At the meeting, the HCMC People's Council approved a draft resolution regulating the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the state budget under the management of HCMC.

According to the resolution, Party agencies, state agencies, public service units, socio-political organizations, socio-political-professional organizations, social organizations, socio-professional organizations and other organizations established under the provisions of the law on Associations have the authority to decide on investment, procurement, and service rental of information technology application activities using regular expenditure funds from the state budget under the management scope of Ho Chi Minh City.

Heads of agencies, units and organizations are entitled to decide on the procurement and use of funds in accordance with the provisions of the law on state budget, the law on bidding, the law on management and use of public assets and relevant legal provisions for information technology application activities as prescribed in Decree 73.

Heads of agencies, units and organizations under the Ho Chi Minh City Party Committee are allowed to decide on investment and procurement of information system investment activities, hardware, software, databases and decide on investment and procurement of information technology service rental activities that are not available on the market for their agencies, units, organizations and affiliated budget-using units.

The head of an agency, unit, or organization that is a level I budget unit of the city decides on investment and procurement of information system investment activities, hardware, software, databases, and decides on investment and procurement of information technology service rental activities that are not available on the market for his/her agency, unit, or organization and affiliated budget-using units.

Agencies, organizations, units and individuals with authority assigned in this resolution are responsible for properly and fully implementing the provisions on standards, norms, conditions, methods, procedures, authority and responsibilities as prescribed by the Law on Budget, Law on Bidding, Law on Management and Use of Public Assets, Law on Public Investment and relevant legal documents.

The People's Committee of Ho Chi Minh City is responsible for implementing the resolution. In the process of implementing the resolution, if there are any problems or need for amendments or supplements, the People's Committee of Ho Chi Minh City shall promptly report to the People's Council of Ho Chi Minh City for resolution within its authority.

In case the documents referred to in this resolution are amended, supplemented or replaced, the amended, supplemented or replaced documents shall apply.

The Ho Chi Minh City People's Credit Fund performs its obligations to the state budget in accordance with the provisions of the law on tax and other relevant legal provisions. The Ho Chi Minh City People's Credit Fund has legal status, charter capital, seal, and its own balance sheet, and is allowed to open accounts at the State Treasury, the Vietnam Bank for Social Policies, and commercial banks legally operating in Vietnam in accordance with the law.

The organizational structure of the Farmers Support Fund includes: Fund Management Board; Fund Control Board; Fund Executive Board: Director, Deputy Director, Chief Accountant and support staff.

The Fund operates on the principles of financial autonomy, not for profit, publicity, transparency, capital preservation and development; limited liability within the scope of the capital of the Ho Chi Minh City People's Credit Fund; properly performing the assigned functions and tasks according to the provisions of law.

The Fund aims to support farmer members in Ho Chi Minh City to build and replicate effective production and business models, contributing to increasing income and improving farmers' lives; creating resources, conditions and tools to unite and gather farmers into the Association, contributing to building the Association and the farmers' movement.

Currently, the fund's charter capital is 225 billion VND, allocated from the city budget's development investment expenditure source.

The Management Board of the Ho Chi Minh City Farmers' Association Fund builds the need for charter capital support from the state budget and sends it to the Standing Committee of the Ho Chi Minh City Farmers' Association for approval, synthesizes it with the annual state budget estimate of the Ho Chi Minh City Farmers' Association, and submits it to competent authorities for consideration and approval in accordance with the provisions of the State Budget Law, the Public Investment Law and current laws.
