Tourism is the main economic sector of Sam Son, but this is also an industry that can be damaged by many objective and subjective factors, including climate change and environmental pollution. Faced with this great challenge, Sam Son has proposed many solutions to proactively and effectively respond to climate change, rising sea levels and protect the ecological environment.

Along with the continuous, unpredictable and increasingly extreme changes in weather and climate in recent years, the temperature in Sam Son City has also increased and often lasts from April to July every year. The high temperature has caused drought, widespread shortage of domestic water, production water and a high risk of forest fires. In the years from 2015 to 2019, the city continuously suffered from major storms and tropical depressions, causing flooding and damage to crops (such as storm No. 10, September 2017; tropical depression October 2017; storm No. 3-2019). In addition, the phenomenon of rising sea levels has been causing flooding, causing loss of land in agricultural production; on the other hand, it increases the area of ​​saline land, negatively affecting and reducing the productivity and quality of crops. In addition, due to its location in the Ma River basin with a large flow, during the rainy season, the risk of landslides on both sides of the river is very high, directly affecting people's lives. Increasing energy production and consumption activities, especially in industrial production, transportation, urban development... have been increasing greenhouse gas emissions, which are also the cause of environmental pollution.

Climate change has been affecting all socio-economic and natural resource-environmental sectors in the city. Therefore, strengthening the management of natural resources and environment, and adapting to climate change is both a goal and a task that the Party Committee and the government of Sam Son City focus on. In recent years, the city has focused on effectively implementing the land use planning for the period 2021-2030, the annual land use plan; building land management data. Continue to implement Resolution No. 05-NQ/TU of the Provincial Party Committee (term XVIII) on strengthening the Party's leadership in environmental protection. Effectively manage and use natural resources, water resources, especially the Ma River, the Do River and the underground water system. Speed ​​up the construction of a waste treatment plant and a People's cemetery in Quang Minh commune, and build a wastewater treatment plant in Quang Chau ward. Focus on protecting marine environmental resources, associated with responding to climate change; implementing coastal erosion prevention projects, resolutely not accepting projects that pollute the marine environment...

In particular, clearly identifying the challenges caused by climate change for the development of local sectors and fields in the coming years, the People's Committee of Sam Son City has developed and issued the "Action Plan to Respond to Climate Change in Sam Son City for the period 2021-2030, with a vision to 2050". The action plan sets out tasks and solutions in each field, aiming to adapt to climate change, prevent and minimize the dangers caused by climate change, contributing to ensuring people's lives and sustainable socio-economic development. The focus must be on the group of solutions on State management and policies, such as strengthening the capacity of organization and management of the role of State management agencies in responding to climate change; reviewing, supplementing and perfecting legal documents and policies related to responding to climate change; Raising awareness and disseminating knowledge about climate change and climate change adaptation for people... In addition, there are specific groups of solutions for each field such as agriculture; industry, construction, transportation, energy; tourism, health, culture, sports, tourism and trade; resources and environment... to mitigate the impacts of climate change.

In addition, the action plan also assesses the socio-economic and environmental effectiveness of the solutions that have been and are being applied. For example, in terms of economy, sectors, localities and communities proactively adapt to climate change and limit economic losses caused by climate change; at the same time, there is an opportunity to improve technology levels, improve economic efficiency, limit negative impacts on health, spread of diseases, thereby reducing costs for disease prevention and treatment; significantly saving costs to overcome the consequences of climate change impacts on architectural works, culture, people's lives and other values ​​of the city...

Along with that, the social effectiveness that climate change adaptation solutions bring must be mentioned such as contributing to improving the quality of life, security and safety for people; social equity is enhanced due to priority investment policies for areas vulnerable to climate change and programs for priority groups such as the poor, women, and children; social security for communities is ensured; building a civilized lifestyle, being aware of being ready to respond, mutual love, mutual assistance, cooperation in preventing and overcoming difficulties and consequences of climate change... In particular, environmental effectiveness is easily seen when implementing solutions that will contribute to the community in the city to protect the environment, reduce the harmful effects caused by climate change; at the same time, reduce air pollution, surface water and groundwater pollution, safe agricultural production and cleaner industrial production, reduce the possibility of spreading diseases and pollution after natural disasters...

Correctly perceive the consequences of climate change impacts on socio-economic development, thereby having appropriate solutions and implementing them based on climate change adaptation resources. That is what Sam Son City is implementing. In particular, the city clearly identifies the main resources to carry out the task of responding to climate change, first and foremost must be the leadership and direction of Party committees, management and operation of authorities at all levels. Along with that is mobilizing all resources in terms of finance, infrastructure, mechanisms, production policies, socio-economic development, projects to implement climate change adaptation... Only then will the response to climate change become proactive, timely, flexible and effective.
