The Thanh Phu Commune Eco-Tourism and Trade Urban Area Project (Ben Luc District) is invested by two joint ventures, DB Investment and Development One Member Co., Ltd. and Ecopark Group Joint Stock Company. The total area of ​​land acquisition and clearance is 219.5 hectares, with 1,112 households affected.

The land and property inventory has reached 99.9%, only 0.05ha has not been inventoried due to lack of cooperation from related households.

On September 13, 2024, the District Compensation and Resettlement Support Council met to consider and approve resettlement policies for 327 cases. Of these, 173 cases were eligible for resettlement, 76 cases were allocated land with land use fees, and 78 cases were resettled in cash.

The District People's Committee has approved compensation plans for 1,088 cases, with a total amount of VND 4,094.8 billion, of which VND 3,813.6 billion has been paid (93.13%) and 199.1 hectares have been recovered out of a total area of ​​209.6 hectares (94.9%).

The project was allocated land in the first phase by the Provincial People's Committee in Decision No. 11069/QD-UBND, dated October 28, 2024 with an area of ​​142.22 hectares (including 140.42 hectares of private land and 1.8 hectares of public land). Phase 2 is being requested to be allocated with an area of ​​51.8 hectares.

Although many positive results have been achieved, the implementation process still has some difficulties and obstacles. Currently, there are 88 cases that have a compensation plan but have not agreed to receive money for an area of ​​10.49 hectares. The main reasons for these households not agreeing are that they do not agree with the compensation price, request resettlement support in the form of land instead of money, or request adjustments to the level of job conversion support.

To overcome difficulties, authorities at all levels and investors continue to strengthen advocacy; at the same time, implement appropriate support measures.

For households that have not received compensation, continue to dialogue, explain compensation and resettlement policies; at the same time, prepare enforcement plans according to regulations if necessary. Propose additional support for cases that do not meet the conditions for job conversion support, with the support level equal to 80% of current regulations.

In cases where households with houses and structures do not agree with the compensation price according to the Decision of the Provincial People's Committee, they will hire a consulting unit to appraise the compensation price according to the actual construction cost, ensuring the rights of the people. Verify the actual household registration of households eligible for resettlement with household registration outside the locality, to consider support for stabilizing their lives.

Ben Luc District People's Committee has also issued 16 decisions on compulsory land acquisition. The plan is expected to be established in March 2025 to organize the enforcement and hand over the site to the investor.

At the same time, the Investment and Construction Project Management Board coordinated with the People's Committee of Thanh Phu Commune to consolidate 6 dossiers requesting the application of compulsory land recovery measures. It is expected that in April 2025, compulsory land recovery will be organized for the remaining 6 cases to ensure the handover of the site on schedule.

The Thanh Phu Commune Eco-Tourism Trade Urban Area Project is one of the key projects, which is of great significance to the development of Ben Luc District in particular and Long An Province in general. The local government and the investor are making efforts to gradually overcome difficulties, ensuring that the project is implemented on schedule, harmonizing the interests of the State, enterprises and people./.
