan. Typically: Maintenance and repair of Ban Ngay road, Lam Phu commune; Tan Binh road, Tan Phuc commune; Chieng Lan village road, Giao Thien commune.
These projects not only facilitate production and trade, but also contribute to poverty reduction, increase income and improve living conditions for people in ethnic minority and mountainous areas. Thanks to that, the poverty rate has decreased rapidly, from 30.62% (in 2021) to 18.97% (in 2023).
Popular policy
Along with infrastructure construction support, Sub-project 2 (Project 1) on housing support has become a bright spot in Lang Chanh district. With an allocated capital of 1 billion VND, the project has implemented support for building and repairing houses for 26 poor households. Of which, 24 poor households have completely rebuilt their houses; 02 households have been supported to repair their houses to improve living conditions.
Mr. Le Thi Son (in Lang Chanh town) is one of the poor households benefiting from the housing support project. Previously, Mr. Son's family lived in an old, makeshift and unsafe house. Thanks to the State's support of 40 million VND, Mr. Son had the opportunity to build a new, more solid and safer house.
"I am very touched and grateful for the attention of the Party, the State and the local government. Thanks to this support policy, my family has a solid house, no longer worried about the rain and wind. The new house has helped us stabilize our lives, feel secure in doing business to escape poverty. This is not only a material gift, but also a great source of spiritual encouragement for my family to continue to strive in the future," Mr. Son shared.
Mr. Do Van Cuong, Vice Chairman of Lang Chanh District People's Committee, said: The district sets a goal that by the end of 2025, 75% or more of village and hamlet roads will be asphalted or concreted; The poverty rate will decrease by an average of 6% or more per year.
According to Mr. Cuong, despite the positive results, the district still faces many difficulties that need to be overcome to achieve the set goals. Although the economy of Lang Chanh district has developed, there has not been a major breakthrough. The economic restructuring is still slow compared to many other districts in the province, which has affected the overall development speed and the ability to attract investment of the district.
One of the major obstacles is the slow progress of some investment projects. In particular, the socio-economic infrastructure is not yet synchronized, especially in terms of transport and irrigation infrastructure. Despite investment, many areas still lack key projects serving production and life.
Despite facing many challenges, Mr. Do Van Cuong affirmed that the Party Committee and the Lang Chanh District government are determined to overcome all difficulties. The district is focusing on directing and operating, maximizing existing resources, with a focus on resources from national target programs.
“With the determination, efforts and solidarity of the entire political system and people, Lang Chanh district will gradually overcome difficulties, effectively implement the National Target Programs, especially the National Target Program 1719, contributing to improving people's lives and comprehensively developing ethnic minority areas,” Mr. Cuong emphasized.
