Permanent Vice Chairman of Ha Tinh Provincial People's Committee Nguyen Hong Linh has just signed and issued Document No. 6910/UBND-NL5 dated December 6, 2023 on focusing on implementing the National Target Program on New Rural Construction.
Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh and the working delegation inspected the progress of new rural construction in Ky Tien commune (Ky Anh).
To promote the implementation of the National Target Program on New Rural Construction, focus on completing the 2023 plan targets and strive for the province to complete the task of building new rural areas in the period of 2021 - 2025; The Chairman of the Provincial People's Committee - Head of the Steering Committee for National Target Programs and building civilized urban areas of the province assigned relevant departments, branches, sponsoring units and People's Committees of districts, cities and towns to focus on implementing the following tasks:
The People's Committees of districts, cities and towns shall direct communes that have been recognized as meeting the standards of new rural areas, advanced new rural areas, and model new rural areas (according to the set of criteria for the 2010-2015 period and the 2016-2020 period) to update and improve the level of meeting the standards of new rural construction criteria, ensuring full compliance with the requirements of the set of criteria for new rural areas, advanced new rural areas, and model new rural areas for the 2022-2025 period (stipulated in Decision No. 36/2022/QD-UBND and No. 38/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee) to be completed before December 31, 2023;
Districts, cities and towns that have achieved NTM/completed the task of building NTM (according to the set of criteria for the period 2016-2020) focus on updating and completing the criteria to fully meet the conditions and standards required by the set of NTM district criteria implemented in the province in the period 2022-2025 (stipulated in Decision No. 37/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee) before December 31, 2023.

For communes striving to achieve advanced and model NTM standards in the year: focus on directing the acceleration of implementation progress of contents and criteria, and have feasible solutions for difficult criteria such as: Organization of production and development of rural economy, Environment, Quality of living environment (especially clean water from centralized water supply works), Income, Model NTM residential areas... ensuring that by 2025, at least 50% of communes will meet advanced NTM standards, 10% of communes will meet model NTM standards;
Loc Ha district coordinates with the Department of Agriculture and Rural Development and the Provincial Office for Coordination of New Rural Construction to complete the dossier and submit it to the Central Government for appraisal and recognition of the district meeting the New Rural Standards before December 30, 2023; Ky Anh district coordinates with departments and branches according to the assigned criteria to examine and evaluate the level of achievement, complete the dossier and submit it to the Central Government for consideration and recognition of the district meeting the New Rural Standards before January 30, 2024. Ky Anh town and Hong Linh town focus on completing the required contents to complete the task of building the New Rural Area, complete the dossier and submit it to the province for appraisal before June 30, 2024;
Huong Khe district focuses on leadership and prioritizes all resources to support the communes of Ha Linh and Dien My to ensure they meet the new rural standards in 2023; strives to meet the new rural district standards in 2024.
Nghi Xuan district focuses on building the district to meet advanced NTM standards in 2023; Can Loc, Thach Ha and Duc Tho districts focus on achieving advanced NTM standards in 2024;
Up to now, Ha Tinh has 243 products meeting 3-star and 4-star OCOP standards.
Review and evaluate the level of meeting the standards of wards and towns according to Decision No. 04/2022/QD-TTg dated February 18, 2022 of the Prime Minister on the Regulations on criteria, order and procedures for considering recognition of civilized urban standards; develop plans and solutions for implementation, striving to have 100% of wards and towns meeting civilized urban standards by the end of 2024;
Focus on effectively implementing 6 specialized programs (One Commune One Product (OCOP) Program for the period 2021-2025; Digital transformation program in building new rural areas, towards smart new rural areas; Program to strengthen environmental protection, food safety and clean water supply in rural areas; Rural tourism development program; Science and technology program serving new rural areas; Program to improve quality and effectiveness of implementing security and order criteria in new rural areas) in new rural areas and pilot models of specialized programs of the Central Government allocated for implementation to ensure practicality and effectiveness.
Departments, branches, and units assigned to preside over, direct, guide, evaluate, and appraise indicators and criteria: strengthen inspection, supervision, urging, and guidance; promptly organize appraisal and examination of the results of implementation of indicators and criteria of the sector in charge for communes striving to meet the standards of new rural areas, advanced new rural areas, model new rural areas, new rural districts, advanced new rural districts, and be responsible for the progress and quality of meeting the standards of the units under their charge.
The Department of Planning and Investment shall preside over and coordinate with the Department of Agriculture and Rural Development, the Department of Finance and relevant departments and branches to review, propose and advise the Provincial People's Committee to consider implementing centralized clean water projects to ensure that by 2025, the rate of households using clean water from centralized water supply works will reach at least 50%.
The Department of Finance reviews and balances the budget from increased revenue and expenditure savings in 2023, and advises the Provincial People's Committee to arrange funds to implement centralized clean water supply projects in 2024.
The Department of Agriculture and Rural Development, the Provincial Office of New Rural Construction Coordination shall preside over and coordinate with relevant departments, branches, units and district-level People's Committees to inspect and review centralized clean water projects that have been and are being invested in the area; advise the Provincial People's Committee on solutions for implementation, advise on capital arrangement to ensure the objectives according to the Project for the province to meet the New Rural Standards. Promptly advise the Provincial People's Committee to prepare a dossier to submit to the Central Government for appraisal and recognition of New Rural Districts/Towns that have completed the task of building New Rural Areas, and districts that have met the Advanced New Rural Area standards in accordance with regulations. Monitor, urge and summarize the implementation results of departments, branches and localities and report to the Chairman of the Provincial People's Committee and Head of the Steering Committee.

The departments of Agriculture and Rural Development, Culture, Sports and Tourism, Natural Resources and Environment, Science and Technology of the Provincial Police advise on the effective implementation of specialized programs in building new rural areas; direct the construction of pilot models directed by the Central Government in Ha Tinh to be practical and effective.
Units assigned to sponsor and support shall strengthen the inspection, direction, consultation and guidance of communes and villages; effectively implement sponsorship contents; promptly coordinate with relevant departments, branches and units to resolve and propose solutions to problems and difficulties, ensuring the achievement of goals according to the roadmap; continue to focus on sponsoring and supporting villages and communes that have been recognized as meeting standards to improve the quality and level of meeting criteria, creating sustainability in building new rural areas.
Assign the Department of Agriculture and Rural Development to preside over and coordinate with the Provincial Office for Coordination of New Rural Construction to inspect and urge units and localities to implement; ad hoc; periodically monthly, quarterly, 6 months, and annually, synthesize and report the results to the Provincial People's Committee and the Provincial Steering Committee.
