According to Directive No. 03 dated February 4, 2025, the Prime Minister requested to focus on completing the draft Resolution of the National Assembly on the policy and mechanism, investment policy of the Lao Cai - Hanoi - Hai Phong standard gauge railway project to submit to the National Assembly at the 9th extraordinary session, taking place from February 12-18; strive to complete procedures and start construction of this project in 2025.
The 8 billion USD project passes through 9 provinces and cities.
According to research, by 2050, the total transport demand on the Lao Cai - Hanoi - Hai Phong economic corridor is about 397.1 million tons of goods and 334.2 million passengers. Of which, railway transport needs to handle about 25.6 million tons of goods and 18.6 million passengers.
However, the existing 1,000 mm gauge railway has a small curve radius, a large slope, an average operating speed of 50 km/h, cannot connect to intermodal transport, and has low competitiveness, only meeting about 4.1 million tons of goods and 3.8 million passengers; so it only serves short-distance tourists and some goods and industrial materials.

In the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong railway project proposed by the consulting consortium led by Transport Engineering Design Corporation (TEDI), the Lao Cai - Hanoi - Lao Cai railway project has a total length of about more than 403 km (the main line is more than 388 km long and 2 branch lines are 15 km long).
The total preliminary investment of the project is nearly 195,000 billion VND (equivalent to more than 8 billion USD), passing through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The project starts at the rail connection point across the border between the new Lao Cai station and Hekou Bei station (China), in Lao Cai city; the end point is at Lach Huyen wharf area, Hai Phong.
The railway line will have a design speed of 160 km/h on the main section from Lao Cai station to Lach Huyen port station, 80 km/h for the Lao Cai section - branch lines, and 120 km/h for the section passing through Hanoi and coinciding with the Eastern belt railway.

To ensure efficiency, the Management Board plans to divide the project investment into two phases. Phase 1 from now until 2030 will build the entire Lao Cai - Hanoi - Hai Phong route on a single-track scale, with complete site clearance. The phase after 2050 will complete the construction of the entire route on a double-track scale and build the Nam Hai Phong - Nam Dinh Vu branch line.
The entire route is expected to have 16 stations, including 3 train stations (Lao Cai; Yen Thuong; Nam Hai Phong) and 13 mixed stations (Bao Thang; New Yen Bai; New Phu Tho; New Viet Tri; Vinh Phuc; Binh Xuyen; Bac Hong; Dong Anh; Dai Dong; Binh Giang; Nam Hai Duong; Lach Huyen Port; Dinh Vu). The distance between stations is greater than 8 km when operating on a single track, and greater than 15 km when operating on a double track. In addition, to carry out technical operations for train operations, 14 technical operation stations will be arranged.
Big turning point for mechanical industry, job market
TEDI believes that according to the railway network planning, in addition to the Lao Cai - Hanoi - Hai Phong railway project, the standard railway system needs to be newly built for about 1,953 km in the coming time. This helps create a stable, long-term market to continue implementing projects in the next phase. Therefore, along with the high-speed railway project on the North - South axis, the Lao Cai - Hanoi - Hai Phong railway will be the premise for developing the railway industry and supporting industries.
In particular, for this project, the vehicles and equipment are suitable for Vietnam to receive technology transfer, invest in machinery and equipment and produce locomotives and carriages for national railways with speeds of less than 200 km/h, as well as purchase designs and manufacture for urban railways.

"Vietnam Railway Corporation will select suitable foreign and domestic partners to implement the project. To date, a memorandum of understanding has been signed with Dalian Locomotive and Railway Car Company Limited," TEDI representative informed, adding that if the cooperation policy with China is agreed upon, capital is provided to invest in the factory and technology transfer is received, Vietnam Railway Corporation can produce locomotives and cars for national and urban railways; research to gradually produce spare parts or replacements for high-speed railways.
In addition, the investment in the construction of the Lao Cai - Hanoi - Hai Phong railway also creates a construction market worth about 4.4 billion USD, with about 90,000 jobs during the construction period and about 2,500 long-term jobs during the operation and exploitation process. Even if the national railway system is included, the urban railway will create a construction market worth about 98.2 billion USD with millions of jobs.
Plan to implement the main steps of the Lao Cai - Hanoi - Hai Phong railway project: Submit to the National Assembly for approval of the investment policy in February 2025; approve the investment project in the third quarter of 2025; carry out site clearance from the third quarter of 2025; complete technical design, select a contractor for 1 construction package to start the project at the end of 2025; complete the overall technical design for the entire project in 2026; basically complete construction in 2030.
