The Government Office has just issued Notice 70/TB-VPCP dated February 28, 2024, concluding Prime Minister Pham Minh Chinh's inspection and working trip on the implementation of key transport works and projects. The Prime Minister requested to continue to uphold the spirit of patriotism and responsibility to make more efforts and determination, work in the spirit of "overcoming the sun and rain," "eating quickly and sleeping urgently," "working in 3 shifts and 4 shifts," "through holidays and Tet," working both Saturday and Sunday to speed up the construction progress of the project, striving to complete ahead of schedule for each item of the project and the entire project. Thoroughly grasp the spirit of "ideology must be clear, determination must be high, efforts must be great, actions must be drastic and effective." In all cases of difficulties, problems, and obstacles, investors, contractors, and forces participating in the project need to be united, work together, "only discuss, not retreat," have the highest determination, be proactive and creative, dare to think and dare to do to overcome all challenges, and bring the project to the finish line on schedule. Study and learn from experience in not dividing the bid packages, creating favorable conditions for management and implementation. Strengthen management, inspection, supervision, and improve the quality of the project, absolutely not allowing negativity, corruption, and waste. Ensure environmental sanitation. Focus on creating environmental landscapes and common spaces for completed projects, demonstrating the imprints and cultural values of the nation, and the unique identities of each region and locality.
Before April 30, 2025, complete the T3 Passenger Terminal Project of Tan Son Nhat International Airport
Regarding the T3 Passenger Terminal Project of Tan Son Nhat International Airport, ACV has made many efforts to implement the project to meet the required schedule. However, the need to put the project into operation early is very urgent to reduce the load on Terminal T1. Therefore, it is necessary to strive to shorten the progress, complete and put the project into operation before April 30, 2025, to celebrate the 50th anniversary of the complete liberation of the South and national reunification (April 30, 1975). To ensure the progress, quality, technical aesthetics of the project, and effective exploitation of the project, the Prime Minister requested ACV to urgently review and study the connection plan between the 3 terminals at Tan Son Nhat Airport to ensure convenience, quick traffic flow, and no local congestion. Direct contractors and related units to focus on rebuilding detailed progress, building overall progress with a "critical" path according to the new target of the Project completion time. Launch an emulation movement until April 30, 2025, the anniversary of the complete liberation of the South and national reunification, including appropriate forms of encouragement, rewards and training for agencies, units, cadres, engineers, workers and laborers. Always focus on ensuring labor safety throughout the construction site, at all times, absolutely not allowing labor safety incidents to occur. Planning and constructing civilized, modern, unique, green, clean and beautiful service areas; Carrying out the selection of units to exploit services at the terminal in accordance with regulations, ensuring fairness, publicity and transparency. The Ministry of National Defense studies the plan to relocate the command center of the 370th Air Division to transfer the space to civil aviation to facilitate traffic, landscape of the T3 terminal area and effectively exploit Tan Son Nhat International Airport; at the same time, develop operational solutions to meet the task of ensuring security and national defense, reporting to the Prime Minister in April 2024...
Long Thanh International Airport Project Phase 1: 2024 is the year of acceleration, 2025 is the year of breakthrough to focus on completion and handover in the first 6 months of 2026
Regarding the Long Thanh International Airport Project Phase 1, this is an important national project, approved by the National Assembly in 2017, the Prime Minister approved the investment project in 2020, but the implementation process in the first phase was very slow due to many reasons, including subjective reasons of the investor. Thanks to the drastic direction of the Government, the Prime Minister, the active participation, support and attention of all levels and sectors from central to local levels, especially the Ministry of Transport, the State Capital Management Committee, and at the same time with the sense of responsibility, proactively overcoming the limitations of ACV, up to now there have been many very positive changes, after 2 years, a large amount of work has been implemented, in particular, an international contractor has been selected for the largest and most important package of the project (passenger terminal package 5.10); many tasks have been implemented and achieved positive results. In the coming time, the Prime Minister requested ministries, branches, localities, the State Capital Management Committee at Enterprises and ACV to focus on implementing the tasks. Regarding progress, thoroughly inform relevant units (contractors, consultants, supervisors, etc.), each officer, engineer, worker, and employee to clearly identify 2024 as the year of acceleration, 2025 as the year of breakthrough so that the first 6 months of 2026 focus on completion, handover and operation. Ministries and branches urgently deploy component projects, ensuring synchronous completion with the main items of the Project when put into operation. Strive and try to shorten the completion schedule, carry out urgent construction, and save construction