The Prime Minister emphasized that, in addition to the achievements, there are still 6 major difficulties and obstacles that ministries, branches and localities need to focus on resolving in the coming time:

1. Site clearance (GPMB) of the remaining area of ​​some projects is still slow, especially in the following localities: Dong Nai, Khanh Hoa, Dak Lak, Tuyen Quang, Quang Binh, Quang Tri, Da Nang, Hung Yen, Kien Giang. Requesting the Secretaries and Chairmen to mobilize the combined strength of the entire political system, organizations and unions such as the Fatherland Front, the Mass Mobilization Committee, the Ho Chi Minh Communist Youth Union, etc. to participate in the site clearance work as required in Official Dispatch No. 54/CD-TTg dated May 28, 2024 of the Prime Minister, to strengthen direct dialogue with the people, carry out mass mobilization work to grasp their thoughts and aspirations, flexibly and effectively apply legal provisions to resolve legitimate and just complaints and petitions of the people, etc.

2. The relocation of technical infrastructure of some projects is still behind schedule and does not meet requirements. The Ministry of Industry and Trade and Vietnam Electricity Group continue to guide and support localities in implementing the progress.

3. About construction materials

Localities with mines need to proactively research and review relevant legal procedures (licensing commercial mines, registering and adding mines to be exploited under specific mechanisms) to speed up mining procedures and meet construction progress. Localities assigned to be project management agencies should proactively search for and identify material sources for projects, coordinate with local agencies and departments with material mines to complete mine licensing procedures to ensure the source of filling materials and meet project progress.

For the Mekong Delta region and Ho Chi Minh City area, Deputy Prime Minister Tran Hong Ha, Minister of Transport (MOT), Minister of Natural Resources and Environment (MONRE) were assigned to organize a conference in Ben Tre province to resolve the source of materials for projects before June 25, 2024, and direct ministries, agencies, and localities to organize inspections, thorough assessments, and determine the cause of rice deaths in the construction area of ​​the Can Tho - Ca Mau expressway.

4. Construction organization in 3 shifts and 4 shifts: localities should increase mobilization of people, investors, and contractors to negotiate and discuss with people to organize reasonable construction time, minimizing impact on people's lives.

5. Investment procedures for projects under the PPP method, the provinces assigned as competent authorities proactively, actively, creatively coordinate with the Ministry of Planning and Investment (MPI) to organize the implementation of the Gia Nghia - Chon Thanh, Ninh Binh - Hai Phong, Ho Chi Minh City - Moc Bai projects. The Ministry of Planning and Investment urgently guides localities, speeding up the progress of implementing procedures.

6. Chairmen of the People's Committees of provinces and cities should promote a sense of responsibility and be more proactive and creative in resolving difficulties and obstacles regarding site clearance and construction materials, and support investors and contractors in implementing projects. Ministries and branches should proactively handle issues according to their assigned authority and functions and tasks. Only report to the Prime Minister when they exceed their authority, avoiding shirking and evasion.

Project Management Boards and contractors uphold the sense of responsibility, work in "3 shifts", ensure quality, technical - aesthetic, environmental sanitation, labor safety, create landscape and development space of the project after completion; coordinate with localities to remove difficulties and obstacles related to construction materials and site clearance. Agencies and units strengthen inspection, prevent corruption, negativity, waste, prevent collusion, contract trading, etc.

Building a 500-day emulation program to strive to complete highway projects

For projects that are being prepared for investment and implemented, the Prime Minister requested the Ministry of Transport to coordinate with the Ministry of Home Affairs to develop a 500-day emulation program to strive to complete expressway projects to welcome the 14th National Congress of the Party;

At the same time, closely coordinate with the Ministry of Planning and Investment to appraise the feasibility study report of the Dau Giay - Tan Phu project, and approve it in June 2024; Take the lead in coordinating with ministries and agencies to guide, work, monitor and urge the provinces and cities: Hanoi, Son La, Thai Binh, Ninh Binh, Lam Dong, Binh Duong, Hoa Binh, Ninh Binh, Tien Giang to urgently implement procedures according to regulations to ensure the commencement of projects according to the assigned schedule.

