The Government Office has just announced the conclusion of Deputy Prime Minister Le Thanh Long at a meeting on the draft decree regulating the functions, tasks and powers of national universities.
According to the conclusion of Deputy Prime Minister Le Thanh Long, the agencies and delegates attending the meeting highly agreed that the scope of the draft decree focuses on regulating the functions, tasks and powers of national universities, and related regimes and policies implemented in accordance with specialized laws; basically agreeing with the proposals of the Ministry of Education and Training.
Accordingly, two national universities are public higher education institutions managed by the Ministry of Education and Training; use seals with the national emblem; and are level I budget units.
National universities carry out personnel procedures to report to the Ministry of Education and Training to submit to the Prime Minister for appointment and dismissal of the chairman of the national university council, director of the national university, and deputy director of the national university according to Party regulations and relevant laws.
Along with that, the national university submits to the Ministry of Education and Training for recognition of the national university council; develops training regulations for all levels of higher education, reports to the Minister of Education and Training for promulgation in accordance with the provisions of the Law on Higher Education and relevant legal provisions.
These regulations aim to ensure harmony between the management role of the Ministry of Education and Training, while promoting autonomy, self-responsibility and the actual operations of the two national universities up to now.
Deputy Prime Minister Le Thanh Long assigned the Ministry of Education and Training to preside over and coordinate with Hanoi National University, Ho Chi Minh City National University, relevant ministries and agencies to urgently complete the draft decree, clearly stating solutions to handle different issues (if any) between the provisions of this decree and other relevant regulations, clearly arguing on issues requiring comments from Government members and submitting it to the Government before March 15.
