Submit to the Provincial People's Committee to promulgate legal documents on natural resources and environment management and draft regulations on functions and tasks of units and centers under the Department; submit to the Provincial People's Committee draft decisions and directives of the Provincial People's Committee in this field; organize the implementation of legal documents, planning, plans, programs, projects, and proposals approved and monitored by competent authorities in this field...
In addition, the Department also advises on State management in the fields of land, water resources, mineral resources, environment, hydrometeorology, climate change, surveying and mapping, integrated resource management, protection of marine and island environment; remote sensing, application of information technology and digital transformation of environmental resources; assists the Provincial People's Committee in developing plans and organizing training on natural resources and environment for district-level natural resources and environment officials and organizing other assigned tasks...
Regarding the organizational structure and staffing: In addition to the Board of Directors consisting of 1 director and 3-4 deputy directors, the Department of Natural Resources and Environment has 5 specialized and professional departments: Department of Finance - Planning; Department of Land Management; Department of Minerals; Department of Water Resources, Islands, Hydrometeorology and Climate Change; Department of Surveying, Mapping and Remote Sensing and 3 departments, professional organizations: Inspection Department, Office, and Environmental Protection Sub-Department.
The Department of Natural Resources and Environment has 6 public service units: Land Management Office; Center for Natural Resources and Environment Monitoring, Center for Land Fund Development ; Center for Natural Resources and Environment Engineering; Environmental Protection Fund and Information Technology Center. The civil service payroll and the number of employees in public service units are assigned based on job positions, linked to functions, tasks and scope of activities and are within the total civil service payroll, the number of employees in administrative agencies, organizations or public service units of the province approved or assigned by competent authorities.
Mr. Ho Phan Long - Chief of Office of the Department of Natural Resources and Environment added: According to this new Decision, along with adding some functions and tasks to the departments, offices and units under the Department to make it clearer, the Department has also merged the Department of Water Resources, Sea and Islands and the Department of Hydrometeorology, Climate Change, to establish the Department of Water Resources, Sea and Islands, Hydrometeorology and Climate Change.
This Decision takes effect from November 10, 2023, replacing Decision No. 38/2015/QD-UBND dated July 24, 2015 of the Provincial People's Committee stipulating the functions, tasks, powers and structure and organization of the Department of Natural Resources and Environment of Nghe An province./.
