According to the Ministry of Health, the Covid-19 pandemic recorded its first cases in late December 2019 in Wuhan, China; then the epidemic quickly spread and broke out in many countries and territories around the world.

On January 30, 2020, the World Health Organization (WHO) declared Covid-19 a public health emergency of international concern (PHEIC) and assessed it as a global pandemic on March 11, 2020.

On May 5, 2023, after more than 3 years of the pandemic, WHO confirmed that Covid-19 is no longer a public health emergency of international concern; at this time, the world recorded more than 696 million cases in 231 countries and territories, including more than 6.9 million deaths.

In our country, with the participation of the entire political system, the entire Party, the entire army and the entire people, appropriate anti-epidemic solutions have been resolutely, synchronously and promptly deployed; the epidemic has been gradually prevented, repelled and effectively controlled; making an important contribution and creating conditions for socio-economic recovery and development in all fields; being recognized and highly appreciated by the people and the international community.

The work of epidemic prevention and control has received special attention and close leadership and direction from the Party and State leaders; the drastic and timely participation of the entire political system, all levels and sectors from the central to local levels; the sense of responsibility and tireless efforts of the frontline forces; the support and assistance of the social community and international friends; especially the trust, solidarity and active participation of the people.

Right from the beginning of 2020, General Secretary and President Nguyen Phu Trong issued an appeal to compatriots, comrades, soldiers nationwide and overseas Vietnamese to unite to fight the Covid-19 pandemic; then the Politburo made conclusions; the Standing Secretariat issued an Official Dispatch requesting Party committees, Party organizations, authorities, and the Fatherland Front to resolutely and effectively implement the policies of the Party and State and the direction and administration of the Government and Prime Minister in preventing the Covid-19 pandemic.

In 2021, when the fourth wave of the pandemic broke out, the Central Executive Committee, the Politburo, the Secretariat, and the Standing Secretariat continued to issue Conclusions, Notices, Telegrams, and Official Dispatches; the General Secretary issued a second Appeal; Key leaders regularly discussed, agreed on leadership, direction, and proposed major orientations, mottos, guidelines, and strategies in pandemic prevention and control.

With the participation of the entire political system, the entire Party, the entire army and the entire people, drastic, synchronous and timely implementation of appropriate solutions to fight the Covid-19 pandemic; the epidemic has been gradually prevented, repelled and effectively controlled; making an important contribution and creating conditions for socio-economic recovery and development in all fields; being recognized and highly appreciated by the people and the international community.

In particular, the second appeal of General Secretary Nguyen Phu Trong is of utmost importance, calling for the strength of great national unity, spreading widely throughout the entire Party, people and army, creating a combined strength for the whole country to join hands and unite to overcome and defeat the pandemic.

Accompanying the Government, the National Assembly has proactively and promptly issued strong and drastic decisions in the work of preventing and fighting the Covid-19 pandemic. The National Assembly. The National Assembly Standing Committee has issued many Resolutions; in particular, Resolution No. 30/2021/QH15, an unprecedented legislative initiative, has created a solid legal basis for the Government to decide on a number of special, specific and exceptional mechanisms to promptly apply appropriate measures to meet urgent requirements in the practice of epidemic prevention and control.

In 2023, the National Assembly issued Resolution No. 80/2023/QH15 to continue implementing a number of policies in the prevention and control of the Covid-19 epidemic, and then Resolution No. 99/2023/QH15 emphasizing the completion and good implementation of policies and laws on grassroots health and preventive medicine to ensure timely and effective response when similar epidemics occur in the future.

The Covid-19 pandemic is a global pandemic, unprecedented in history, with complex and unpredictable developments. Faced with the urgent need to protect people's lives and health, ensure social security, and develop the economy and society, with timely and appropriate decisions, appropriate to the developments of each stage of the epidemic, in a short time we have slowed down the spread, prevented outbreaks and gradually pushed back the epidemic.

Currently, the epidemic has been controlled nationwide; people of all walks of life trust and agree with the Party and State's policies and guidelines in epidemic prevention and control.

The results achieved in the prevention and control of the Covid-19 pandemic have significantly contributed to and facilitated the recovery and improvement of the socio-economy in most areas. The macro-economy is stable, inflation is under control, major balances are ensured, growth is at a high level; GDP growth in 2022 is 8.02% (the highest in 12 years), in the third quarter of 2023 it is 5.33% and in the first 9 months of 2023 it is 4.24%...

The victory of the Covid-19 pandemic is the victory of the people, under the timely leadership of the Communist Party of Vietnam, the Central Executive Committee, the Politburo, directly led by the General Secretary; the strong direction of the Government, the Prime Minister, the National Steering Committee; the companionship of the President, the National Assembly, the coordination of the Vietnam Fatherland Front; the drastic, synchronous and unified participation of authorities at all levels; especially the support, trust and active participation of all classes of people, the business community and the help and support of international friends...

In his opening remarks at the conference, Prime Minister Pham Minh Chinh emotionally recalled the difficult and arduous moments in the fight against the Covid-19 pandemic over the past three years. The Prime Minister stated that we need to review, evaluate, and conclude the tasks of the Steering Committee, as we have shifted the pandemic prevention status from group A to group B.

The Prime Minister emphasized that in the past 3 years of epidemic prevention and control, we cannot forget some important milestones: December 2019, the world recorded the first Covid-19 case (in Wuhan city, Hubei, China); January 23, 2020, Vietnam recorded the first Covid-19 case; January 30, 2020, WHO declared Covid-19 a public health emergency of international concern (PHEIC).

On March 30, 2020, General Secretary Nguyen Phu Trong called on the whole country to unite to fight the epidemic. On March 31, 2020, facing a dangerous and unprecedented pandemic, with limited information and no specific vaccine or treatment; to protect the health and lives of the people, the Prime Minister issued Directive No. 16, implementing social isolation for 15 days.

On April 27, 2021, after more than 1 year of fighting the epidemic, we faced the 4th wave of the epidemic, mainly the highly virulent Delta variant, spreading rapidly, penetrating deep into the community in 62/63 provinces and cities, causing very serious consequences, especially in Ho Chi Minh City.

On October 11, 2021, with a fairly high vaccine coverage rate, a lot of experience, and a suitable epidemic prevention and control formula, the Government issued Resolution No. 128/NQ-CP, marking a strategic shift towards safe and flexible adaptation and effective control of the Covid-19 epidemic. On October 20, 2023, Covid-19 was officially reclassified from group A infectious disease to group B in Vietnam.

According to the Prime Minister, at that time, we changed direction promptly, came up with a relatively complete formula for epidemic prevention and control and appropriate measures; and introduced a vaccine strategy with three important components: a vaccine fund for epidemic prevention and control; vaccine diplomacy; and the largest national vaccination campaign ever.

The Prime Minister emphasized a number of lessons learned in epidemic prevention and control, namely the close leadership and direction of the Politburo, the participation of the entire political system, organizations, business community, people, and the help and solidarity of international friends.

In terms of mechanisms and policies, we have also overcome them thanks to Resolution 30 of the National Assembly, removing legal difficulties to allow the Government to carry out unprecedented actions in epidemic prevention and control. We cannot fail to mention the efforts of leaders at all levels of Party committees, local authorities, and grassroots...

Through difficulties, we still promote the spirit of solidarity, great solidarity, unity from top to bottom, "going after and coming before" in preventing and fighting the epidemic, boldly opening up, bringing peace to the people, and bringing development to the country.

The Prime Minister affirmed that the Covid-19 pandemic has passed, but we must summarize and draw valuable lessons to serve in responding to future epidemics.
