New information on import and export goods delivery through Lang Son border gate from August 1, 2024

On July 18, 2024, the Department of Industry and Trade of Lang Son province informed about the method of receiving and delivering import and export goods through customs clearance routes and specialized routes for transporting goods at the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China) pair from August 1, 2024.

Accordingly, regarding the two-way delivery method, in early 2020, due to the complicated developments of the COVID-19 epidemic, Lang Son province agreed with Guangxi, China to implement the two-way delivery method during the period of COVID-19 prevention and control to improve the capacity of customs clearance of import and export goods through Huu Nghi border gate (in Document No. 665/VP-KTTH dated February 26, 2020 of the Office of the People's Committee of Lang Son province).

Currently, the time to implement COVID-19 prevention and control has expired and the Road Transport Agreement between Vietnam and China and the Protocol implementing the Road Transport Agreement between Vietnam and China have not yet been regulated, so it is agreed not to continue implementing this method of goods delivery.

Currently, the customs clearance routes and specialized roads for transporting goods (including the specialized road for transporting goods in the area of ​​landmarks 1119-1120, the specialized road for transporting goods in the area of ​​landmarks 1088/2-1089, the Coc Nam - Lung Nghiu customs clearance route in the area of ​​landmarks 1104-1105) have all been officially announced as belonging to the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate pair.

Therefore, the management of means of transporting import and export goods through customs clearance routes and specialized roads at the Huu Nghi International Border Gate (Vietnam) - Huu Nghi Quan (China) must comply with international treaties including: Road Transport Agreement between Vietnam and China, Protocol to implement the Road Transport Agreement between Vietnam and China, international practices and regulations of Vietnamese domestic law.

Regarding the conditions on documents of means of transporting goods out of the country, the Department of Industry and Trade of Lang Son said that means of transporting goods entering and exiting the country through customs clearance routes and specialized roads belonging to the Huu Nghi - Huu Nghi Quan international border gate pair (including specialized roads for transporting goods in the area of ​​landmarks 1119-1120 (Huu Nghi - Huu Nghi Quan), specialized roads for transporting goods in the area of ​​landmarks 1088/2-1089 (Tan Thanh - Po Chai), customs clearance routes in the area of ​​landmarks 1104-1105 (Coc Nam - Lung Nghiu) must have all valid documents according to the provisions of Point 2.2, Clause 2, Article 6 of the Protocol implementing the Road Transport Agreement between Vietnam and China signed on October 11, 2011 and Clause 6, Article 16 of Circular No. 37/2023/TT-BGTVT dated December 13, 2023 of the Minister of Industry and Trade). Transport regulations on management of cross-border road transport activities,

Specifically including: Transport license; Vehicle registration certificate; Certificate of technical safety and environmental protection inspection; Vehicle license plate; Consignment note; Customs declaration for goods; Certificate of civil liability insurance for third parties; related documents at the border gate applicable to vehicles entering and exiting the country.

The implementation period of the above policy is from August 1, 2024. Therefore, the Department of Industry and Trade of Lang Son province requests the Department of Industry and Trade of provinces and cities to coordinate in informing and widely propagating the policy to enterprises, traders, cargo owners, transport business units, drivers of export transport vehicles, and units with the need to trade through border gates in Lang Son province to know and implement.

In addition, it is requested that the Provincial Border Guard Command, the Provincial Customs Department, the Department of Transport, the Department of Information and Communications, the Management Board of Dong Dang - Lang Son Border Gate Economic Zone, and quarantine agencies in the province direct functional forces at the border gates to coordinate in propagating, organizing management, inspection, and strictly controlling vehicles carrying out import and export goods delivery through customs clearance routes and specialized roads at Huu Nghi international border gate to ensure compliance with the provisions of law and the policy of the Provincial People's Committee in Notice No. 387/TB-UBND dated July 11, 2024.

Enterprises, traders, cargo owners, transport business units, drivers of export transport vehicles, units with trading needs through border gates in Lang Son province should proactively grasp the above policy; ensure to fully prepare valid documents according to regulations to facilitate the implementation of entry and exit procedures, import and export; at the same time, comply with the inspection, supervision and guidance of functional forces at the border gates, comply with the procedures for receiving and delivering import and export goods through customs clearance routes, specialized roads for transporting goods in the Huu Nghi (Vietnam) - Huu Nghi Quan (China) border gate pair.
