Ms. Tong Thi Hanh said that at the regular Government meeting, the Ministry of Finance proposed that the Government assign the Ministry of Construction to study the establishment of a national housing fund in accordance with the direction of General Secretary To Lam. However, up to now, the Government has not officially assigned the task to the Ministry of Construction.
“With responsibility to the Government, immediately after the conclusion of the General Secretary , the Ministry of Construction assigned specialized units to urgently study international experience, review current regulations, propose solutions to study the establishment of a national housing fund, and develop low-cost housing in large urban areas,” said Ms. Tong Thi Hanh. At the same time, she added that the Ministry of Construction proactively studied the planning, plans, and housing development programs so that when there is official direction from the Government and competent authorities, assigning responsibility to the Ministry of Construction, the Ministry will promptly develop a project, ensuring that it is submitted to the Government in accordance with regulations.
Regarding the results of social housing development, Director of the Department of Housing and Real Estate Market Management Tong Thi Hanh said that by February 21, 2025, the Ministry had reported to the Government on the Project to build 1 million social housing units. On the afternoon of March 6, the Prime Minister will chair a national online conference on removing difficulties and obstacles to promote social housing development.
Regarding the inclusion of social development targets in the socio-economic development targets of localities, Directive 34 of the Prime Minister has set out key tasks and solutions.
Regarding the planning for the implementation of the Project of 1 million social housing units, the Prime Minister assigned the task to local leaders to identify this as a political task. At the same time, he requested the Chairmen of the People's Committees of provinces and cities to develop specific plans for the implementation of social housing projects for each year and each stage from now until 2030 to ensure local needs. According to a preliminary summary, up to now, 30 localities have issued plans to implement the Project.
Regarding land allocation and social housing development planning, according to the summary reports of localities, from 2021 to present, nationwide, 655 social housing projects have been implemented with a scale of 593,428 apartments, of which 103 projects have been completed with a scale of 66,755 apartments; 137 projects have started construction with a scale of 114,618 apartments; 415 projects have been approved for investment policy with a scale of 412,055 apartments.
In 2024 alone, the whole country will have 28 projects with a scale of 20,284 completed apartments (an increase of about 46% compared to 2023, equivalent to about 6,420 apartments); 23 projects with a scale of 25,399 apartments have been licensed and started construction (an increase of about 13% compared to 2023, equivalent to about 3,000 apartments); the number of projects approved for investment policy is 113 projects, equivalent to 142,450 apartments (an increase of about 101% compared to 2023).
Regarding the credit source of 120,000 billion VND for social housing development, up to now, 37/63 localities have sent documents or announced a list of 90 projects participating in the program with a total disbursement amount of 2,845 billion VND, including 2,580 billion VND for investors in 20 projects and 265 billion VND for home buyers in 15 projects.
