Go from the interests of the people

In 2020, the Provincial Front chose the form of criticism in the direction of dialogue with the drafting agency (Provincial New Rural Area Coordination Office) on the draft report of the Provincial People's Committee examining the dossier requesting consideration and recognition of the completion of the task of building new rural areas for Hoi An City in 2020.

Accordingly, the Provincial Front conducted a survey on the current situation of people's lives in Tra Que vegetable village (Cam Ha commune); worked with Thanh Dong Organic Vegetable and Tourism Cooperative (Cam Thanh commune); met and listened to people's opinions on growing vegetables and participating in tourism services; surveyed the rural environment and landscape and the income of city residents in 2020.

At the same time, consultations were held with 40 former retired district and commune leaders, prestigious people in religions, representatives of prestigious people in the Chinese community and heads of several cooperatives in the city.

On that basis, the Provincial Front has clearly argued that the “income criteria” do not meet the standards. The reason is that in 2020, the COVID-19 pandemic and natural disasters have affected production and business, especially the tourism and service industry, so the average income of people has been affected to a certain extent.

Besides, in Cam Ha and Cam Kim communes, there are no cooperatives operating in accordance with the provisions of the 2012 Law on Cooperatives (requiring production linkage with consumption of key agricultural products).

After the objection, the Provincial Front proposed and the Provincial People's Committee agreed not to submit the dossier to the Central Steering Committee for appraisal and recognition of Hoi An City as completing the task of building new rural areas in 2020. According to the plan of the Provincial People's Committee, in 2025, Hoi An City will complete the task of building new rural areas.

Close to the point

In 2023, the Provincial Front Standing Committee organized a conference to provide social feedback on the draft resolution of the Provincial People's Council stipulating support policies for cadres, civil servants and public employees who are streamlining the payroll in districts, communes, wards and towns subject to administrative unit arrangement in the period of 2023 - 2025, drafted by the Department of Home Affairs of Quang Nam.

Accordingly, there are many recommendations that are closely related to the rights and interests of the relevant subjects. Such as the proposal to review and supplement the guarantee for the subjects of staff streamlining according to Decree No. 29/2023/ND-CP of the Government.

In addition, it is necessary to study and supplement subjects such as public education officials, non-professional activists at the village and residential group levels, and people working in mass organizations assigned by the Party and State. It is necessary to stipulate specific support levels for each subject to have a more reasonable and fair support level.

Mr. Pham Phu Thuy - Chairman of the Vietnam Fatherland Front Committee of Nong Son district said that the preparation of documents and content for the provincial Front's review conference was transferred quite early, so he had the opportunity to study the policy thoroughly, so that when participating in the review, he could closely address each subject, in order to bring benefits to those directly affected when implementing the policy of merging administrative units at district and commune levels.

The results of the Provincial Front's response were accepted by the Department of Home Affairs and the Provincial People's Council issued Resolution No. 37/2023/NQ-HDND, dated December 29, 2023.

To protect the legitimate rights and interests of the people, recently (June 2024), at the Conference to review the draft project on the Arrangement of administrative units at district and commune levels for the period 2023 - 2025 in the province, Mr. Le Tan Trung - former Secretary of the Que Son District Party Committee (invited by the Provincial Front to participate in the review) said that the conversion of many related documents from the old administrative unit to the new administrative unit; the correction of information and addresses in documents related to land, assets attached to land, and land use right certificates due to the arrangement of administrative units has not seen any funding to support the people.

The budget for implementing the project is 90 billion VND, but the draft project has not mentioned the amount of money the State must be responsible for supporting people when adjusting information in their records that has changed due to the arrangement.

Therefore, after the feedback, the Provincial Front proposed to arrange support funds (free of charge) for people when adjusting information on documents; funding; responsibility to overcome negative impacts, stabilize people's lives; security and order at the grassroots level; handling surplus public assets...

The drafting agency is currently receiving and finalizing the above draft project. However, upon hearing this information from the Front's feedback conference, Provincial Party Secretary Luong Nguyen Minh Triet requested the Provincial People's Committee's Party Committee to direct the development of the project in the direction that the State must provide funding to support people in adjusting related documents after the administrative unit reorganization.

“The rearrangement of administrative units is a policy of the Party and the State. We cannot let the people suffer,” the Provincial Party Secretary emphasized.

Post-review monitoring

In 2021, the Propaganda - Organization - Ethnicity - Religion Department proactively advised on developing a plan to review the draft project on Support and policies for population arrangement in mountainous areas of Quang Nam province for the period 2021 - 2025.

In addition to carefully reviewing the applicable subjects, principles for implementing the project's content, support for investment in building essential infrastructure, and support needs and sources of capital, the Provincial Front proposed to redefine the project's objectives.

Accordingly, it is not necessary to set a target of "basically completing the arrangement and stabilization of the population in the mountainous areas of the province by 2025", but rather to consider and reasonably calculate the use of the entire budget of the project to focus on investment, support to ensure accommodation, land for production, living, essential infrastructure... for 50% of the total number of households subject to the project; in which priority is given to supporting 100% of the target groups of households in disaster areas, special-use forests, protection forests... to aim for the sustainability and effectiveness of the project. The above comments were fully accepted and completed by the drafting unit before submitting to the Provincial People's Council for approval.

By 2023, after 2 years of issuing the resolution, the Provincial Vietnam Fatherland Front Committee will preside over the supervision of the District People's Committee on the implementation of population arrangement work.

Through monitoring, it is shown that in the period of 2021 - 2022, the resolution's target is to support 2,358 households in disaster areas and residing in protected areas of special-use forests and protective forests. However, by the time of stabilization (from June 2022), the whole province has only relocated 832/2,358 households (28.3%).

Of which, households in natural disaster areas, special-use forests and protective forests of Nam Tra My district relocated 117/370 households (31.6%); Hiep Duc district has just relocated 19/116 households (16.3%).

The survey revealed certain shortcomings in identifying beneficiaries. The monitoring team recommended that the Provincial People's Committee direct localities to review progress, inspect, and clearly identify beneficiaries of the policy under Resolution No. 23/2021/NQ-HDND dated July 22, 2021 to have a basis for planning tasks in the coming time; at the same time, take measures to handle households that are not beneficiaries of the support policy.

Issues that have a major impact on society and the people have had the participation of the Provincial Front in responding. The political function is clearly affirmed through the quality of the responses.

In the 2019-2024 term, 15/16 counter-arguments chaired by the Provincial Front received written responses from relevant agencies. However, the results of accepting the counter-arguments were not always thorough, because they were beyond the control of the Provincial Front.
