In Conclusion 127-KL/TW of the Politburo and Secretariat on "implementing research and proposing to continue to reorganize the apparatus of the political system", it is required to develop a project to reorganize and streamline the agencies of the Fatherland Front (FF), socio-political organizations (CT-XH), and mass associations assigned by the Party and State (at the central, provincial, and communal levels) after merging and consolidating.
Overcoming the situation of separatism and separate activities
Specifically, in Conclusion 127-KL/TW, the Politburo and the Secretariat assigned the Party Committee of the Vietnam Fatherland Front and the Central mass organizations to preside over and coordinate with the Central Organization Committee, the Government Party Committee, the National Assembly Party Committee and relevant agencies to research and develop orientations, develop projects and reports to the Politburo. In particular, a general review of the functions, tasks, and organizational structure of affiliated agencies and organizations, and the rearrangement of socio-political organizations and mass organizations assigned by the Party and the State to be directly under the Central Committee of the Vietnam Fatherland Front (in sync with the current Party organizational structure).
Commenting on this issue, Chairman of the Advisory Council for Democracy and Law (Vietnam Fatherland Front Committee of Hanoi City) Pham Ngoc Thao said that Conclusion 127-KL/TW is the successor to the Resolution of the Central Committee from 2017. The policy of streamlining the political apparatus has existed for many years, but for many reasons, the implementation has been slow. In particular, the requirement to streamline and bring socio-political organizations and mass organizations under the direct control of the Vietnam Fatherland Front Committee, with very specific contents, within the Party's policy, following the current general trend, is a very urgent task, in the condition that the political apparatus has exceeded the endurance of the economy.
"It is not until now that the Central Committee has repeatedly mentioned the issue of streamlining the apparatus. This policy in the current context is completely correct and urgent compared to practical requirements as well as the demands of the economy," Mr. Pham Ngoc Thao affirmed.
Explaining that statement, the Chairman of the Advisory Council for Democracy and Law (Vietnam Fatherland Front Committee of Hanoi City) said that the functions and tasks of the Fatherland Front and socio-political organizations and mass organizations have their own characteristics and different targets, but they all have the same goals and functions of propagating, educating, and mobilizing the masses to participate in emulation in labor production, complying with the Party's viewpoints and policies and political tasks, building the State, developing the economy, culture, society, etc. In reality, many tasks of socio-political organizations and mass organizations in localities follow many different channels but have many overlaps and similar ways of doing things.
From there, the Chairman of the Advisory Council for Democracy and Law affirmed that merging these organizations into one organization brings the first benefit of gathering organizations into one place of common management, with common tasks. Moreover, if these organizations can be streamlined, it will help save both the apparatus and the State budget. "The goal of the bases is still those masses, but sometimes 3-4 organizations work together, so now merging them into one will be easier to implement" - Mr. Pham Ngoc Thao expressed his opinion.
Sharing this view, Dr. Le Van Hoat - former Permanent Vice Chairman of the Hanoi People's Council commented that bringing socio-political organizations and mass associations under the Vietnam Fatherland Front will strengthen the closeness and connection in political organizations, the representative agency of which is the Vietnam Fatherland Front.
"I personally find this policy very suitable when currently there are too many social-political organizations and mass associations established, while separate organizations operate independently, with poor connectivity. If there is a connection to unify policies, unify actions, serve a common purpose, under one center, it will be great, overcoming the situation of separatism and separation" - Dr. Le Van Hoat expressed his opinion.
Revolution in perception, thinking and action
According to experts, when having to change any organizational model, there are always challenges in the initial stages, which are about awareness and unification of actions, but once there is consensus and unity, there are no more obstacles.
"The biggest difficulty to overcome when embarking on the current process of streamlining the apparatus is how to have the right perception and unity of viewpoint. When no one or organization puts their own field and interests above all else, there will be no disagreement or lack of consensus in viewpoints and perceptions" - Dr. Le Van Hoat frankly said.
From there, this expert believes that propaganda work to bring the organization and arrangement of this apparatus to a real revolution in perception, thinking and action, starting from the leader is very important. To reach the destination fastest and in the right direction, we must start with a unified perception.
" As General Secretary To Lam said, we must sacrifice small and personal things to take care of the big picture. Therefore, we need to agree that this is a revolution in the political system, not following the old way of thinking, not being bound by the old mechanism and following the old path, but must change according to new requirements, putting the common requirements first - with such awareness from the leaders, the implementation will be smooth" - Dr. Le Van Hoat expressed his opinion.
Regarding the contents related to streamlining socio-political organizations and mass organizations, Chairman of the Democracy-Law Advisory Council Pham Ngoc Thao said that since it is a common policy and in line with the trend, it must definitely be done. However, to effectively carry out the streamlining of the apparatus, it is necessary to calculate all issues regarding models, mechanisms, and policies, to form new organizations that have a connection between economic issues and political issues without affecting the common work.
To carry out the project of rearranging and streamlining the agencies of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State (at the central, provincial, and communal levels) after the merger and consolidation, the Politburo and the Secretariat assigned the Party Committee of the Vietnam Fatherland Front and the central mass organizations to urgently implement it; receive comments from provincial and municipal Party Committees, Party Committees directly under the Central Committee, agencies, organizations, and central Party committees; complete the project and report to the Politburo and the Secretariat before March 27, 2025. From there, receive comments from the Politburo, the Secretariat, and agencies, complete the project and submission; submit to the Central Party Executive Committee before April 7, 2025.
The Party Committee of the Vietnam Fatherland Front and central mass organizations are assigned to preside over and coordinate with relevant agencies to study, amend and supplement regulations and instructions related to the arrangement and streamlining of Vietnam Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and State (central, provincial, and communal levels), report to the Politburo and the Secretariat for consideration according to their authority and complete no later than June 30, 2025.
