Regarding the Dai Tung Lam Hoa Sen Spiritual Tourism Area project in Da Huoai district, Lam Dong province, invested by Hoa Sen Investment Group Company Limited (Hoa Sen Group), on June 6, the Department of Planning and Investment of Lam Dong province said that this agency is seeking opinions from departments and branches on adjusting the project.
Accordingly, regarding the project's land records, in 2011, Lam Dong Provincial People's Committee leased 361.21 hectares of forestry land (with forest) to Hoa Sen Investment and Tourism Company Limited. In 2014, the Department of Natural Resources and Environment (DONRE) signed a land lease contract and issued a certificate to this enterprise.

Of the total area of 361 hectares of land that Hoa Sen Group leased to implement the Spiritual Tourism Area project, 1.86 hectares of land have been granted certificates to the people.
By 2018, Lam Dong Provincial People's Committee had changed the name of the land and forest leasing organization to Hoa Sen Group. The Dai Tung Lam Hoa Sen Spiritual Tourism Area project has a scale of 526 hectares, divided into 2 areas.
The total land area of Zone 1 is 427.13ha. The investor has leased 361.21ha, the remaining area has not yet been decided to lease. Of the 361.21ha leased to Hoa Sen Group, there is 1.86ha of overlapping land, and the authorities have issued certificates to households and individuals.
Lam Dong Department of Natural Resources and Environment requested clarification on whether this 1.86ha area should continue to be included in the project scope or be adjusted out.
Area 2 of the project has a scale of 99.46 hectares in Da M'ri town, Da Huoai district, excluding river and stream land. Lam Dong Provincial People's Committee has approved the boundary and area for Hoa Sen Group to prepare documents and implementation procedures in January 2023.
To adjust the project scale in accordance with regulations, the Department of Natural Resources and Environment proposed to review the boundaries, leased land area and boundaries approved by the Provincial People's Committee, as well as the ability to successfully negotiate with households and individuals within the project scope.
In case of proposals for adjusting or supplementing project objectives, the Department of Natural Resources and Environment requests the Department of Planning and Investment to consider the scale of land fund in accordance with the actual situation.
At the same time, the project land area needs to be determined according to land type criteria such as commercial service land, forestry land or other land suitable for land use planning.

During the investor's construction of the project, authorities discovered about 30 illegally built solid construction items, including roads, houses and several other works.
In addition, the investor also dug a hill opposite the project to get soil and rocks for leveling the ground, filling up almost the entire Tien stream, a famous tourist destination in the middle of Madagui forest.
Regarding land use planning of land types within the project scope, the Department of Natural Resources and Environment proposes to consult the People's Committee of Da Huoai district for consideration and updating, in accordance with the land use planning for the period 2021 - 2030.
Previously, in June 2022, Lam Dong Provincial People's Committee issued a document suspending all construction activities at the Dai Tung Lam Hoa Sen Spiritual Tourism Area project.
