On May 26, Prime Minister Pham Minh Chinh sent a letter praising the brave action of rescuing people trapped in a fire on Trung Kinh Street (Cau Giay District, Hanoi). In the letter, the head of the Government assessed the recent fire as an especially serious, heartbreaking and extremely regrettable incident. "I was very moved to learn that Pham Quoc Luat, Nguyen Kim Long, Hoang Anh Tuan, and Dong Van Tuan were brave, not afraid of difficulties and dangers, using ladders to climb to high floors and using sledgehammers to break down walls to promptly rescue the victims of the fire," according to the Prime Minister.
On behalf of the Government, the Prime Minister acknowledged, highly appreciated and commended the ingenuity and bravery of the four citizens. He assessed this as a shining example of the bravery, chivalry and love of the Vietnamese people; demonstrating the noble gesture and humane tradition of the nation, as the folk song says "Even building nine levels of a stupa is not as good as saving one person". At the same time, the head of the Government also requested the Ministry of Public Security, the Hanoi People's Committee and relevant agencies to have appropriate and worthy regimes, policies and forms of commendation and rewards for the citizens who had made outstanding achievements in saving people in the above fire. Prime Minister Pham Minh Chinh called on each citizen to actively enhance their initiative in ensuring fire prevention, fighting and rescue safety, calmly handle and help each other when incidents occur. The Ministry of Public Security is assigned to coordinate with ministries, branches and localities to strictly implement regulations on fire and explosion prevention and control, focusing on building and replicating voluntary models. At the same time, this agency also needs to have a policy of rewarding and encouraging people to participate, minimizing fire and explosion incidents; building a safe and healthy society.
