On the afternoon of June 24 in Dalian city, Liaoning province, China, Prime Minister Pham Minh Chinh made the above proposal during a meeting with Chinese Prime Minister Li Qiang on the occasion of attending the Dalian WEF Conference and working in China.
Proposal to promote standard gauge railway
Reviewing the achievements of cooperation in recent times, the two Prime Ministers agreed that the relationship between the two Parties and the two countries has made historic progress, with many achievements and outstanding highlights. Prime Minister Pham Minh Chinh affirmed that Vietnam considers developing relations with China an objective requirement, a strategic choice and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification of international relations.
Prime Minister Li Qiang stressed that China always considers Vietnam a priority in its overall neighborly diplomacy; supports Vietnam in successfully carrying out the cause of industrialization and modernization of the country and enhancing its international role.
Accordingly, the two sides agreed to promote the effective implementation of the Vietnam-China Joint Statement, deepen and effectively carry out the elevation of the comprehensive strategic cooperative partnership, build the Vietnam-China Community of Shared Future, and promote exchanges and cooperation.
Prime Minister Pham Minh Chinh stressed that the two sides need to constantly innovate their thinking, create creative measures, and be determined to effectively implement common perceptions and high-level agreements; and promote strategic connectivity.
He suggested that the two sides speed up the connection of transport infrastructure, especially research and promote the construction of standard gauge railways Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi and Mong Cai - Ha Long - Hai Phong at the appropriate time.
The Head of Government expressed his hope that China would soon sign the protocol and complete the procedures to open the market for Vietnam's frozen durian and fresh coconut, and speed up the process of opening the market for other agricultural and aquatic products, citrus fruits, avocados, custard apples, guavas, passion fruits, livestock and poultry.

China also facilitated the early establishment of Vietnam trade promotion offices in Chengdu (Sichuan), Haikou (Hainan), and Nanjing (Jiangsu); discussed measures to improve customs clearance efficiency, upgrade border gate infrastructure, build smart border gates, and thoroughly resolve obstacles in projects...
At the same time, the Prime Minister suggested strengthening cooperation in agriculture, finance and banking, science and technology, education, culture and tourism. The focus is on cooperation in digital transformation, green growth, high-tech agriculture; officially operating the Ban Gioc waterfall landscape area (Vietnam) - Detian (China); and implementing 1,000 scholarships for Vietnamese Chinese teachers.
Open the market for high quality goods and fruits
Agreeing with and appreciating the proposals of Prime Minister Pham Minh Chinh, Prime Minister Li Qiang affirmed his readiness to deepen substantive cooperation with Vietnam. Specifically, China will further open its market to Vietnamese goods, especially high-quality agricultural, aquatic and fruit products.
Coordinate to facilitate quarantine and customs clearance of goods, and be ready to coordinate to promote the resolution of institutional and policy problems so that the trade relations between the two countries continue to grow sustainably and achieve new results.
Prime Minister Li Qiang suggested that the two sides strengthen strategic connectivity, especially in infrastructure and transportation; promote trade and investment, especially in production, manufacturing, and agriculture; cooperate in maintaining supply chains and production chains; provide vocational training; and expand financial and monetary cooperation.
Regarding maritime issues, the two Prime Ministers agreed to affirm the importance of properly controlling disagreements, maintaining peace and stability in the East Sea, and coordinating and cooperating at regional and international forums on issues of mutual concern.
Prime Minister Pham Minh Chinh affirmed the consistent policy of upholding the "One China" policy, supporting China to promote its increasingly important and active role in the region and the world; and suggested that the two sides strengthen coordination and cooperation at regional and international forums, especially within the framework of the WTO, APEC, ASEM, and ASEAN.
