Circular 105/2023/TT-BQP replaces Circular 16/2016/TTLT-BYT-BQP. The new feature in the military service health examination of districts, towns and cities according to Circular 105 is the addition of paraclinical examinations including: X-ray, abdominal ultrasound, electrocardiogram, hepatitis B virus testing. This is different from the previous Circular 16 which only included physical examination, clinical examination, HIV and drug testing.
According to Lieutenant Colonel Tang Tien Hiep, Deputy Commander of the Hai Duong City Military Command, with the new regulations on clinical examination, the City Health Examination Council will arrange forces and vehicles to pick up and drop off eligible citizens to the City Medical Center for X-rays. Other health examination contents will still be organized at the City Military Command as every year. "Implementing Circular 105, health examination work will be carried out more strictly and systematically, contributing to improving the quality of military recruitment, building a regular, elite, and gradually modern army. When implementing, units and localities need to proactively regulate the number of citizens coming for appropriate medical examination, ensuring time and quality," said Lieutenant Colonel Tang Tien Hiep.
In early September 2024, the Provincial Military Command issued detailed instructions on the selection and calling of citizens for military service in 2025, including the implementation of Circular 105 to the District Military Commands. The District Military Command will coordinate with the Medical Center to establish a Health Examination Council, arrange enough doctors, nurses, and technicians to ensure the correct examination specialties. In October 2024, the Provincial Military Service Council will organize training on health examination for military service in 2025, providing in-depth guidance on new content according to Circular 105 to the District Health Examination Councils.
According to the Military Commission, the Provincial Military Command, the province's military recruitment target in 2025 is forecast to increase by about 2% compared to 2024. The military recruitment target of districts, towns and cities will also increase accordingly. The Provincial Military Service Council requested the District Military Command to direct communes and wards to proactively and closely implement the stages and steps in selecting and calling citizens to join the army, grasp and classify sources. With the motto "whoever recruits is sure to be the person", localities need to determine to do a good job of preliminary selection from the beginning to select qualified soldiers.
Consider adjusting eye standards
According to Circular 105, the eye health classification standard has adjusted the content of refractive errors. Accordingly, some cases that were not qualified for examination in previous years due to refractive errors will still be able to meet the health standards in 2025.
On September 17, the Military Medical Department of the Provincial Military Command conducted a survey using an interview questionnaire on the status of refractive errors among male 12th grade students at Gia Loc High School and Tu Ky High School.
The above activity is carried out according to the plan of the Military Medical Department, General Department of Logistics on the task of surveying the status of refractive errors in young Vietnamese men of military service age as a basis for advising the Head of the Ministry of National Defense to adjust the health standards for military service in accordance with the health examination and classification standards according to Circular 105.
According to the Military Commands of districts, towns and cities, the rate of young people of military service age suffering from eye diseases has been increasing in recent years. The number of young people ready to join the army with refractive eye defects each year accounts for 50-60%... This situation is causing difficulties for the military recruitment work of localities. "At the meetings to summarize and deploy the military recruitment work in recent years, many localities have proposed to soon adjust the regulations on health standards for performing military service. In particular, eye diseases need to be considered a disease of modern society to suit the actual situation", said Lieutenant Colonel Tran Khoa Tuan, Military Assistant, Gia Loc District Military Command.
According to the Military Medical Department of the Provincial Military Command, timely adjustment of health examination standards according to Circular 105 will facilitate and overcome the current shortage of military recruits, especially the standards for refractive errors in Hai Duong.
Closely monitor, inspect, and strictly handle any negative behavior.
The Provincial Military Command advised the Provincial Military Service Council to establish working groups to monitor, supervise, and conduct surprise inspections of localities, and strictly handle any negative or wrongdoings in military recruitment. Thereby, contributing to helping the work of selecting and calling citizens to join the army to be implemented democratically, transparently, accurately, and in accordance with the law, especially in the stages of review, preliminary selection, and medical examination.
Military agencies at all levels play a core role in proactively reviewing and firmly grasping the source of citizens of military service age; actively advising, directing, and coordinating the scientific and strict implementation of stages and steps in the process of selecting and calling citizens to join the army.

Need to prepare carefully about the examination location
In order for the military service examination in 2025 to achieve high results, the Military Service Council of districts, towns and cities needs to prepare well in terms of facilities, examination locations, arrange diagrams and guides to complete procedures, and resolve issues related to the examination work in a scientific and effective manner.
With higher requirements in medical examination and recruitment, local medical facilities need to prepare adequate facilities, equipment and human resources. Local Party committees and authorities need to lead and direct closely, mobilize the participation of the entire political system, and complete the work of selecting and calling citizens to join the army.

Through research, I found that implementing Circular 105 of the Ministry of National Defense is the basis and important premise for selecting young people with good health, contributing to improving the quality of military recruitment in 2025.
With the motto "whoever you recruit, make sure they are good", the unit determined to do a good job of preliminary selection from the beginning to select qualified soldiers. The steps in the process of selecting and calling citizens to join the army are carried out by the locality openly, democratically and in accordance with the law.
Local agencies and organizations will step up propaganda work on the Law on Military Service, Circular 105, related instructions, regimes, rights and obligations of young people when joining the army to do a good job of military service examination and recruitment.
