At the announcement ceremony of the Index of Results of Implementation of Free Trade Agreements (FTAs) of Localities held at the Government headquarters on the afternoon of April 8, 10 provinces and cities were ranked as the leading provinces in the country, of which Thanh Hoa ranked 2nd.

According to the announcement, the top 10 localities leading the country in terms of FTA Index score in 2024 include: Ca Mau (34.90 points), Thanh Hoa (34.13 points), Binh Duong (34.03 points), Khanh Hoa (32.96 points), Tra Vinh (32.74 points), Long An (32.50 points), Ha Giang (32.46 points), Bac Lieu (32.43 points), Ninh Binh (31.74 points), Dien Bien (31.72 points).

On the other hand, the 10 localities ranked lowest in the FTA Index 2024 include: Quang Tri (14.49 points), Lao Cai (17.31 points), Lang Son (17.96 points), Thai Nguyen (18.61 points), Thua Thien Hue (19.08 points), Bac Ninh (19.43 points), Da Nang (19.97 points), Yen Bai (20.09 points), Ha Nam (20.83 points), Hung Yen (20.96 points).
According to the FTA Index, the national average score is 26.20 points. Thus, all 10 localities with the lowest scores are below average.
The FTA Index is a quantitative, objective and comprehensive assessment tool for the implementation capacity of FTAs in 63 provinces and cities. The FTA Index is built on four main pillars: FTA dissemination and propaganda; implementation of legal regulations on FTAs; policies to support competitiveness enhancement; and implementation of commitments on sustainable development.
According to the Minister of Industry and Trade, the announcement of the FTA Index results is not only for "comparison", but also creates motivation to promote administrative reform, support businesses to optimize opportunities from FTAs, diversify markets, supply chains and exports, contributing to realizing international economic integration in a practical and sustainable manner.