time. Investors urgently rebuild the overall schedule, detailed schedule of new completion milestones of items and component projects as a basis for implementation, inspection and monitoring. Regarding quality, relevant agencies must regularly inspect, strengthen inspection, supervision, and ensure the quality of works according to regulations. Regarding aesthetics and environmental sanitation: must ensure requirements on aesthetics and environmental sanitation; the works must bear architectural marks, and arrange green landscape trees suitable to the natural conditions of the area to contribute to enhancing the beauty of the works; strengthen the management of labor safety at construction sites, especially when many construction items are deployed at the same time; continue to launch the movement of 1 million safe working hours at construction sites. Dong Nai Provincial People's Committee urgently studies the planning to develop Long Thanh city as an airport city; Review subjects that need to change jobs, arrange labor, prioritize vocational training, recruitment, job creation, and livelihoods to resolve the regime for resettled people according to regulations. Direct relevant units to urgently appraise the dossiers of the headquarters of state management agencies under Component Project 1 as a basis for implementation to meet the general progress of the Project. Complete site clearance work, promptly hand over to investors. The Ministry of Transport shall preside over and coordinate with the People's Committee of Dong Nai province to propose resettlement arrangements for households affected by other projects in residential areas, resettlement of Loc An-Binh Son, and report to competent authorities for consideration according to regulations. Preside over and coordinate with relevant agencies to study the implementation plan for phase 2 of the project and the second runway to report to competent authorities for investment immediately after completing phase 1 of the project. Urgently implement component project 4 (other works); have a design, construction, and construction management plan applying BIM technology. The Ministry of Planning and Investment shall promptly appraise the project to adjust the resettlement policy; complete the draft and submit it to the Prime Minister for consideration and decision. Relevant ministries, agencies, and localities shall strictly implement the direction of Deputy Prime Minister Tran Hong Ha - Head of the Working Group of the Long Thanh International Airport Construction Investment Project Phase 1 at the Working Group meeting on December 29, 2023. Regarding expressway construction investment projects, including the Ho Chi Minh City Ring Road 3 project, the Ho Chi Minh City People's Committee shall review and propose a plan to supply sand for filling to serve the project to be completed before February 28, 2024. Assign Deputy Prime Minister Tran Hong Ha to direct and chair the meeting of the Ministries of Natural Resources and Environment, Transport, Construction and localities (An Giang, Long An, Vinh Long, Dong Thap, Tay Ninh, Tien Giang, Ben Tre, Tra Vinh...) to have a plan to coordinate and resolve the sand for roadbed filling to ensure sufficient and timely supply for the project (to be completed no later than March 2024). The People's Committee of Dong Nai province urgently completes the site clearance work, handing over 100% of the area for project construction before June 30, 2024 (in which the Tan Van-Nhon Trach section will be completed no later than March 31, 2024). The Ministry of Transport and localities (Binh Duong and Dong Nai provinces) closely coordinate with the People's Committee of Ho Chi Minh City in the process of implementing the investment in Ho Chi Minh City Ring Road 3 to ensure the progress of completing component projects to put them into operation synchronously, and soon promote the effectiveness of the route. The Ministry of Transport directs the My Thuan Project Management Board to accelerate the construction progress of Nhon Trach Bridge in the Tan Van-Nhon Trach section, striving to complete it by April 30, 2025, to celebrate the 50th anniversary of the complete liberation of the South and national reunification; at the same time, review the whole project to find solutions to accelerate the construction progress of connecting sections to the bridge to open the route, and soon put the project into operation. Set up a working group to go to Dong Nai to support and guide the People's Committee of Dong Nai province to clear the site of the Bien Hoa-Vung Tau Expressway Project. With the Bien Hoa-Vung Tau Expressway Project, the project started construction in June 2023, although the contractors have prepared equipment and human resources, there is no site and a shortage of earth filling materials at the component projects in Dong Nai province. The site clearance work for the project in Dong Nai province is very slow; 6 resettlement areas are being implemented, of which 2 resettlement areas in Bien Hoa city, Dong Nai province have just approved detailed construction planning at a scale of 1/500, but have not yet started construction. To speed up the project's progress, the Prime Minister requested that for site clearance and resettlement, the Ministry of Industry and Trade and Vietnam Electricity Group send a working delegation to Dong Nai to work, directly support and guide the Dong Nai Provincial People's Committee and investors to speed up the progress of relocating high-voltage power lines. The Ministry of Natural Resources and Environment established a working delegation led by the Deputy Minister to work in Dong Nai, directly support and guide the Dong Nai Provincial People's Committee in the project's site clearance. The Dong Nai Provincial People's Committee