Attending the meeting were comrade Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister; members of the Party Central Committee: Minister, Head of the Government Office Tran Van Son, Minister of Transport Nguyen Van Thang, Secretary of the Dien Bien Provincial Party Committee Tran Quoc Cuong, Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense; leaders of ministries, branches, central agencies, Dien Bien province and Vietnam Electricity Group.
At the meeting, the leaders of Dien Bien province and ministries and branches reported on the implementation situation and tasks and solutions in the coming time to continue implementing the direction of the Secretariat in Official Dispatch No. 8567-CV/VPTW dated November 29, 2023 of the Central Party Office on the policy of implementing the Project to celebrate the 70th anniversary of Dien Bien Phu Victory; the conclusion of Prime Minister Pham Minh Chinh at the working session with the leaders of Dien Bien province according to Notice No. 160/TB-VPCP dated April 28, 2023 of the Government Office, including many contents related to the Project to preserve and promote the value of the special national relic of Dien Bien Phu battlefield until 2030; as well as the preparation and implementation of a number of socio-economic development programs and projects in the province.

In his concluding remarks, Prime Minister Pham Minh Chinh assessed that Dien Bien province and relevant ministries, sectors and agencies have proactively and comprehensively deployed preparations for the organization of the 70th anniversary of the Dien Bien Phu victory; as well as implementing the Project to preserve and promote the value of the special national relic of the Dien Bien Phu battlefield until 2030.
There is not much time left until the celebration, the Prime Minister requested Deputy Prime Minister Le Minh Khai to directly direct, Dien Bien province needs to be proactive and closely coordinate with ministries and agencies to focus on implementing a number of key tasks.
Accordingly, continue to closely follow and strictly implement the direction of the Secretariat and the Prime Minister in Notice No. 160/TB-VPCP, the content of the Overall Project of activities to celebrate the 70th anniversary of Dien Bien Phu Victory, develop a plan, and organize well the activities to celebrate the 70th anniversary of Dien Bien Phu Victory to ensure compliance with regulations, security, safety, economy and efficiency.

Dien Bien province continues to make efforts, ministries, branches and localities continue to join hands to help, coordinate and support Dien Bien province to synchronously and comprehensively implement specific programs and projects according to the overall project and related work.
The Prime Minister suggested that Dien Bien province launch and implement a patriotic emulation movement to celebrate the 70th anniversary of the Dien Bien Phu victory "famous in five continents, shaking the world"; strengthen communication activities, regularly hold press conferences to provide information to press agencies, strengthen traditional education for the people, especially the young generation; organize well activities to meet and pay tribute to Dien Bien soldiers and laborers, organize memoirs, collect documents, artifacts, and stories about the Dien Bien Phu victory; refer to the experience of other countries in preserving, embellishing and promoting the value of the special national relic of the Dien Bien Phu battlefield, so that every Dien Bien citizen can be proud of their homeland and the heroic historical tradition of the country, arouse and promote the spirit of self-reliance, self-improvement, create new momentum, new motivation, and new victories. At the same time, promote propaganda activities on culture, sports, tourism and other activities to promote the cultural heritage of ethnic groups in Dien Bien province, especially traditional festivals and New Year, scenic spots, relics, typical tourist attractions, etc.

The Prime Minister suggested that, in addition to the projects and commemorative works invested by the Central Government, Dien Bien province should select and implement a number of other meaningful projects and commemorative works. On this occasion, the Prime Minister commended Dien Bien province for its efforts in site clearance, working with agencies to complete the Dien Bien airport expansion project by the end of 2023 and complete the project to build 5,000 solidarity houses in a difficult budget situation, with the Dien Bien Phu spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible".
The Prime Minister suggested that the province launch a movement for each person, each household, each agency to plant Bauhinia flowers, making Dien Bien a province of Bauhinia flowers, thereby creating a prominent mark, along with exploiting and promoting the infrastructure works of airports and highways that have been and are being invested in, attracting tourists, promoting tourism development in particular and socio-economic development in general.
The Prime Minister issued a Decision dated December 21, 2023 to supplement more than 312 billion VND for Dien Bien province to implement the Commemorative Project. The Prime Minister assigned Dien Bien province to urgently allocate for implementation according to regulations; at the same time, coordinate with relevant agencies to continue reviewing, balancing, and mobilizing various legal capital sources, including proposing to competent authorities to decide and supplement the budget to support the province to implement the work on the basis of specific projects.

The Prime Minister also gave opinions and assigned specific tasks to ministries, branches and units to resolve proposals and recommendations of Dien Bien province in building and implementing projects, performing assigned tasks such as the project to preserve and embellish the center of the Dien Bien Phu stronghold complex combined with renovating the green tree system at the relic site; the project to supply rural electricity from the national grid to households in extremely disadvantaged communes, with important positions in terms of national defense and security; investing in completing infrastructure, attracting investment, developing border gate economy, border trade; constructing the Son La-Dien Bien-Tay Trang border gate expressway, phase 1; upgrading the main route of the traffic route project connecting key economic areas in the dynamic economic region along National Highway 279 and National Highway 12; supplementing the planning and establishing Dien Bien University...
