On the morning of March 25, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thanh Hoa province Do Minh Tuan and leaders of Party committees under the Provincial Party Committee; directors of provincial departments and branches had a working session with the Standing Committee of Thanh Hoa Provincial Youth Union; key Youth Union officials of 27 districts, towns, cities, and Youth Union bases under the Provincial Youth Union.
At the meeting, Mr. Le Van Chau - Secretary of Thanh Hoa Provincial Youth Union - said that currently the whole province has over 1 million union members and young people, accounting for nearly 30% of the population and nearly 50% of the province's labor force.
However, the province is seriously lacking in cadres doing Youth Union work.
Specifically, the Thanh Hoa Provincial Youth Union is still short of 17 officials and civil servants; 1 deputy secretary, 2 heads of departments, and 5 deputy heads of specialized departments are missing.
District, town and city Youth Unions are still short of 36 cadres and civil servants out of a total of 122 assigned positions. There are 20/27 units with only 1-2 civil servants working as Youth Union cadres.
The whole province has 3 district-level units lacking the position of District Youth Union Secretary, 11 units lacking the position of Deputy District Youth Union Secretary.
Currently, the whole province has 173 full-time Youth Union cadres who are over the age limit according to the Youth Union cadre regulations and have not been assigned to other jobs, of which 2 are at the provincial level, 14 are at the district level, and 157 are at the commune, ward, and town levels.
Due to a serious shortage of Youth Union cadres, Youth Union activities and youth movements from the province to the grassroots level face many difficulties, and the quality of activities is affected.
According to Tuoi Tre Online 's investigation, the reason for the shortage of Youth Union cadres in Thanh Hoa is that since 2013, the Thanh Hoa Provincial Party Committee has not organized civil service exams for the Party and mass organizations to supplement the source of young cadres for the Youth Union.

At the working session on the morning of March 25, Mr. Nguyen Van Hung - member of the Standing Committee, Head of the Organizing Committee of Thanh Hoa Provincial Party Committee - said that the reason why the Provincial Party Committee has not organized civil servant recruitment exams for many years for the Party and mass organizations is that the total number of staff in this group is sufficient compared to the central government's assigned staff.
For many years, the Youth Union has lacked cadres and civil servants because cadres of the Youth Union who have reached the required age must change jobs. Meanwhile, the source of young cadres from civil service examinations is not yet available.
Speaking at the meeting, Mr. Do Minh Tuan shared: "I know a young person who has been working as a contract worker at the Provincial Youth Union for nine years now. After waiting for a long time for the civil servant recruitment exam to join the Youth Union, that person had to leave the Youth Union and apply for another job."
"In the near future, the Provincial Party Committee's Organizing Committee will soon advise the Provincial Party Committee's Standing Committee to seek the opinion of the Central Organizing Committee to organize a civil servant recruitment exam specifically for the Youth Union, to promptly supplement the current shortage of Youth Union cadres," added Mr. Do Minh Tuan.

For Youth Union cadres who are too old to work in the Youth Union, the Chairman of Thanh Hoa Provincial People's Committee directs the leaders of provincial departments, branches, districts, towns and cities to receive and transfer cadres and civil servants suitable for their job positions at the unit.