is responsible for speeding up the progress of compensation, support and resettlement (encouraging people to resettle voluntarily), and completing the handover of the entire site by June 30, 2024 at the latest. Regarding the common material mines serving the project, the People's Committee of Dong Nai province is responsible for urgently identifying sufficient sources of filling materials for the projects and promptly completing procedures to assign contractors to exploit them according to the specific mechanism in Resolution No. 106/2023/QH14 of the National Assembly and Resolutions of the Government. Regarding the proposal to use land in part of the planning area of Terminal T3 of Long Thanh International Airport (phase 2), creating a source of filling soil to serve the construction of the Bien Hoa-Vung Tau project, the People's Committee of Dong Nai province is responsible for implementing within its authority to promptly provide for the Project. The Ministry of Natural Resources and Environment is assigned to be responsible for guiding and supporting the People's Committee of Dong Nai province, promptly handling difficulties during the implementation process; coordinating with the Ministry of Transport and relevant agencies to report to the Prime Minister and competent authorities for consideration and decision on issues beyond their authority. Regarding the capital plan for 2024, the Prime Minister assigned the Ministry of Planning and Investment to be responsible for balancing and allocating resources in 2024 to the People's Committee of Ba Ria-Vung Tau province to meet the capital in the plan expected to increase in 2024 to ensure the project's construction, and absolutely not affect the construction progress due to lack of capital. Regarding the arrangement of additional intersections: The Ministry of Transport coordinates with the People's Committees of Dong Nai and Ba Ria-Vung Tau provinces to review and add intersections to effectively exploit the expressway, expanding development space (studying the arrangement of an average of about 10 km per intersection).
Urgent appraisal of Ho Chi Minh City-Moc Bai Expressway Project
Regarding traffic projects connecting with Ho Chi Minh City and Dong Nai, the Ministry of Planning and Investment urgently conducts the appraisal of the Ho Chi Minh City-Moc Bai Expressway Project, to be completed in February 2024. The State Capital Management Committee at Enterprises directs the Vietnam Expressway Corporation (VEC) to complete the investment research plan to expand the Ho Chi Minh City-Long Thanh-Dau Giay Expressway; presides over and coordinates with relevant ministries and agencies to review and report to Deputy Prime Minister Tran Hong Ha and propose a maximum of 02 most feasible options for consideration and decision. Assign Deputy Prime Minister Tran Hong Ha to meet with relevant ministries, branches and agencies to submit to competent authorities for decision in March 2024. The Ministry of Transport shall preside over the overall study of traffic connection between Tan Son Nhat International Airport and Long Thanh International Airport, including investment in connecting railways (elevated or underground), ensuring timely exploitation and synchronous operation of the two airports when put into use.
Consider using surplus public investment capital in the 2021-2025 period to cut curves and expand the Cai Mep-Thi Vai waterway to improve ship reception capacity.
Regarding the development of seaports and maritime, with Can Gio international transit port, the People's Committee of Ho Chi Minh City implements the direction of the Prime Minister in Notice No. 52/TB-VPCP dated February 13, 2024 of the Government Office on the conclusion of the Prime Minister at the 2nd Conference of the Steering Committee for the implementation of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. The Ministry of Transport urgently considers and decides according to its authority or reports to competent authorities to consider and decide on the recommendations of the Vietnam Maritime Administration and Saigon Newport Corporation: allowing the use of surplus public investment capital in the period of 2021-2025 to cut and expand the Cai Mep-Thi Vai channel to improve the capacity to receive ships; increase capital for maintenance of channels, especially the Cai Mep-Thi Vai channel to ensure standards for large ships entering/leaving the port; Allocate capital to build new search and rescue vessels to enhance support for maritime operations. (Photo: Huynh Son/VNA) Prioritize investment in the inland waterway transport system (especially inland waterway routes connecting Cai Mep-Thi Vai port area with the Mekong Delta and the Southeast region), develop inland waterway ports, dry ports and railway routes to facilitate the transportation of goods to/from major seaports, thereby reducing transportation costs, logistics costs, and improving the competitiveness of Vietnamese goods compared to the region and the world. The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct ministries, branches and localities to urgently resolve issues within their authority, speed up the implementation of construction projects, in which attention should be paid to directing the settlement of resettlement work, protecting the legitimate and legal rights and interests, and the lives of the people; connect the expressway system, collect non-stop tolls at airports; report to the Prime Minister on problems that are beyond their authority. The Government Office coordinates with the Ministry of Transport to monitor and urge ministries and local branches to implement assigned tasks; promptly report to the Prime Minister and Deputy Prime Minister on the results of task implementation according to the Government's Working Regulations./.
