This afternoon, March 20, the Standing Committee of the Quang Tri Provincial People's Council held its 49th meeting to review the results of monitoring the implementation of policies and laws on management, use, and rearrangement of public assets, which are houses and land of agencies, organizations, and units under the province's arrangement and management for the period 2018 - 2024; review the plan to transfer provincial budget funds (phase 1) in 2024 to 2025; the plan to use increased provincial budget revenue in 2024; give opinions on standards and norms for the use of specialized machinery and equipment in the medical field and other contents under its authority. Pursuant to Decision No. 239/QD-HDND dated August 15, 2024 of the Standing Committee of the Provincial People's Council, up to now, the monitoring delegation of the Standing Committee of the Provincial People's Council has completed the monitoring of the implementation of policies and laws on management, use and rearrangement of public assets, which are houses and land of agencies, organizations and units under the management of Quang Tri province in the period of 2018 - 2024.
According to statistics as of February 26, 2025, the province has a total of 2,615 houses and lands that are public assets. The number of houses and lands under the management of the province that have not been granted land use right certificates (LURCs) is 702/2,615, accounting for 26.84% of the total houses and lands in the province. Of these, there are 1,258 houses and lands of agencies and organizations, 1,357 houses and lands of public service units under the province that are being managed and used.
The preparation of business plans, leasing, joint ventures, and associations of public assets such as houses and land at public service units in the period of 2018 - 2024 mainly involves assets on land, not fully exploited at the capacity of public service units. In the period of 2018 - 2024, the Provincial People's Committee approved 8 basic plans to ensure compliance with regulations.
The rearrangement and handling of a number of houses and land belonging to central agencies located in the province has been supervised by the Provincial National Assembly Delegation, with supervision conclusions sent to relevant units. The Provincial People's Committee and the central vertical sectors have issued many documents requesting central management agencies to handle surplus and unused assets in the province.
In addition to the achieved results, the management and use of housing and land facilities of some agencies, organizations and units are sometimes still not strict, not timely advising on handling, leaving them unused for many years, causing waste. The management of land and granting of land use right certificates by agencies has not been focused on and is not synchronous, leading to difficulties and inadequacies in the implementation of the units' tasks, many housing and land facilities have not been granted land use right certificates...
Regarding the plan to use the increased provincial budget revenue in 2024, the Provincial People's Committee proposed a plan to use 451.9 billion VND to reserve resources to reform salary policies according to regulations, implement local policies such as housing support for people with revolutionary contributions, support for building new houses for poor households, support for cadres, civil servants, public employees, workers and non-professional workers at the commune level in implementing organizational restructuring.
Regarding the agreement on the plan to use the savings and funding sources of the provincial budget (phase 1) in 2024, the Provincial People's Committee proposed that the Provincial People's Council agree on the plan to transfer the savings and funding sources of the provincial budget (phase 1) in 2024 to 2025 for continued monitoring and implementation with a total budget of more than 356.3 billion VND.
Concluding the meeting , Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang highly appreciated the management of the Provincial People's Committee in managing public assets in recent times.
In addition to the achieved results, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also pointed out the shortcomings and limitations, emphasizing the responsibility of relevant departments, branches and localities in not yet establishing a mechanism for managing and using housing and land facilities, decentralizing and delegating powers according to the provisions of law.
The review and adjustment of planning and land use plans for houses and land used for the wrong purposes or not used have not been carried out in line with the results of rearranging and handling houses and land. The work of inspecting and urging the implementation of the rearrangement and handling plan has not been focused on.
In the coming time, it is recommended that the Provincial People's Committee continue to improve the efficiency of management, use, and rearrangement of public assets such as houses and land of agencies, organizations, and units to serve the socio-economic development of the locality.
The Standing Committee of the Provincial People's Council also agreed with the proposed contents of the Provincial People's Committee related to the plan to transfer the provincial budget source (phase 1) in 2024 to 2025, the plan to use the increased provincial budget revenue in 2024; standards and norms for the use of specialized machinery and equipment in the medical field.
