On September 19, speaking with a reporter from Dan Viet newspaper, Mr. Hoang Van Thanh, Chairman of the People's Committee of Lang Chanh district (Thanh Hoa province) said: "A landslide occurred in the district, damaging Lam Phu Secondary School, Lam Phu commune and is at risk of collapsing, affecting the construction unit and students.

On September 16, the District People's Committee sent a report to relevant units about the 2-storey, 8-classroom classroom building and auxiliary works of Lam Phu Secondary School which were damaged due to a landslide on the hill behind the construction site with a large amount of rock and soil (about 6,000m3) and trees that flooded into the construction site, causing cracks in 2 concrete columns, steel bars, and classroom walls of the 2-storey, 8-room classroom building. In addition, the landslide also buried almost the entire toilet building," Mr. Hoang Van Thanh, Chairman of Lang Chanh District People's Committee (Thanh Hoa province) added.
According to the report of Lang Chanh District People's Committee, the current crack caused by the landslide on the positive slope caused the mass of soil to fall on the 2-storey classroom building with 8 classrooms and auxiliary works of Lam Phu Secondary School (Lang Chanh) under construction, causing it to tilt forward; many locations of the wall have cracks 5 to 7cm wide, some columns are bent and broken, in two classrooms the soil has flowed down and collapsed part of the wall.

In addition to the landslide affecting the construction, the amount of rock and soil above also risks causing damage to other items and constructions of Lam Phu Secondary School because the weather is in the rainy season, the possibility of causing further landslides is very high.
Currently, the working group of the Department of Construction has inspected the site, recorded the damage caused by the landslide and made a preliminary assessment of the cause.
During the working session, representatives of Lang Chanh district authorities proposed to the working delegation to report to Thanh Hoa Provincial People's Committee to issue a decision to declare a state of emergency regarding the landslide at Lam Phu Secondary School and a solution to overcome it by finding a new location to rebuild the school; at the same time, calculate a practical solution to overcome the landslide situation as well as damaged works.

The working group will report to the Thanh Hoa Provincial People's Committee to assign the Lang Chanh District People's Committee to issue a decision to declare a state of emergency, immediately issue a warning of danger, and build a fence to prevent people and livestock from entering the area. The construction unit will move assets and machinery out of the landslide area, and assign the Commune People's Committee to assign people to be on duty and guard 24/7.
"Currently, the district has directed Lam Phu Secondary School to urgently move staff, students, and assets at the principal's house to a safe place. Overcome temporary difficulties in teaching and learning at the school. Coordinate with Lam Phu Commune People's Committee to send staff to monitor the landslide situation. Absolutely ensure the safety of teachers and students. The school principal is fully responsible to the District People's Committee and the Chairman of the District People's Committee if there is any loss of life," said Lang Chanh District Chairman.

According to Mr. Hoang Van Thanh, Chairman of Lang Chanh District People's Committee, the above construction incident is extremely serious, potentially affecting the lives and safety of staff, students and surrounding people. Therefore, the district has requested relevant departments, offices and units to urgently and seriously carry out the above urgent task.
It is known that the project started on August 28, 2023. Up to now, the construction progress has reached about 80%, implemented by HD Investment and Construction Trading Company Limited in a 12-month contract with a total investment of 13.5 billion VND.
