The Prime Minister requested contractors to continue to conquer and set new records; implement on schedule, ensure quality, not exceed budget, and not allow negativity and corruption to occur when building Gia Binh Airport.
On the morning of December 10, in Gia Binh district, Bac Ninh province, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Gia Binh Airport construction project - an airport serving the command, direction, training flights and combat readiness tasks of the Vietnam People's Public Security Air Force.
Attending the event were: Politburo member, Minister of Public Security, General Luong Tam Quang; Minister of Planning and Investment Nguyen Chi Dung; Minister of Finance Nguyen Van Thang; leaders of ministries, central agencies and Bac Ninh province.
Gia Binh Airport is a model of a national defense security airport, a specialized airport, equivalent to level 4E. Along with serving the training and combat readiness missions of the People's Public Security Air Force, Gia Binh Airport is oriented to ensure the operation of special flights serving Party and State leaders, international politicians on large fixed-wing aircraft; transporting goods and passengers when required and qualified.
Previously, the Prime Minister signed Decision No. 98/QD-TTg, dated September 17, 2024, approving the investment policy of the Gia Binh Airport Construction Project. Phase 1 will build a specialized airport with a 1,500m runway and a land use scale of about 125 hectares in Xuan Lai commune and Gia Binh town.
Upon completion, Gia Binh Airport will be a level 3 helicopter airport, a level 3 military airport, and a civil airport equivalent to level 3C according to ICAO standards. The total investment of the project is 4,431 billion VND, expected to be completed on the occasion of the 14th National Party Congress.
Speaking at the event, Prime Minister Pham Minh Chinh said that Vietnam is currently focusing on implementing three strategic breakthroughs, including a breakthrough in transport infrastructure, including aviation; focusing on investing in building an airport system in the three regions of the North, Central and South, including investing in building dual-use airports, both developing the aviation economy, exploiting space for national development, and serving to ensure national defense and security.
The Prime Minister emphasized that the Party and State of Vietnam have always paid the highest attention to the People's Public Security Force over the years; especially recently, they have paid attention to building a People's Public Security Force that is truly clean, strong, disciplined, elite, and modern, meeting the requirements and tasks in the new situation. Along with building an elite, modern workforce, there must be elite, modern facilities, means, and techniques; synchronously and fully modernizing the People's Public Security Forces, including the People's Public Security Air Force.
According to the Prime Minister, the mobile police is one of the six forces of the People's Public Security that is prioritized to move straight to modernity. The establishment of the People's Public Security Air Force and the Gia Binh Airport construction project are very important milestones to realize the strategic goals set forth in Resolution 12-NQ/TW of the Politburo.
With the attention of General To Lam since he was the Minister of Public Security and in his current position as General Secretary of the Party Central Committee, the agencies have urgently submitted to competent authorities and carried out procedures according to regulations to implement the project.
Emphasizing that Gia Binh Airport is a national key project, playing a particularly important role in the system of national defense and security projects, the Prime Minister commended the Ministry of Public Security, agencies, ministries, branches, the Party Committee, government, army and people of Bac Ninh province for proactively and actively coordinating to remove many obstacles and difficulties, especially procedures related to land, investment, capital... to promptly start construction; especially thanked the people for giving up land for the project.
Considering that the results achieved to organize the groundbreaking ceremony of the project are just the beginning, the task ahead is still very heavy; to complete and put the project into operation on schedule, ensuring safety and quality, the Prime Minister requested to quickly deploy the construction of the airport phase 1, the Ministry of Public Security prepare procedures and conditions to deploy phase 2, with the spirit of 3 best: fastest construction, best quality and cheapest price, completing the project within 18 months, ensuring safety, preventing negativity and waste.
Prime Minister Pham Minh Chinh requested Bac Ninh province to closely coordinate with the Ministry of Public Security to implement phase 1 and prepare for phase 2 of the project; at the same time, research and implement investment in the construction of a route from Gia Binh Airport to the center of Hanoi, with the 3 most requirements: shortest, most modern, most beautiful, with a cross-section width of 80-100m.
The Prime Minister assigned the Ministry of Transport and the Ministry of National Defense to coordinate with the Ministry of Public Security, Bac Ninh province and relevant ministries and branches to implement phase 1 and prepare for phase 2 of the project; at the same time, deploy the construction of dual-use facilities and develop the airport ecosystem.
The Head of Government requested contractors, with their previous experience in airport construction, to continue to conquer and set new records; implement on schedule, ensure quality, avoid capital overruns, prevent negativity and corruption, ensure labor safety, hygiene and environment; strive to complete the project before December 31, 2025.
The authorities of Xuan Mai, Gia Binh town, Gia Binh district and Bac Ninh province continue to take care of and stabilize the situation, ensure people's lives and production, and ensure places for students to study, with the requirement that people's new places of residence and study are better than their old places of residence and study.
The Prime Minister requested ministries, branches and localities to coordinate closely; if any problems arise during the implementation process, they must promptly coordinate to resolve them; if any mechanisms, policies or conditions are needed, they must report to the Prime Minister and competent authorities for consideration and resolution./.
