(Baothanhhoa.vn) - Inheriting the superior values ​​from the "Popular Education" movement (BDHV) launched by President Ho Chi Minh 80 years ago, recently, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation (CDS) launched the movement and launched the "Popular Education Digital" platform (BDHVS). This platform aims to popularize digital knowledge so that all citizens can adapt to the digital transformation as well as contribute to building a digital government, digital society, digital economy and digital citizens in the digital age.

Looking back at the BDHV movement launched by President Ho Chi Minh 80 years ago, it can be seen that, along with the whole country, this movement in our province has developed strongly since the early years of launching the movement. The work of eliminating illiteracy has become a part of the revolution and is associated with important historical events of the country and the province. In particular, in February 1947, President Ho Chi Minh visited Thanh Hoa for the first time. He assigned the Party Committee and the People in the province to build Thanh Hoa into a model province, one of the strong and comprehensive rear areas; assigned the task to Thanh Hoa to establish a Cultural Committee with the responsibility of reducing the number of illiterate people by 50% by June 1947... At this time, the BDHV movement was enthusiastically responded to and actively participated in by the People. Ethnic people in the province eagerly attended literacy classes with the motto that literate people teach illiterate people, if there was no paper, they would write in the sand, if there was no pen, they would use small bamboo branches,... As a result, on January 24, 1951, Uncle Ho sent a letter to the leaders of the provincial Department of Education and Training, welcoming the achievements of "eradicating ignorance" and eliminating illiteracy that the province had achieved, and at the same time encouraged everyone, all classes, agencies and organizations to actively participate in eliminating illiteracy.

Entering a new era, in order to implement the policy of building the whole country into a learning society, Thanh Hoa continues to develop continuing education, the precursor of which is the BDHV movement. Accordingly, along with consolidating and expanding the formal education system, the province has focused on building and strongly developing community learning centers to create the foundation and premise for people to study anytime, anywhere. And, now that the country is entering the "digital age", the entire Party, the entire people, and the entire army are enthusiastically competing to implement the BDHVS movement on the BDHVS platform that has just been launched and launched by the Central Steering Committee on Science, Technology, Innovation and Digital Transformation.

The BDHVS platform is an online system built to support the improvement of digital capacity and the ability to use technology, devices, and digital applications for people. This platform officially went into operation from April 1, 2025 with the address: https://binhdanhocvuso.gov.vn. The goal is to support the dissemination of basic digital knowledge and skills to people; organize online courses on essential digital skills; guide the use of computers, smart devices, social networks and online public services; support people to interact with the government via digital platforms. At the same time, it promotes information security, prevents digital fraud, identifies fake news, and secures personal data in cyberspace...

It is known that the BDHVS platform is designed on the basis of applying leading advanced technology standards in the field of online training, ensuring flexible scalability and meeting large-scale needs for learners. With support from the Ministry of Public Security and technology units, the BDHVS platform has been upgraded with many features such as: integrating login via VNeID, using AI to monitor learning, issuing certificates via blockchain... In particular, the BDHVS platform is designed to connect with other digital systems, effectively serving the national digital transformation. This is an action to concretize Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; responding to and implementing the direction of General Secretary To Lam on lifelong learning and implementing the BDHVS movement.

At the launching ceremony of the BDHVS platform held at the end of March, Prime Minister Pham Minh Chinh delivered a speech and emphasized: “The country is facing a historic opportunity to enter a new era of strong development with the main driving force coming from science, technology, innovation and digital transformation. We must carry out a particularly important and urgent task, which is to popularize knowledge, technology about digital transformation, digital skills for all people, that is, to “eliminate illiteracy” about digital transformation”. This shows that the BDHVS movement and the BDHVS platform play a very important role in the “digital era”. This is considered a “lever” to create a breakthrough in popularizing digital knowledge for all classes of people. The Head of the Government of the Socialist Republic of Vietnam once affirmed: “If we perceive science, technology, innovation and digital transformation as objective requirements, strategic choices and top priorities in the current revolutionary period, we cannot fail to mention digital society, digital nation and comprehensive digital citizenship; from there, we cannot fail to have the BDHVS movement”.

Thus, from practical requirements, it can be seen that in the “digital age”, the BDHVS platform is the journey to enlighten people with the light of the times - the light of data, of the connection network, of smart technology. It is a journey that does not belong to anyone, each person is the subject; the learner, the teacher is the one who shares, creates and acquires digital knowledge.
