Effectiveness of loan interest support policy

On April 12, 2019, the Provincial People's Council issued Resolution No. 01/2019/NQ-HDND on loan interest support policy for developing good agricultural practices, high-tech agriculture, and organic agriculture in the province for the period 2019-2025.

To date, the province has supported 14 projects, including 5 projects on growing melons in greenhouses using high technology; 8 projects on growing fruit trees using good agricultural practices; 1 project on raising beef cattle using good agricultural practices, in Chau Thanh, Tan Chau, Tan Bien, Go Dau districts, Tay Ninh city; total area of ​​234 hectares, support budget of 6.9 billion VND, reaching about 60% of the approved budget.

Mr. Luong Quang Mai - Head of the GlobalGAP Vegetable Production Team (Binh Long Hamlet, Thai Binh Commune, Chau Thanh District) said: "Through training courses, I was instructed on how to grow vegetables using high technology. This method helps reduce input costs and increase profits.

From there, I decided to invest in building greenhouses, applying automatic irrigation measures... into production. After more than 2 years of implementation, the model has brought positive results. Up to now, the Safe Vegetable Production Group has been recognized as a GlobalGAP Vegetable Production Group with 9 participating households."

According to the People's Committee of Chau Thanh district, in recent years, with the attention of all levels and sectors, especially preferential policies from the program of developing good agricultural practices, high-tech agriculture, organic agriculture, farmers in the district have participated in many training courses on growing vegetables according to VietGAP, implementing demonstration models on organic production; when implementing the model, farmers are supported with seeds, materials...

Mr. La Huu Nghi - Chairman of the Provincial Cooperative Union said that after Resolution 01 took effect, many cooperatives benefited from this policy, mainly cooperatives specializing in rice and vegetable production.

Cooperatives have widely deployed to members to expand production in the direction of good agricultural practices; many cooperatives have been granted certificates of good agricultural practices, and cooperative products are brought to supermarkets and sold at higher prices.

Through policies, cooperatives have changed their production practices and paid more attention to developing safe and clean agriculture, contributing to improving production efficiency and protecting the environment. Newly established cooperatives have conditions for production in the direction of clean agriculture, which tends to increase and operate effectively.

In the coming time, the Provincial Cooperative Union will continue to maintain and increase the loan support limit for medium and large-scale agricultural cooperatives and cooperatives investing in high-tech agricultural projects in the province.

Mr. Nguyen Dinh Xuan - Director of the Department of Agriculture and Environment said that this Resolution supports loans to help businesses and farmers boldly invest in high-tech agriculture. The application of VietGAP standards and good production practices helps improve the quality of agricultural products, increase productivity and minimize risks caused by natural disasters and epidemics; expand production areas, contributing to increasing the value of agricultural products.

However, high loan conditions, requiring a minimum investment of VND 1 billion, make it difficult for small-scale producers to access this policy; the disbursement rate is lower than planned, as many farmers are not eligible to access capital.

Apply good agricultural practices

Resolution No. 18/2021/NQ-HDND, dated December 9, 2021 of the Provincial People's Council on policies to support and apply good agricultural practices in agriculture and aquaculture in the province, period 2022-2025, has supported VietGAP certification for 59 establishments, with an area of ​​333 hectares, with a total support fund of more than 1.9 billion VND on crops, livestock, and aquaculture.

According to the People's Committee of Go Dau district, in 2025, the district will organize agricultural production to ensure quality and safety, continue to transform the structure of crops and livestock; effectively implement the project "One commune, one product" to build and develop products and brands of specialty agricultural products suitable to the advantages and needs of the market.

Localities develop concentrated, large-scale agricultural production areas, organize production according to value chains for key products; strengthen guidance and grant certificates of growing area codes; encourage organic agriculture; enhance the application of science and technology, and develop high-tech agriculture.

According to the Department of Agriculture and Environment, the unit organized the inspection and disbursement of support money for 4/6 projects to 4 individuals whose interest rate support level was approved by the Provincial People's Committee according to regulations, with an estimated cost of 600 million VND (there are 2 projects that no longer need loans to benefit from project support).

In addition, the unit submitted to the Provincial People's Committee for approval a plan to support the linkage of growing melons using high-tech agriculture of the Phuc Loi Agricultural Service and Trade Cooperative. Accordingly, the total support cost of more than 1.2 billion VND includes: support for consulting costs to build linkages; costs of seeds, fertilizers, pesticides; costs of packaging, product labels; costs of VietGAP certification assessment.

Mr. Nguyen Dinh Xuan said that the scale of implementation of this policy is still small, the number of farming households accessing VietGAP certification is not much. Some enterprises, cooperatives and small farming households have not been able to access the support policy due to insufficient conditions or lack of information.

Therefore, the Director of the Department of Agriculture and Environment requested all levels and sectors to increase support to expand the production area meeting VietGAP standards; propagate and guide people and businesses to clearly understand the benefits of VietGAP and how to participate; ensure stable output so that people can confidently apply safe production models.
