Over 30 years of construction and development, with the attention, leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee; the support, coordination and guidance of the Central Council of the Vietnam Union of Science and Technology Associations (VUSTA), of provincial departments, branches, unions, Party committees, authorities of districts, towns and cities in the province; together with the solidarity and efforts of the Party Delegation, Executive Committee, Standing Committee, Agency of the Provincial Union of Science and Technology Associations (hereinafter referred to as the Union) and all leaders, members of member associations in the Union system, affiliated units have created an environment and conditions for the Union to increasingly actively participate in the activities of political and social life in the province. At the same time, it helps the Association to effectively perform its function of gathering and widely uniting the scientific and technological intellectuals in the province with many rich and diverse forms, the content of activities is gradually innovated, being an important factor in the "Workers - Farmers - Intellectuals" alliance, an active member of the Vietnam Fatherland Front of Thanh Hoa province, increasingly deserving to be the common home of member associations, a place to gather the scientific and technological intellectuals of the province. The activities of the Association have achieved many outstanding results and made remarkable contributions to the development of the province, gradually affirming its position and role as a political and social organization of the scientific and technological intellectuals of Thanh Hoa.

Regarding the work of organization building and member development, after 7 congresses, the scale of the Union's leadership body has been continuously improved in both composition and quantity; the organization and apparatus of the Union's agency have been consolidated and put into operation in a disciplined and increasingly effective manner. The political and social activities of the Union have become increasingly clear, demonstrated in the gathering, uniting and mobilizing intellectuals to contribute to the cause of national solidarity and participate in building the homeland and the country. The Union has actively participated in contributing opinions to documents of party congresses at all levels, major programs and projects of the province; organized many forums, scientific seminars, consultations and dialogues; informed and disseminated new knowledge on science and technology, politics, current events to cadres and members of the Union, cadres and members of the Ham Rong Club and the team of science and technology intellectuals in the province. The contributions of intellectuals in the socio-economic fields of the province are increasingly meaningful, scientifically valuable, demonstrating the spirit of responsibility, democracy, frankness, practicality, and suitability to the local situation on the basis of policies and resolutions of the Central and the province.
From 2008 to present, intellectuals, scientists, and managers in the professional associations of the Union have chaired and participated in the implementation of hundreds of science and technology tasks at all levels, in which the Union and its member associations have chaired 40 ministerial and provincial level topics. The science and technology topics and projects have gathered a large number of members from many sectors and fields to participate; contributing to solving urgent practical requirements; many valuable topics and projects have contributed to the development of rural agriculture, improving community capacity, reducing poverty and promoting economic restructuring; especially in difficult, remote and isolated areas; notably the ministerial science and technology topic "Building a model for agricultural and rural development towards industrialization and modernization"; the project "Conservation, exploitation and sustainable use of Thanh Hoa indigenous bamboo forest resources - sponsored by the United Nations Development Program UNDP"; Project “Community Participatory Watershed Management - sponsored by CARE International in Vietnam”. These are outstanding topics and projects chaired by the Union, in coordination with central scientific agencies and international organizations, which have created breakthroughs and contributed greatly to the socio-economic development of Quy Loc commune, Yen Dinh district, Ngoc Lac district, Ba Thuoc district - models for many districts in the province, many localities in the country, many international organizations to learn from; the imprint of the topics and projects still resonates today in the activities of the Union and the contributions of the Union to the science and technology career of the province.
Since its establishment, although there were no specific regulations from the State, with their sense of responsibility and understanding, the staff and members of the Association have proactively started to carry out the task of consulting and reviewing a number of programs and projects at the provincial and sectoral levels, leaving good impressions, laying the foundation for the development of the consulting and reviewing work of the Association today. Since the Prime Minister issued Decision No. 22/2002/QD-TTg dated January 30, 2002 and Decision No. 14/2014/QD-TTg dated February 14, 2014 assigning the task of consulting, reviewing and social appraisal to the system of the Association of Science and Technology from the central to local levels, this activity has been identified as the main activity of the Thanh Hoa Association. Since then, the Association and its member associations have successfully carried out thousands of consulting, reviewing and social appraisal tasks. In the period of 2019-2024, the Association proposed and was assigned by the Chairman of the Provincial People's Committee to review 50 tasks, which are programs, projects, plans, planning, and projects in the fields of economics, culture, science and technology, education and training, public health care, and environmental protection. Consulting, reviewing and social appraisal activities have contributed significantly to improving the quality of programs, projects and policies issued by the Provincial Party Committee, People's Council, and Provincial People's Committee; at the same time, demonstrating the social responsibility of the team of science and technology intellectuals who participate in contributing their intelligence to the policies, plans, and major and important programs and projects of Party committees and authorities at all levels in the province. In addition, the Association also participates in giving comments and criticism on projects and draft laws, helping the Vietnam Fatherland Front Committee of Thanh Hoa province and the National Assembly Delegation of the province to have more information, basis and data when contributing to draft laws in meetings and sending representatives to participate in provincial appraisal councils of projects and proposals developed by departments, branches, districts, towns and cities.
