Accordingly, the National Assembly approved the total state budget revenue of VND 2,713,787 billion, including revenue transferred from 2021 to 2022; revenue from local budget surplus in 2021; revenue from financial reserve funds according to the provisions of the State Budget Law.
The total state budget expenditure is 2,897,466 billion VND, including expenditure transferred from 2022 to 2023. The state budget deficit is 293,313 billion VND, excluding local budget surplus.
The total state budget loan to cover the deficit and repay principal is VND 488,406 billion.
The National Assembly also agreed to supplement the 2022 State budget revenue estimate, the increase in 2022 State budget revenue that has not been supplemented in Resolution No. 40/2023/NQ-UBTVQH15 dated November 15, 2023 of the National Assembly Standing Committee on supplementing the 2022 State budget revenue estimate; allocate and use the source of increased revenue and save regular expenditure of the central budget in 2022 of VND 3,102 billion, including: increased central budget revenue of VND 972 billion; increased local budget revenue of VND 2,130 billion.
The Resolution assigns the Government to direct ministries, central agencies, People's Committees at all levels and units managing State budget revenue and expenditure to strictly implement financial and budgetary discipline. Clarify the causes and responsibilities of heads, collectives and individuals managing and using the State budget who do not strictly comply with legal provisions in preparing and implementing estimates. Correct and overcome shortcomings and limitations in preparing, managing and using the State budget.
At the same time, continue to strengthen and have solutions to manage and strictly use the increased budget revenue associated with the management and development of capital mobilization plans to offset the State budget deficit and borrow and repay debts to ensure savings and efficiency...
Previously, presenting the report on receiving and explaining the 2022 State budget settlement and receiving and revising the draft Resolution approving the 2022 State budget settlement, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh said that some opinions suggested that the Government should comprehensively and fully assess the current situation of outstanding debts in basic construction and clarify the responsibilities of investors and agencies that have not focused on handling outstanding debts in basic construction.
The National Assembly Standing Committee agreed with the opinions of the National Assembly deputies and directed to supplement the Resolution, requesting the Government to direct ministries, central agencies and localities to continue to strictly control, review and accurately determine the outstanding debts of basic construction capital from the State budget; report to the National Assembly on the handling of outstanding debts of basic construction capital from the State budget when submitting the 2023 financial statement.
