Specifically, establish the State Steering Committee for important national programs, works and projects, key energy sector (Steering Committee), to perform the function of assisting the Prime Minister in researching, directing and coordinating the resolution of important, inter-sectoral tasks in implementing important national programs, works and projects, key energy sector.
Deputy Prime Minister Tran Hong Ha is the Head of the Committee.
The Deputy Heads of the Committee include: Minister of Industry and Trade Nguyen Hong Dien (Standing Deputy Head of the Committee); Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh.
The members include:
- Deputy Minister of Industry and Trade (in charge of energy) (Standing Member); leaders of the Ministries of Planning and Investment, Science and Technology, Transport, Agriculture and Rural Development, Information and Communications, Natural Resources and Environment, Finance, Foreign Affairs, Construction, Justice, Public Security, National Defense; leaders of the State Bank of Vietnam; leaders of the Government Office.
- Invite 01 leader of the National Assembly's Committee on Science, Technology and Environment;
- Chairman of the People's Committee of provinces and centrally-run cities with important national and key energy projects in the area, or with important national and key energy projects passing through;
- Chairman of the Board of Members, General Director of Vietnam Electricity Group;
- Chairman of the Board of Members, General Director of Vietnam Oil and Gas Group;
- Chairman of the Board of Members, General Director of Vietnam National Coal - Mineral Industries Group;
Depending on the actual situation, the Head of the Steering Committee may invite additional Leaders of some Ministries, branches, and agencies to participate as members of the Steering Committee or request Leaders of Ministries, branches, agencies, and localities to attend the meeting and report on necessary issues.
Duties and powers of the Steering Committee
The Steering Committee has the duty and authority to research and propose to the Prime Minister directions and solutions to resolve important inter-sectoral issues to speed up the progress of important national programs, works and projects, and key projects in the energy sector.
Assist the Prime Minister in directing, inspecting, coordinating and urging relevant ministries, branches and localities to carry out tasks on investment and construction of important national programs, works and projects, key projects in the energy sector in accordance with resolutions of the National Assembly, the Government and decisions and directives of the Prime Minister.
Assist the Prime Minister in urging and directing the implementation of important national programs, works and projects in the energy sector according to regulations; direct relevant ministries, branches and localities to perform the following tasks:
Organize the implementation of plans for projects and works according to assigned functions and tasks; closely and effectively coordinate in advising and proposing solutions and measures for project implementation; promptly report difficulties and problems beyond authority and propose solutions for the Prime Minister to consider and decide.
Direct, inspect and urge investors of works, projects, consulting organizations and contractors to perform the tasks identified in the approved Planning, Plan, investment policy of works, projects or approval decisions of each component project to ensure construction progress and quality of works.
Direct and urge the settlement of difficulties and problems related to site clearance for important national and key projects in the energy sector within the authority.
Direct and urge relevant agencies, organizations and units to implement key tasks, projects and plans under the Energy Efficiency and Conservation Program approved by the Prime Minister in Decision No. 280/QD-TTg dated March 13, 2019.
The list of important national programs, works, projects, key energy sector projects and proposals under the direction of the Steering Committee proposed by the Ministry of Industry and Trade, submitted to the Prime Minister for approval in accordance with the requirements of each stage.
The Ministry of Industry and Trade is the Standing Body of the Steering Committee. The Steering Committee is assisted by the Steering Committee Office located at the Ministry of Industry and Trade and the Secretariat is composed of leaders and civil servants working part-time at the Government Office.
