Ho Chi Minh City Department of Natural Resources and Environment proposes solutions to the 800 billion tax debt of the Zoo and Botanical Garden

The Department of Natural Resources and Environment (DONRE) of Ho Chi Minh City has just provided information on the land rental debt of about VND800 billion of Saigon Zoo and Botanical Garden One Member Co., Ltd., located at 2 Nguyen Binh Khiem, Ben Nghe Ward, District 1.

According to the Department of Natural Resources and Environment, Saigon Zoo and Botanical Gardens operates under the model of an economic organization, using public land combined with business activities (selling entrance tickets). Pursuant to the 2013 Land Law, the State regulates land lease for economic organizations using public land for business purposes.

On December 4, 2014, the Ho Chi Minh City People's Committee issued Decision No. 5218, leasing the land at 2 Nguyen Binh Khiem to Saigon Zoo and Botanical Garden for public use, with an annual land lease payment regime. The land lease term is 50 years from the effective date of the decision.

After working with Saigon Zoo and Botanical Garden, the Department of Natural Resources and Environment agreed on the following implementation contents: The company must review and declare in detail the land use area, including: The part with business purposes (children's play area, souvenir shop, coffee shop, service area...).

For areas not intended for business purposes (green areas, lakes, barns, roads, animal husbandry areas, etc.), the company must contact a surveying unit to create a current map, showing in detail the boundaries and area of ​​the land.

After completing the above steps, the company needs to submit the application to the Department of Natural Resources and Environment for review and submit to the City People's Committee to decide on the appropriate form of land use according to regulations.

The Department of Natural Resources and Environment emphasized that Saigon Zoo and Botanical Garden is a special area, playing an important role in maintaining the green space of the center of Ho Chi Minh City. This is not only a place for people to study and have fun, especially children, but also a place of historical and cultural significance, contributing to the preservation of gene sources and maintaining biodiversity.

Most of the land area managed by the Zoo is public areas such as parks, lakes, green spaces and roads. The Department of Natural Resources and Environment has noted the difficulties and problems in the management and use of land by the unit.

After the Zoo completes the declaration and report on the current land use status, the Department of Natural Resources and Environment will submit it to the City People's Committee for consideration and resolution, and at the same time give instructions to relevant departments and branches to resolve the recommendations in accordance with legal regulations.

Currently, Saigon Zoo and Botanical Garden has proposed to the City People's Committee and related departments and branches to consider: Adjusting and supplementing land use regulations, on the basis of clearly classifying areas for business purposes and areas not for business purposes. Applying appropriate policies to support the unit in maintaining and developing conservation, education and community service activities.
