The Prime Minister called on and requested ministries, branches, localities, people, businesses and relevant entities to join hands and join forces to overcome difficulties and challenges, promoting the safe, healthy and sustainable development of the real estate market.

| Real estate market still faces many difficulties |
Deputy Prime Minister Tran Hong Ha has signed and issued Official Dispatch 469/CD-TTg on removing obstacles and promoting the safe, healthy and sustainable development of the real estate market. Recently, the Prime Minister and the Government have continuously issued instructions on the development of the real estate market.
Notably, the Prime Minister requested the Ministry of Construction to preside over and coordinate with the Ministry of Public Security and relevant ministries, branches and agencies to review difficulties and problems related to fire prevention and fighting in construction works to propose solutions before June 30.
Regarding difficulties and problems in land allocation for social housing development, the Ministry of Construction guides localities to resolve them appropriately according to legal regulations.
The Prime Minister assigned the State Bank of Vietnam to continue urging and directing credit institutions to reduce costs to reduce the interest rates on deposits and loans; create favorable conditions for real estate project investors and home buyers to access credit sources. Preside and coordinate with the Ministry of Construction and relevant ministries and branches to implement the VND 120,000 billion credit program for social housing.
The Prime Minister requested the Ministry of Planning and Investment to take the lead in guiding localities to remove difficulties and obstacles for real estate projects implemented under the BT contract form before the PPP Law abolishes the BT contract form, before May 30.
The Ministry of Finance shall promptly take effective solutions to promote the development of a healthy and sustainable stock market; promptly complete the report on the situation of the corporate bond market in 2023, promptly propose practical, feasible and effective solutions to thoroughly handle current problems and limitations, and submit them to the Government before May 30.
The Prime Minister also assigned the Ministry of Public Security to carry out tasks assigned by the Prime Minister and the Prime Minister's Working Group on reviewing, guiding and removing difficulties and obstacles in the implementation of real estate projects of localities and enterprises when requested. Timely detect and strictly handle violations of the law in investment, construction and real estate business activities, especially acts of providing inaccurate information, causing negative impacts on the activities of the financial, credit, bond and real estate markets, and the overall development of the economy.
The Government Inspectorate urgently completes the review file, resolves and removes difficulties and obstacles related to projects and land in the inspection, examination and judgment conclusions in a number of provinces and cities and submits them to the Government Party Committee for consideration and the Politburo for comments.
The Prime Minister also requested the People's Committees of provinces and cities to resolutely overcome the situation of avoiding, pushing work, being hesitant, afraid of making mistakes, afraid of responsibility, not daring to advise, propose handling work, shortening the handling time and improving the effectiveness and efficiency of direction and administration. Strictly handle organizations and individuals who avoid, push work, shirk tasks, lack responsibility, causing delays or not deciding on issues and work under their authority. Rotate and handle cadres who are afraid of making mistakes and afraid of responsibility in performing public duties. Timely commend and reward collectives and individuals who perform well their assigned duties and tasks, protect cadres who dare to think and dare to act for the common good.
Localities review and count the number of real estate projects being implemented in the area; classify projects facing difficulties and obstacles; proactively work directly with each enterprise and each project facing difficulties or slow implementation to clearly identify the causes and promptly resolve difficulties and obstacles within their authority.