During its operation, the Union has clearly identified the role and significance of traditional work and knowledge dissemination; initially, due to financial difficulties, knowledge dissemination activities were very limited, only 1-2 issues were organized each year. Thanks to the province's attention to funding and the efforts of member associations, knowledge dissemination and communication activities have gradually become routine, promoting positive effects in the dissemination of knowledge on science and technology associated with the expertise of the Union and member associations, creating many outstanding results. Closely following major events of the country and the province, the information and communication activities of the Union and member associations have promptly propagated the Party's guidelines and policies, the State's policies and laws, and scientific and technological advances in the country and the world; reflecting good people, good deeds, and practical and effective association operation models. Propagating, disseminating and replicating models of enrichment and poverty reduction in agricultural production, transferring scientific and technical advances, building livelihood models for ethnic minorities in mountainous districts in the province. Since its establishment, in parallel with maintaining and developing the Thanh Hoa Science Special Edition and communication publications of specialized associations, the Union and a number of member associations and affiliated centers have promoted communication work, introducing the results of the system's activities through electronic information pages, thereby strengthening the coordination relationship between the Union and organizations and localities inside and outside the province.
The Association has coordinated with the Department of Science and Technology, the Provincial Labor Federation, the Ho Chi Minh Communist Youth Union and a number of relevant agencies to promote the mass movement of people participating in science and technology innovation activities through the regular organization of the Technical Innovation Contest, the Youth and Children's Innovation Contest, and participation in the Vietnam Science and Technology Innovation Award. These activities are increasingly spreading strongly among the masses and among union members and association members in the province.
In the early years after its establishment, despite many difficulties, the leaders of the Association over the periods have paid special attention to the activities of honoring intellectuals, first within the Association system and gradually expanding the forms of honor and composition for scientific and technological intellectuals in the province. With the awareness that the activities of honoring intellectuals are an important solution for the Association to further promote the role of gathering, uniting, promoting the intelligence and creativity of the scientific and technological intellectual team in the province. Recently, the Association has advised the Provincial People's Committee to promulgate the Regulation on selecting and honoring the title of outstanding scientific and technological intellectuals of Thanh Hoa province. According to the plan, in 2024, the honoring and awarding of the emblem of Outstanding Scientific and Technological Intellectuals at the provincial level will be held for the second time (the total number of intellectuals achieving the title of Outstanding Scientific and Technological Intellectuals of Thanh Hoa province is 20 intellectuals); They are high-achieving science and technology intellectuals who have made many contributions to activities in the fields of science and technology in the province.
Continuing the tradition and lessons learned by generations of leaders of the Association, seeking to overcome the limitations in international cooperation activities in previous years, in recent years, the international cooperation activities of the Association have been reorganized and achieved initial results. Thanks to the innovation in the way of operation and approach, the Association has attracted the attention, assistance and technical and financial support of international organizations in Vietnam. The Association and its member associations have successfully implemented many projects with new perspectives and thinking. Over the past 30 years, the Association and its member associations have coordinated to successfully implement 18 projects sponsored by international organizations with a total amount of nearly 55 billion VND, 1 sponsored project is being implemented with an amount of 18 billion VND. The projects in many different socio-economic fields have achieved practical benefits and efficiency, contributing to the socio-economic development of the province and localities where the projects are being implemented; at the same time, creating more resources for the Association to better perform its task of uniting the scientific and technological intellectuals to transfer scientific and technological advances into production and life.
Party and State Awards for the Union
Recognizing and appreciating the achievements in the past 30 years, the Party and the State have awarded the Association and a number of member associations many noble awards, in which the Thanh Hoa Union of Science and Technology Associations was awarded the Second Class Labor Medal and Third Class Labor Medal by the Party and the State; and was awarded many Flags and Certificates of Merit by the Prime Minister, the Vietnam Union of Science and Technology Associations and the Chairman of the Thanh Hoa Provincial People's Committee.
Focus on tasks and solutions for the coming years
The Association will continuously innovate its content and methods of operation to effectively carry out the following tasks and solutions:
Strengthening propaganda and education work to gather a large number of scientific and technological intellectuals under the common roof of the Association, especially young intellectuals, intellectuals with high professional qualifications, intellectuals from Thanh Hoa province in other provinces (currently, the number of intellectuals is relatively large but the gathering is still limited). Innovating the content and methods of operation to promote the intelligence of scientific and technological intellectuals to serve socio-economic development in all fields in the most effective way.
Mobilize and encourage intellectuals, scientists, members, and the masses to advance in science and technology, innovate the way of organizing research activities, and propose science and technology tasks throughout the entire system of the Association. Organize and launch a movement of science and technology intellectuals to participate in science and technology programs, topics, projects, and projects at all levels.
Actively advise and propose to the Provincial Party Committee, People's Council, and Provincial People's Committee on mechanisms and policies to promote the development of science and technology, education and training; mechanisms and policies to reward scientists, researchers, and applied inventors for benefits in all fields, contributing to solving bottlenecks and pressing issues in social life in a satisfactory manner.
Consulting on mechanisms and policies to strongly promote the scientific research and innovation movement in the Association, the scientific and technological intellectuals and the people in the province to create many valuable technical creative solutions, many solutions worthy of winning awards at the Provincial and National Technical Creativity Competition; many excellent scientific and technological works were selected to participate in the Vietnam Science and Technology Creativity Award and won high prizes and were honored; many technical solutions of the young generation won awards at the Youth and Children's Creativity Competition at all levels. Continuing to innovate activities and improve the quality of consulting, criticism and social appraisal of the Association; diversifying the forms of organizing scientific and technological forums to attract intellectuals and scientists inside and outside the province to promote the activities of the Association.
Develop programs, plans and effectively organize the implementation of the Conclusions of the Provincial Party Standing Committee at the Conference on contact, meeting, consultation and dialogue between provincial leaders and intellectuals in 2024.
