Despite the merger, policies and preferential options for candidates by subject and region will remain the same in the 2025 admission season to ensure candidates' rights.

When merging provinces and cities and redistributing administrative boundaries, how regional priority policies will be calculated when considering university admissions is an issue of concern to many candidates.

Regarding this issue, Associate Professor, Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, said that this is an issue that has been raised by the Ministry of Education and Training.

Up to this point, for university admissions, all regional priority points, subjects and priority options are still applied according to the regulations of previous years.

University admissions begin in July every year. The Deputy Director of the Department of Higher Education said that he will advise the leaders of the Ministry of Education and Training on how to handle delays in policy application in cases where local mergers take place before the time of school admissions. Accordingly, policies and preferential options will remain the same in the 2025 admissions season to ensure the rights of candidates.

According to Minister of Home Affairs Pham Thi Thanh Tra, after the Politburo meeting agreed on the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, the Government Party Committee sent a project to collect opinions from ministries, branches and localities, then synthesized and reported to the Central Executive Committee, expected in mid-April 2025. After the Central Conference, there will be a national conference to implement the merger of provincial-level administrative units and rearrangement of commune-level administrative units.
