On December 4, the Politburo and the Central Party Secretariat held a national conference to study and disseminate the Resolution of the 8th Conference of the Central Party Committee (13th tenure) in both direct and online formats at 16,242 points nationwide with over 1.4 million cadres and party members participating in the study.

Delivering the presentation on the topic "Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy", President Vo Van Thuong summarized the outstanding results after 20 years of implementing Resolution No. 23-NQ/TW of the Party Central Committee (9th tenure) on promoting the strength of great national unity for a rich people, a strong country, a fair, democratic and civilized society, in which he especially emphasized: The material and spiritual life of the people has been constantly improved; the people's right to mastery has been respected and increasingly put into practice, especially direct democracy and grassroots democracy. The tradition and strength of great national unity have been consolidated, enhanced, promoted, making important contributions to the cause of building and defending the Fatherland. However, in addition to the achieved results, the concretization and implementation of the Party's guidelines and policies, the State's policies and laws on promoting the strength of the great national unity bloc in some areas and localities have not been very effective, and have not yet aroused and promoted the great potential of the people. Delivering the presentation on the topic "Continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period", Prime Minister Pham Minh Chinh emphasized the viewpoint of Resolution No. 42-NQ/TW dated November 24, 2023 of the Party Central Committee (13th tenure): Social policy is a policy to care for people, for people, taking people as the center, the subject, the goal, the driving force, the resource for sustainable national development; is a regular and important task of the Party, the State, the political system and the whole society. Along with the important resolutions thoroughly grasped at the conference, following the 7th Central Conference on evaluating the results of the half-term implementation of the Resolution of the 13th National Party Congress, the 8th Central Conference discussed and gave opinions on a number of other major issues such as: Planning the Party Central Committee (14th tenure) for the 2026 - 2031 term; the socio-economic situation, state budget in 2023, 2024 and the 3-year state budget and finance plan for 2024 - 2026 and the roadmap for implementing the new salary regime.
