(Dan Tri) - The Ministry of Finance Inspectorate has pointed out many violations at units under the Ministry of Industry and Trade regarding the management of public finance and assets. The inspection period is 2023.
The Inspectorate of the Ministry of Finance has just announced the conclusion of the inspection on the management of public finance and assets at 6 units under the Ministry of Industry and Trade, namely the Department of Planning and Finance, the Ministry Office, the Department of Industry, the Department of Local Industry and Trade, the University of Electricity and Sao Do University. The inspection period is 2023.
Using fees and charges not in accordance with regulations
Accordingly, the inspection conclusion stated that units of the Ministry of Industry and Trade had violations in the development and promulgation of regulations on public finance and asset management.
Regarding the allocation and assignment of the 2023 budget, according to the inspection conclusion, the Ministry of Industry and Trade assigned the 2023 operating expenditure estimate from the State budget to Ho Chi Minh City College of Industry and Trade at VND 4.4 billion and to the College of Foreign Economic Relations at VND 3.5 billion.
However, the Inspectorate of the Ministry of Finance said that this was not in accordance with regulations, because public service units that self-insure their regular expenses are not funded by the State budget for their regular operations.
Total fee and charge revenue in 2023 exceeded the assigned estimate by 1,075%. The inspection conclusion pointed out that some units of the Ministry of Industry and Trade used the collected fee and charge revenue to spend on regular activities in violation of regulations.
For example, at the Import-Export Department, the amount collected for using the certificate of origin (C/O) fee in 2023 was more than VND51.6 billion. After paying VND8.77 billion to the budget, the fee left in the unit was more than VND42.8 billion. However, as of December 25, 2024, the Import-Export Department had not paid the State budget.
In 2023, the State Audit recommended increasing revenue and reducing budget expenditures at the Ministry of Industry and Trade, including recommending that the Import-Export Department pay the budget 42.8 billion VND due to the lack of a budget estimate assigned by the Ministry of Industry and Trade.
The Inspectorate of the Ministry of Finance also said that in 2023, the Office of the Ministry of Industry and Trade collected 3 types of fees that were not assigned to the revenue and expenditure estimates and were left to the unit. The total amount of fees collected was more than 525 million VND. After paying the budget more than 73 million VND, this unit left more than 451 million VND for expenditure at the unit.

The Office of the Ministry of Industry and Trade used more than VND 451 million to pay for electricity bills in September 2023 and October 2023. The Inspectorate of the Ministry of Finance said that there was no approved budget and the spending was not in accordance with regulations.
In addition, in 2023, there were some contents and tasks that were implemented at a lower level than the assigned budget, and some tasks were assigned budgets but not implemented. Specifically, the Inspectorate of the Ministry of Finance said that the Ministry's Office had a number of tasks assigned to the 2023 State budget estimate, but the unit did not use them; including the budget for training Mozambican students abroad of VND 2.3 billion; the budget for streamlining the payroll (training career) of VND 1.13 billion; the national reserve budget (petrol reserve) of VND 67.5 billion.
Using public assets for lease and business
The Ministry of Finance Inspectorate pointed out violations in the management and use of some types of public assets at the Ministry of Industry and Trade. Specifically, in 2023 and 2024, the Ministry of Industry and Trade had 16 public service units using public assets such as public houses, public land, and public vehicles for business purposes, leasing, joint ventures, and associations.
Of these, 4 units, namely Ho Chi Minh City College of Industry and Trade; Central College of Industry and Trade; Nam Dinh Industrial College; and College of Commerce, have used public houses and land for lease to install telecommunications receiving and broadcasting stations, ATMs, parking lots, bookstores, etc., but have not yet prepared a request file or reported to the Ministry of Industry and Trade.
In addition, from 2018 to 2024, there were 4 units using public assets for business purposes, leasing from 2018 to 2024 but not yet permitted or approved by the Ministry of Industry and Trade.
Specifically, the Institute of Oil and Oil Plants Research rented out some offices at its first facility, rented out premises (land) and coconut gardens, the amount collected from 2018 to the time of inspection was 13.2 billion VND; Ho Chi Minh City College of Industry and Trade used the canteen, kiosks and first floor of the dormitory for rental purposes from 2018, the amount collected from 2018 to the time of inspection was 17 billion VND.

Hue Industrial College has let outside units use its facilities in the form of leasing and training cooperation since 2018, the amount collected from 2018 to the time of inspection is 4.9 billion VND; Institute of Paper and Cellulose Industry rents out offices, the amount collected in 2022 and 2023 is 240 million VND.
Regarding car management and arrangement, the Inspectorate of the Ministry of Finance said that the Ministry of Industry and Trade currently manages and uses 881 cars, but by December 25, 2024, the processing and arrangement has not been completed, behind schedule.
As of December 25, 2024, the Office of the Ministry of Industry and Trade and the University of Electricity are managing the use of 8 vehicles exceeding the standard and quota (the Office of the Ministry exceeds 6 vehicles, the University of Electricity exceeds 2 vehicles).