The Ministry of Planning and Investment focuses on guiding and promoting the appraisal of investment projects under the PPP method; collect opinions according to the Government's working regulations, do not wait for a long time, units that do not have opinions after the deadline are considered to agree and must be responsible for the approved contents; Urgently organize the appraisal of the Feasibility Study Report of the Ninh Binh - Hai Phong project, the section through Nam Dinh and Thai Binh provinces under the PPP method; Dong Dang - Tra Linh and Hoa Lac - Hoa Binh expressway projects; give opinions according to the direction of Deputy Prime Minister Tran Hong Ha on the Pre-feasibility Study Report of the Ho Chi Minh City - Moc Bai project in June 2024;

The provinces of Son La, Thai Binh, Ninh Binh, Lam Dong, and Binh Duong accelerate the progress of preparing and approving feasibility study reports for the projects Hoa Binh - Moc Chau, Ninh Binh - Hai Phong (public investment section through Ninh Binh and Nam Dinh - Thai Binh section under the PPP method), Tan Phu - Bao Loc, Bao Loc - Lien Khuong, Ho Chi Minh City - Thu Dau Mot - Chon Thanh; strive to start construction in 2024 (in particular, the Cao Lanh - An Huu project section through Tien Giang province will start construction in July 2024); send detailed implementation plans to the Ministry of Transport for synthesis, monitoring, and urging;

Hanoi City and Hoa Binh Province speed up investment procedures to soon start construction of Hoa Binh - Moc Chau projects, Component Project 3 of Hanoi Ring Road 4;

Ho Chi Minh City and Hanoi, based on the results of working with the Ministry of Finance, proactively deploy tasks to soon complete procedures for disbursing ODA capital for urban railway projects.

The State Capital Management Committee at Enterprises directed VEC to accelerate the completion of the pre-feasibility study report on the Ho Chi Minh City - Long Thanh section expansion project as directed by Deputy Prime Minister Tran Hong Ha in Notice No. 200/TB-VPCP dated May 5, 2024, and submit for investment policy approval in November 2024.

Complete procedures soon to exploit construction material mines

For projects under construction and related contents, the Prime Minister assigned the Ministry of Transport to continue directing investors and contractors to coordinate with localities to promptly complete procedures to exploit construction material mines, ensuring sufficient reserves and capacity to exploit mines under the North-South Eastern Expressway project in the 2021-2025 period to meet the required progress; take advantage of favorable weather conditions to speed up the construction of the North-South Expressway project in the 2021-2025 period, Khanh Hoa - Buon Ma Thuot, Bien Hoa - Vung Tau, Ho Chi Minh road; direct the Project Management Board and contractors to review the stone supply source for the Hoai Nhon - Quy Nhon project to ensure economic and technical conditions;

The Ministry of Natural Resources and Environment shall preside over and coordinate with the Ministry of Transport to advise the Prime Minister to direct localities in the Mekong Delta region to allocate and coordinate sand sources for projects in the region to meet construction progress and complete projects; study and guide competent agencies and localities with material sources to flexibly regulate the volume and capacity of mines granted to contractors according to the specific mechanism as proposed by the Ministry of Transport;

The Ministry of Finance continues to coordinate and support competent authorities and investors to complete procedures related to ODA loans for urban railway projects, Ben Luc - Long Thanh, My An - Cao Lanh expressways; consider amending Decrees to remove obstacles and speed up the implementation of procedures related to ODA loans, ensuring comprehensiveness.

The Ministry of Industry and Trade and EVN are in charge of guiding Khanh Hoa province to resolve land clearance issues related to solar power plants.

Complete site clearance for key projects

The Prime Minister requested localities to continue to seriously implement the Prime Minister's direction in Official Dispatch No. 54/CD-TTg dated May 28, 2024, mobilizing the entire political system to accelerate the progress and complete the site clearance of key and important national projects, especially the localities: Dong Nai, Khanh Hoa, Dak Lak, Tuyen Quang, Quang Binh, Quang Tri, Da Nang, Hung Yen, Kien Giang; the provinces of Ha Tinh, Quang Binh, Binh Dinh, Khanh Hoa urgently complete the handover of the entire remaining site area of ​​the North-South Expressway project in the East phase 2021 - 2025, before June 30, 2024.

Regarding construction materials: Vinh Long province will take the lead, together with investors and contractors, to continue to mobilize people and take drastic measures to completely resolve the situation of obstructing the exploitation of 02 sand mines in the province before June 26, 2024;

Soc Trang province urgently completes procedures to issue Certificates of sea sand and river sand exploitation so that contractors can exploit in June 2024;

Dong Thap and An Giang provinces urgently approve the increase of mining capacity for cases that meet the conditions and procedures;

Regarding construction implementation: Localities direct and urge investors, project management boards, and contractors to mobilize sufficient human and material resources for construction while closely controlling quality and progress; promptly remove difficulties and obstacles to meet the set plan; for projects behind schedule, it is necessary to direct contractors to supplement human and material resources to implement construction to compensate for progress, especially in the provinces of Dong Nai, Bac Ninh, Can Tho, Hau Giang, Soc Trang, and Dak Lak;

Hanoi and Ho Chi Minh City proactively, resolutely, and actively deploy to put into operation the Nhon - Hanoi Railway Station and Ben Thanh - Suoi Tien urban railway projects on schedule according to the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 239/TB-VPCP dated May 23, 2024 of the Government Office.
