With many innovative, creative and effective methods, localities in Ha Giang province are currently speeding up the elimination of temporary and dilapidated houses in the area, contributing to changing the appearance of the stone plateau, along with the prosperous and happy smiles of the highland people.
If in previous years, the elimination of dilapidated houses in a mountainous province with a poverty rate always among the top in the country like Ha Giang was a distant dream, today, the dream of living in a spacious and solid house is gradually becoming a reality for every family in the northernmost land of the Fatherland. Implementing the Government's direction on eliminating temporary and dilapidated houses nationwide, the entire political system in Ha Giang province has joined in, combining resources allocated from the Central Government with the mobilization of the Fatherland Front and people's organizations.
As of February, the whole Ha Giang province has started construction of 2,491 houses, including 2,296 new houses and 195 houses repaired. Of these, 28 are houses for meritorious people, 238 are houses from national target programs; 2,225 are houses under the program to eliminate temporary and dilapidated houses according to the Prime Minister's Directive. The number of houses completed and put into use is 1,739.
For a province with many difficulties like Ha Giang, support resources from the Central Government always play an important role. However, in order to meet practical requirements, so that people in difficult circumstances can have decent and sustainable houses, the Government's support resources need to be coordinated with resources from the community. After receiving a support fund of 265.5 billion VND, the Vietnam Fatherland Front Committee of Ha Giang province allocated 4 batches to the Steering Committee for Eliminating Temporary and Dilapidated Houses in districts and cities with more than 126 billion VND for implementation. This funding source has "awakened" the active participation of the community. In addition to the support fund, the province has mobilized forces and people to participate in supporting more than 64,190 working days (of which the armed forces participated in more than 11,260 working days). In particular, along with mobilizing officers and soldiers from units to participate in supporting construction workdays, the Border Guard of Ha Giang province mobilized support for 36 houses in border communes with a budget of more than 2.1 billion VND. Vi Xuyen district is a place where many poor households have passed down from father to son, for many families a decent and solid home is a distant dream. The family of Mrs. Chau Thi Tung - in Khuoi Kha village (Ngoc Linh commune) is one of them. At the age of over 70, her health is weak and she is constantly sick, so she cannot do heavy work to earn a living. Not to mention, Mrs. Tung also has to raise 2 orphaned grandchildren. Life is extremely difficult, her house is degraded but she has not had the conditions to repair it. With the support of 60 million VND from the government to build a new house, the construction also encountered many difficulties because her family did not have the resources to match.
The Front and organizations quickly took action to solve this difficulty. Mr. Luc Duc Thien - Chairman of the Vietnam Fatherland Front Committee of Ngoc Linh commune said: The local Party Committee and government have joined hands to help Mrs. Tung's family. In addition, they also directed departments, branches and organizations to participate in supporting the construction. The Commune Women's Union also coordinated with the Village Women's Union to support the family in vegetable gardening so that they can feel secure in production and economic development... Thanks to the participation of the community, Mrs. Tung was able to build a spacious house. The house is nearly 60 square meters wide but was built with love, support and sharing from organizations at all levels and local authorities.
In addition to resources from the Central Government, the Vietnam Fatherland Front Committee of Ha Giang province has also actively built and disbursed the "For the Poor" Fund, focusing on eliminating temporary and dilapidated houses. Mr. Vang Seo Con - Chairman of the Vietnam Fatherland Front Committee of Ha Giang province said that the program to eliminate temporary and dilapidated houses is one of the important policies to improve the quality of life of people, contributing to the goal of sustainable poverty reduction in the area. Ethnic people in Ha Giang province are excited to receive attention from the Party, State, the Front and organizations. Having a new house is a motivation for people to strive to improve their lives.
The Vietnam Fatherland Front Committee of Ha Giang province has allocated 17.77 billion VND from the "For the Poor" Fund to support the elimination of temporary and dilapidated houses in the province in the fourth phase of 2025. Accordingly, this amount of money will be used to support 305 households in difficult circumstances to eliminate temporary and dilapidated houses. Of which, 286 households will be able to build new houses with a support level of 60 million VND/household, 19 households will be able to repair their houses with a support level of 30 million VND/household. In addition, 5 households under national target programs will also receive compensation funds with a level of 16 million VND/household for new construction and 8 million VND/household for repair. Districts with a large number of households receiving support include Xin Man (85 households), Bac Quang (71 households), Yen Minh (50 households) and Meo Vac (31 households). The Standing Committee of the Vietnam Fatherland Front Committee of Ha Giang province requested relevant units to ensure the use of funds for the right purposes, transparently and promptly.
