Adhering to the motto of "Understanding the people's hearts, serving wholeheartedly, improving efficiency, developing sustainably", over the past 5 years, the People's Credit Fund - Quang Binh Branch has always accompanied to promptly support policy beneficiaries to easily and conveniently access policy credit capital. At the same time, the branch has actively and effectively implemented many solutions in the work of advising on resource mobilization to ensure timely disbursement of capital to loan customers.

 

In order to transfer policy credit capital to the right beneficiaries, providing maximum support to the poor and policy subjects, the Social Policy Bank - Quang Binh Branch has focused on implementing a specific credit management method according to regulations, which is to assign and decentralize responsibilities in confirming subjects eligible for policy credit loans; implementing public democracy in the community; combining the participation of 4 socio-political organizations with the role of both social supervisors and doing some work in the policy credit process. The Social Policy Bank, together with the government and socio-political organizations acting as the commune-level trustees, has established 2,220 savings and loan groups covering all villages and residential groups in the whole province.

NHCSXH - Quang Binh Branch implements many activities towards the poor.

Over the past 5 years, the unit has disbursed loans with 21 credit programs, lending turnover reached 8,419 billion VND with 161,815 customers receiving loans, the average annual lending turnover reached 1,629.8 billion VND. This policy credit capital has been invested in production development, creating livelihoods, jobs and meeting the essential needs in the lives of the poor and other policy subjects.

 

Loans from the Vietnam Bank for Social Policies are invested in the right beneficiaries and borrowers and used for the right purposes and effectively, actively contributing to the implementation of the local poverty reduction target. Specifically, from December 31, 2019 to March 2025, loans have helped more than 9,237 poor households, 12,975 near-poor households, and 18,659 newly escaped-poverty households borrow capital to invest in production and business; attract and create jobs for more than 37,000 workers; 2,900 students borrow capital to study; over 72 workers from policy families borrow capital to work abroad; build more than 141,000 clean water and environmental sanitation works in rural areas; build more than 2,400 houses for poor households and policy beneficiaries; Helped 263 people who had completed their prison sentences to borrow capital for production, business, and reintegration into the community, thereby helping more than 13,600 households to borrow capital to escape poverty and near-poverty.

 

Accompanying the poor and policy beneficiaries, the People's Credit Fund - Quang Binh Branch has contributed to the system to affirm that the policy credit management method is completely suitable to the conditions of the country and locality, has mobilized the combined strength of the political system - the whole society to participate in implementing national target programs, ensuring social security in the area.

 

Associated with emulation movement

 

Imbued with the teachings of President Ho Chi Minh: “Competition is patriotism, patriotism requires emulation. And those who emulate are the most patriotic”, in the process of construction and development, NHCSXH-Quang Binh Branch always attaches importance to and effectively implements emulation work. In the past 5 years, the branch has created a vibrant competitive atmosphere throughout the unit, from the provincial headquarters to transaction offices. Emulation movements have focused intelligence and strength in all activities, arousing the tradition of loving the industry and profession of each cadre and employee.

 

The movements do not stop at slogans but are concretized into clear goals and targets, motivating staff and employees to promote a sense of responsibility, be proactive and creative in their work, and strive to excellently complete assigned tasks. Thanks to the positive response and synchronous implementation, the emulation movements at the branch have brought about practical results, contributing significantly to improving the quality of policy credit, expanding the beneficiaries, improving people's lives, and supporting local socio-economic development.

Many social policy credit programs have promptly reached poor households and social policy beneficiaries.

Responding to emulation movements, every year, from the Resolution of the Board of Directors of the Vietnam Bank for Social Policies at all levels, the direction and tasks of the Central Vietnam Bank for Social Policies, the Vietnam Bank for Social Policies - Quang Binh Branch has specified many tasks, thereby launching many timely and practical emulation movements associated with work efficiency and expertise. In the period of 2020-2025, the branch launched many emulation movements and received enthusiastic participation from many cadres, employees and workers.

Typical examples include the movement to compete in creative labor, promote initiatives, improve techniques, and promote scientific research activities. In the past 5 years, the People's Credit Fund - Quang Binh Branch has had 67 initiatives by 250 authors who are officials recognized and put into practical application at the branch. Notably, in 2023, the branch had 1 branch-level scientific research topic recognized and classified as excellent. The content of the initiatives focuses on solutions to improve credit quality; measures to handle, collect due debts, collect overdue debts, and outstanding debts of credit programs; improve the quality of inspection and supervision; accounting and financial management, information technology work, etc.

 

In the emulation movement "The whole country joins hands for the poor - No one is left behind" in the period of 2020-2025. The VBSP - Quang Binh Branch has focused human and capital resources to effectively implement policy credit programs. Regularly reviewing loan needs, striving to meet 100% of loans for poor households and other policy beneficiaries who have the need and are eligible for loans, contributing to accelerating the implementation of the new rural construction program in the locality as well as contributing to the goal of sustainable poverty reduction, job creation, and ensuring social security.

 

In 5 years, the People's Credit Fund - Quang Binh Branch has launched 89 emulation movements and widely deployed them to all staff and employees, with 664 collectives and 2,691 individuals being rewarded through emulation movements launched by the branch.

Responding to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" launched by the Prime Minister and the People's Committee of Quang Binh province, the branch has supported funding to eliminate temporary and dilapidated houses for 9 poor households with housing difficulties in 8 districts, towns and cities with a support amount of 95 million VND.

 

It can be affirmed that in the period of 2020-2025, the work of TĐKT at the branch has achieved many positive results, contributing significantly to the implementation of political tasks, promoting socio-economic development and ensuring social security in the area. The above results are clear evidence of the efforts of all cadres and civil servants in promoting the spirit of labor emulation, contributing to the excellent completion of assigned tasks.

 

Inheriting and promoting the achievements in the past 5 years, in the coming time, to improve the quality and effectiveness of economic restructuring work, continue to be the driving force and lever to promote the excellent completion of assigned tasks in the period of 2025-2030; NHPC-Quang Binh Branch will regularly disseminate and thoroughly implement policies and guidelines on economic restructuring work, thereby raising awareness of the importance of economic restructuring work, considering economic restructuring work as the driving force for the development and growth of the unit. Identifying economic restructuring work as an important political task, each cadre and employee contributes to creating a combined strength in building the branch and building the increasingly strong NHPC system.
