Since the re-establishment of the district in 2003, Tay Giang has immediately embarked on a facelift, starting with planning, arranging and relocating the population. After more than 20 years of implementation, dozens of resettlement areas have been built and formed, creating a stable living environment right in the remote border area adjacent to Laos.
Mr. Tran Van Ta - Head of the Department of Agriculture and Rural Development of Tay Giang district said that in order to effectively implement the mechanism and policies on population arrangement and stabilization in the district associated with new rural construction, in recent years, the Department of Agriculture and Rural Development has advised the District People's Committee to establish a Steering Committee and a District-level Professional Support Team to implement Resolutions No. 12 and 23 of the Provincial People's Council.
At the same time, establish a Steering Committee for implementation at the commune level; in which the Chairman of the Commune Fatherland Front Committee, together with heads of farmers', women's and youth unions, are invited to participate as members.
The formation of a synchronous organizational apparatus from district to commune and the smooth and regular coordination between the State management advisory agency and the Front and mass organizations have achieved very impressive results.
Specifically, in the period of 2019 - 2024, the locality will arrange and relocate 1,248 households to build new rural areas; of which 1,058 households will be centrally arranged and 190 households will be combined, with a total support budget of about more than 65.2 billion VND.
“All for the common goal. During the implementation process, we always received support, response and consensus from the people and the community. These results are the experience gained from many years of Tay Giang in the work of arranging and stabilizing the population associated with building new rural areas.
This not only demonstrates the spirit of solidarity, but also leaves a strong mark in implementing mechanisms and policies for programs and projects to support investment in concentrated residential areas, while also helping to synchronize infrastructure, essential to serving people's lives" - Mr. Ta shared.
Promote the role of prestigious people
Mr. Briu Quan - Chairman of the Vietnam Fatherland Front Committee of Tay Giang district said that in the process of implementing policies, the locality prioritizes resources to create residential areas in areas threatened by natural disasters.
By being flexible and ensuring compliance with legal regulations, from 2019 to present, the locality has invested in 25 concentrated residential areas in communes; of which 6 areas are integrated with the population arrangement and stabilization mechanism according to the province's mechanism.
According to Mr. Quan, during the implementation process, the locality will support the arrangement of residential land with an average of at least 200 square meters per household; at the same time, arrange public land funds to serve investment in essential infrastructure, from internal traffic, drainage ditches, village schools and other cultural institutions to serve people's needs.
In order to arrange and stabilize the population, in addition to the attention and direction of Party committees at all levels and the participation of the entire political system, the Tay Giang District Fatherland Front Committee especially focuses on the role of prestigious people and village elders in propagating and mobilizing ethnic minorities to carry out population arrangement and stabilization associated with sustainable development. Thanks to that, the lives of Tay Giang District people have gradually stabilized, limiting risks from natural disasters, having the opportunity to access essential infrastructure conditions and develop production.
Promoting the role of prestigious people, with the spirit of setting an example, in recent times, village elders and prestigious people in Tay Giang have always actively participated in propagating, guiding, and mobilizing children and grandchildren in the family and community to respond to the local socio-economic development policies and guidelines.
In particular, village elders and influential people mobilized people to donate more than 25 hectares of land, along with thousands of trees, crops, and architectural objects... with a total value of more than 15 billion VND. In addition, they helped each other with more than 1,000 working days to move and renovate houses in new settlements.
“Thanks to promoting the role of prestigious people and village elders in propagating and mobilizing ethnic minorities in the district to implement the policy of population arrangement and stabilization associated with sustainable development, changes have been made in the villages in the western border area of the province.
Many new residential areas are spacious, with scientifically arranged housing and infrastructure; people's lives are gradually stabilizing... Tay Giang has become one of the destinations for tourists from near and far in the development of garden - forest - tourism economy" - Mr. Briu Quan said.
