In the program of the 21st session of the 18th Provincial People's Council, term 2021-2026, this morning (July 10), at group 4, delegates held a group discussion with the participation of delegates elected from the following units: Anh Son, Quy Hop, Quy Chau, Que Phong, Con Cuong, Tuong Duong, Ky Son districts. Comrade Vi Van Hoe - Provincial Party Committee member, Secretary of Ky Son District Party Committee chaired the group discussion session.

Attending the discussion at group 4 were comrades: Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council.

  Discussing in the group, delegate Truong Minh Cuong - Que Phong district pointed out the shortcomings in the process of investing, handing over and putting into use the rural power grid system in the area. That is, in the district, there are power grid projects that have been delayed for more than 2 years and have not been connected to the people; compensation payments to people after investing in site clearance to implement power projects have not been made, causing difficulties for people's lives.

Delegate Truong Minh Cuong - Que Phong district expressed his opinion

There are some locations where the electricity is weaker after the transformer station is repaired and upgraded, “sometimes people cannot cook rice during peak hours”. Therefore, the province is requested to direct the Electricity sector to completely resolve the existing problems, difficulties and inadequacies so that people can stabilize their lives and develop production and business.

Delegate Vi Van Quy - Quy Hop district expressed his opinion.

Delegate Vi Van Quy - Quy Hop district said that the 10th grade entrance exam has a reality that makes parents worried and students feel pressured, which is allowing candidates to change their wishes. Because when students from the city go to schools in the surrounding areas, local students have difficulty competing and have no chance to enter the school. However, it is worth mentioning that after studying for a while in mountainous schools, students can transfer to the local school where they live, causing empty seats in the classrooms, but local students cannot attend.

Delegate Luc Thi Lien expressed her opinion.

According to delegate Luc Thi Lien, based on the actual situation and requirements, especially the National Assembly's recent approval of the Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, this is an important premise to help the province have more potential for rapid and sustainable development. In the coming time, to promote the socio-economic development goals, it is recommended that the province should launch and encourage cadres and party members to propose ideas on administrative reform, economic zone development, vocational training, environmental protection, etc. with a broader scope. At the same time, attention should be paid to allocating capital sources and attracting investment to create jobs on the spot and increase income for the labor force in mountainous districts; attention should be paid to supporting and attracting garment factories. There should be solutions to "retain" doctors working in public hospitals because there is currently a situation of doctors quitting their jobs and moving to private hospitals and medical facilities, etc.

Delegates also suggested that attention should be paid to HIV/AIDS prevention in mountainous villages and hamlets because the number of drug addicts is increasing, not decreasing; communication should be strengthened and the effectiveness of social evil prevention should be improved. Attention should be paid to disease prevention propaganda, especially diphtheria.

In addition, delegates also expressed concerns about the slow support for people after the recognition of OCOP products in mountainous districts; the efficiency of using rural markets is not high, and attention should be paid to investing in the development of some traditional markets. Difficulties in procedures for merging schools and handling assets after the merger; there is no new administrative map after the arrangement and merger of administrative units. There should be specific and appropriate instructions on urban civilization standards for districts to easily implement; attention should be paid to meeting the needs of high-quality human resources for businesses; licensing the exploitation of construction materials, collecting sand in hydroelectric reservoirs; resolving the situation of "encroachment and encroachment"...

Regarding diphtheria, Deputy Director of the Department of Health Nguyen Van Thuong said that after receiving the information, the Department of Health directed the Center for Disease Control (CDC) to come to the hospital to collect samples for testing, conduct fresh staining of the specimens, and send staff to directly bring the samples to the Central Institute of Hygiene and Epidemiology that night; at the same time, support the investigation and prevention of the epidemic from the night of July 5. The Department of Health also sent an urgent document to the units, directing them to strengthen the close monitoring of the diphtheria epidemic situation, early detection, and timely isolation instructions to prevent the epidemic from spreading and prolonging, for cases of the disease, and to localize and thoroughly handle the outbreak.

Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh spoke.

Responding to and clarifying the opinions of the delegates, Mr. Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee said that he would direct the Electricity sector to coordinate with localities to resolve specific problems and difficulties. Regarding the site clearance that has been handed over to the Electricity sector, it is necessary to propagate to the people to understand that the source has been arranged but the dossier on forest land conversion has not been completed. At the same time, it is necessary to review the load after the renovation and upgrade, making the power source weaker.

Regarding OCOP products, Nghe An has the largest number of products meeting OCOP standards and quality in the country. However, these products have not yet become commodities because they have not yet maintained a source of raw materials to make the products that meet regular and continuous requirements, and at the same time, they also depend on the consumption capacity of customers.

Regarding investment attraction and high-quality human resources, according to the Standing Vice Chairman of the Provincial People's Committee, in the first 6 months of 2024, the province has created jobs for 30,300 workers - completing the set plan. Regarding high-quality human resources, the Vietnam - Korea Technical College currently provides training but businesses have not been able to retain them, making it very difficult to retain local labor resources.

Regarding the attraction of garment factory construction, according to the Standing Vice Chairman of the Provincial People's Committee, in some mountainous districts, if garment factories are attracted, the human resources will not be able to meet the demand, so it is necessary to carefully study this content. Regarding the criteria, order, and procedures for considering and recognizing civilized urban standards, according to the Standing Vice Chairman of the Provincial People's Council, Le Hong Vinh, this is a difficult content, with many rigid criteria, and this content will be accepted...
