Disbursement of public investment capital and early commissioning of projects are identified as the driving force for economic growth, especially in the context of many industries and production sectors being severely affected by storm No. 3 - Yagi. At the end of the year, with favorable weather conditions, localities and investors are making efforts to resolve difficulties and obstacles under the direction of the Provincial People's Committee, speeding up the construction progress of projects, striving to complete the disbursement plan of public investment capital for 2024 under the direction of the province by the end of January 2025.
The project to invest in the construction of the new Bach Dang High School in Tien An Commune and Cong Hoa Ward, Quang Yen Town has a total investment of 232,608 billion VND, invested by the Quang Yen Town Construction Investment Project Management Board. The project has a total planning area of over 32,000m2, with a scale of 36 classrooms and auxiliary items, synchronous technical infrastructure; Construction and renovation of connecting traffic and green parks, parking lots in front of the school gate.
Immediately after the entire site was handed over in mid-August 2024, the construction unit, Thai Son Corporation, mobilized manpower and machinery to dig the foundation and carry out construction. However, more than a month later, the project had to be halted due to the impact of storm No. 3, causing widespread power outages.
Mr. Pham Anh Hung, Thai Son Corporation, Ministry of National Defense, representative of the construction contractor said: According to the direction of the People's Committee of Quang Yen Town, the project must be completed before the new school year 2025-2026, so to compensate for the workload delayed due to the storm, the Town Investment and Construction Management Board has requested the contractor to mobilize hundreds of workers and equipment, including vehicles and machinery, with a team working in 3 shifts to urgently speed up the construction progress of project items. Along with ensuring progress, the quality of the project is given special attention. The control of input materials and supplies is carried out regularly. The team of technical staff and supervision consultants regularly follow the project, promptly control current technical standards, as well as safety issues for workers. Synchronously deploying solutions, the Bach Dang High School project strives to be completed in July 2025.
According to the Quang Yen Town Construction Investment Management Board: In 2024, the town was assigned a total adjusted public investment capital of nearly 640 billion VND from the provincial budget and local budget. The capital sources are allocated for 11 completed projects and expected to be completed in the year, 12 transitional projects, and 27 newly started projects. To ensure the disbursement of public investment capital according to plan, the town's functional agencies regularly inspect the site to promptly handle problems during the construction process, adjust the progress, and avoid delays compared to the contract. At the same time, coordinate with the construction unit in the acceptance of completed volume, prepare payment documents to disburse capital when payment conditions are met. With the implemented solutions, it is expected that by December 31, 2024, Quang Yen Town will disburse 357.5 billion VND, reaching 80% of the capital plan and basically completing the disbursement target of 2024 in January 2025 according to the direction of the province.
The total adjusted public investment capital plan for 2024 of Quang Ninh province is over 12,000 billion VND, a decrease of more than 2,000 billion VND compared to the plan at the beginning of the year. By the end of November 2024, the province's disbursement rate only reached 48%, lower than the same period in 2023 (54.2%), not meeting the requirements, there are still 7 units with disbursement rates below the average of the whole province.
In addition to objective reasons, such as the slow and inconsistent issuance of legal regulations and sub-law documents; heavy rain from June to September 2024; the impact of storm No. 3, and land use fee collection not meeting the set plan in some localities, there are still subjective reasons. Typically, the organization, implementation, and coordination in handling difficulties and problems between investors and departments, branches, and localities are still not tight; the fear and responsibility of a number of officials and civil servants in the process of performing their duties; the qualifications of some officials performing tasks in the fields of project management, land law, investment, construction, and state budget are still limited; site clearance work in some localities has not yet met the set requirements.
Currently, the weather is considered very favorable, dry, with little rain, which is a good time to accelerate the construction progress of key projects and start all projects in the province, striving to achieve the highest economic growth target and socio-economic development targets and indicators. The target is that by the end of January 2025, the whole province must disburse an additional 6,300 billion VND. This is an extremely difficult task that requires investors and localities to continue to promote the achieved results, overcome limitations and shortcomings, make more drastic and effective efforts; tighten discipline and order and have a specific implementation plan.
Disbursement of public investment capital is identified as one of the important political tasks. Therefore, sectors, localities, project investors and related units need to strengthen coordination, synchronously implement solutions according to the direction of the Central and the province, strive to complete the set plan, avoid wasting resources, put projects into use on schedule, contributing to promoting socio-economic development.
